HomeMy WebLinkAboutCity Council - 6427 RESOLUTION NO. 6427 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH TO ADOPT AND AMEND THE CITY CLASSIFICATION PLAN WHEREAS the City Council wishes to amend the City Classification Plan, and The provisions of Personnel Rule 12-4 have been complied with, according to the official minutes of the Personnel Commission on file with the Commission secretary, and the City Council wishes to adopt the amendments recommended by the Personnel Commission therein, NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows : The City Classification Plan is hereby amended to include the classifications and positions reflected herein below: New Classifications Code Enforcement Trainee, Exhibit "A" Equipment Support Assistant, Exhibit "B" Electrical Helper - Traffic Signal, Exhibit "C" Electrician - Traffic Signal, Exhibit "D" Leadworker Traffic - Signal, Exhibit "E" All other provisions of the Classification Plan shall remain the same. City Clerk City Attorneyj2 REVIEWED AND APPROVED: INIT WDD PPROVED: C' y Administrator Deputy--CT y Administ at r 9/9/92:jn CITY OF HUNTINGTON BEACH CLASS SPECIFICATION TITLE: CODE ENFORCEMENT TRAINEE DATE: AUGUST, 1992 DUTIES SUMMARY: Under the supervision of the Senior Planner or his/her designee, the Code Enforcement Trainee performs field inspections and investigations related to property maintenance violations, zoning and housing code violations. The Code Enforcement Trainee will also perform research and write reports regarding zoning and municipal code violations and special projects. Also enforces conditions of approval . DISTINGUISHING CHARACTERISTICS: EXAMPLES OF DUTIES: Under the supervision of the Senior Planner, the Code Enforcement Trainee enforces and applies the Zoning and Municipal Code, Uniform Housing Code, and other related codes and regulations relating to community preservation, health and safety; determines if development projects are in compliance with zoning ordinances and regulations. If projects are not in compliance, the trainee advises applicants and homeowners or developers of the City' s requirements and the correct procedures to be taken to insure compliance. Trainee will issue violation notices and prepare prosecution requests, under the direction of the Senior Planner, or his/her designee. The Code Enforcement Trainee shall not be permitted to issue misdemeanor citations. The Code Enforcement Trainee may appear as a witness in court regarding violation cases; prepares and maintains records and reports involving inspections and violations to the Zoning and Municipal Codes. Trainee meets, confers and coordinates enforcement activities with members of other departments. The Trainee shall also perform other related duties as needed. KNOWLEDGE. SKILLS, ABILITIES & PERSONAL ATTRIBUTES: Knowledge of ' building codes and zoning principles; ability to interpret and apply zoning and. '�Land Use regulations and Planning concepts to unusual or difficult zoning or municipal code violations; able to work and communicate effectively with City staff and the general public. MINIMUM WALIFICATIONS: Two years of college level work and two years related experience. Must have a valid California driver's license. RECLASSIFICATION REQUIREMENT: Completion of forty <40) hours of training in arrest, search and seizure (P.C. 832) with one year experience as a Code Enforcement Trainee and departmental approval incumbents may be reclassified to Code Enforcement Officer. WPPERSP:2091 EXHIBIT "A" 6427 CITY OF HUNTINGTON BEACH CLASS SPECIFICATION TITLE: EQUIPMENT SUPPORT ASSISTANT DATE: July, 1992 DUTIES SUMMARY: Under supervision responsible for requisitioning, receiving, storing and dispensing varied materials, tools, parts and equipment for a particular function or area. Provides for the continuous operation of the automated records and inventory control system; acts on behalf of the Equipment Support Coordinator and/or Warehouse Keeper in either' s absence. DISTINGU IS"ING CHARACTERISTICS: This is a single position class. The Equipment Support Assistant is responsible for delivering technical maintenance support services under functional supervision of the Equipment Support Coordinator and provides overall warehouse support under direct supervision of of Warehouse Keeper. EXAMPLES OF DUTIES: Establishes and maintains several minimum/maximum levels of materials and supplies for " the Mechanical Maintenance Division. Maintains detailed records and files and initiates reports of all transactions. Maintains current catalog and supplier information. Determines appropriate suppliers/vendors. Initiates requisitions for parts, assemblies, and equipment. Contacts vendors in search of parts and assemblies . Follows up on purchases to expedite orders. Checks incoming supplies and initiates return of items damaged in transit or shipped incorrectly. Provides for the continuous operation of the automated records and inventory maintenance/control systems of the mechanical maintenance division; trouble shoots problems with the automated system. Procures materials and maintains/controls requisite inventory for uninterrupted operations; performs related work as required. KNOWLEDGE AND ABILITIES: Knowledge of: inventory maintenance and control processes and procedures; shipping and receiving; hardware and software used in maintaining the automated records system; business writing; business math; and budget control procedures... , Ability to: ,, , organize and locate equipment and. materials as required; keep accurate records of items ordered, received, and issued; maintain a perpetual inventory; prepare busines-s correspondence; establish and maintain cooperative working relationships; utilize and maintain an automated record keeping :system; and: provide oversight for daily operations of the automated records and .inventory control systems. MINIMUM OUALIFICATIONS: Graduation from high school or the equivalent. In addition requires 3 years experience in inventory control of a vehicle maintenance warehouse with experience on an automated record keeping system. Valid California Driver's license. WPPERSP:2046 EXHIBIT "B" 6427 A CITY OF HUNTINGTON BEACH CLASS SPECIFICATION TITLE: ELECTRICAL HELPER-TRAFFIC SIGNAL DATE: AUGUST, 1992 DUTIES SUMMRY The fundamental reason this classification exists is to provide assistance and develop skills in the installation, inspection, maintenance and repair of traffic signal and pole mounted outdoor lighting. DISTINGUISHING CHARACTERISTICS Electrical Helpers-Traffic Signal shall work in an apprenticeship capacity and are not allowed to work on energized electrical systems or traffic signal control equipment without the direct supervision of a journey level electrician. Incumbents are expected to become proficient and advance to the journey level of Electrician-Traffic Signal . EXAMPLES OF ESSENTIAL DUTIES Using hand and power tools, assist in the installation, inspection, maintenance and repair of traffic signal and pole mounted outdoor lighting. On aerial platforms, replace light bulbs, ballasts and transformers in lighting fixtures on poles and traffic signals. Perform scheduled maintenance and inspections of traffic signals and pole mounted outdoor lighting. Run diagnostic tests on equipment. Keep records of time, date, location and nature of work performed. Read manuals and blueprints in order to provide proper maintenance and repair. Learn and demonstrate the acquisition of journey level electrician skills in traffic signal and pole mounted outdoor lighting. KNOWLEDGE AND ABILITIES Knowledge of: basic principles and practices of commercial/industrial electrical work; hand tool , power tool and electrical test equipment operation; basic trigonometry; safe working practices, procedures and regulations. Ability to: set up for the installation, inspection, maintenance and repair of traffic signals and pole mounted outdoor lighting; perform basic industrial/commercial electrical diagnostics; read electrical diagrams, specifications, manuals and blueprints; follow written and oral instruction; keep accurate records; learn and apply journey level traffic signal and pole mounted outdoor lighting electrician skills; work from 85 foot aerial platforms; work according to prescribed safety and professional standards. EXHIBIT "c" 6427 MINIMUM OUALIFICATIONS Education Equivalent to graduation from high school and satisfactory completion of an approved Electrical Technology program. Experience One (1) year commercial or industrial electrical work (residential not equivalent). An additional year of commercial/industrial electrical work may substitute for the Electrical/Technology program. License Must have a valid California driver' s license. RECLASSIFICATION REQUIREMENT Incumbent is eligible for reclassification to Electrician-Traffic Signal upon satisfactory completion of an approved program in Electrical Technology, possession of a Level One International Municipal Signal Association (IMSA) Traffic Signal Certificate, satisfactory completion of three (3) years experience as an Electrical Helper-Traffic Signal with the City of Huntington Beach and with department head approval . WPPERSP:2094 EXHIBIT 11C 11 - page 2 6427 CITY OF HUNTINGTON BEACH CLASS SPECIFICATION TITLE: ELECTRICIAN-TRAFFIC SIGNAL DATE: AUGUST, 1992 DUTIES SUMMARY The fundamental reason this classification exists is to install , inspect, maintain and repair traffic signal and pole mounted outdoor lighting DISTINGUISHING CHARACTERISTICS Electricians-Traffic Signal perform journey level , skilled electrical work on traffic signals and pole mounted outdoor lighting. Incumbents provide on-the-job training to Electrical Helpers when assigned. Electricians-Traffic Signal work under the general supervision of the Crewleader-Traffic Signal and receive daily instruction and oversight from the Leadworker-Traffic Signal . EXAMPLES OF ESSENTIAL DUTIES Using hand and power tools, install and adjust electrical systems used to operate traffic signals and pole mounted outdoor lighting. Inspect traffic signal and pole mounted outdoor lighting both visually and with diagnostic equipment. Maintain traffic signal and pole mounted outdoor lighting through part replacement and preventive maintenance. Repair traffic signal and pole mounted outdoor lighting with hand and power tools and electrical testing equipment. Read manuals, blueprints, field drawings and sketches and estimate time and materials required to complete a job. Keep accurate records of work performed. KNOW EDGE AND ASILIT ES Knowledge of: principles and practices of traffic signal and pole mounted outdoor lighting electrical work; applicable regulations and codes including the National Electrical Code and State of California Standard Plans and Specifications; hand tool , power tool and electrical test equipment operation; basic trigonometry and business math; safe working practices, procedures and regulations; professional standards; on-the-job training methods. Ability to: install , inspect, maintain and repair traffic signal and pole mounted outdoor lighting; perform electrical system diagnostics; read and interpret electrical diagrams, specifications, manuals and blueprints; give and follow oral and written instruction; keep accurate records; work from 85 foot aerial platforms; work according to prescribed safety and professional standards; provide on-the-job training to and work effectively with others. EXHIBIT "D" 6427 _..... MINIMUM QUALIFICATIONS Education Equivalent to graduation from high school . Experience Three (3) years experience in traffic signal and/or pole mounted outdoor lighting electrical systems, including work with high and low voltages. License/Certificate Valid California driver's license. Level One International Municipal Signal Association (IMSA) Traffic Signal Certificate. Completion of an International Brotherhood of Electrical . Workers (IBEW) apprenticeship program OR possession of a California Electrical Contractor' s License OR completion of an approved program in Electrical Technology. WPPERSP:2093 EXHIBIT "D" - page 2 6427 CITY OF HUNTINGTON BEACH CLASS SPECIFICATION TITLE: LEADWORKER--TRAFFIC SIGNAL DATE: AUGUST, 1992 DITTIES SUMMARY The fundamental reason this classification exists is to ensure the effective field operations of traffic signal crews and contractors and to provide advanced journey level support to the installation, inspection, maintenance and repair of traffic signals and pole mounted outdoor lighting. DISTINGUISHING CHARACTERISTICS The Leadworker-Traffic Signal provides oversight to the day-to-day operations of the traffic signal and pole mounted outdoor lighting program for the City of Huntington Beach. Incumbents work under the general supervision of the Crewleader-Traffic Signal and provides daily assignments to work crews, monitor contractors and perform advanced journey level work where required. EXAMPLES OF ESSENTIAL DUTIES Inspect traffic signal and pole mounted outdoor lighting work completed by city crews and contractors to ensure compliance with applicable codes and standards. Participate in the planning process for traffic signal and pole mounted outdoor lighting improvements. Compile and maintain records of installation, maintenance, repair and general operation of traffic signal and pole mounted outdoor lighting systems. Track work performed on jointly owned systems for billing appropriate agencies. Prepare materials for written and oral evaluations of work performed by crews and contractors. Provide maintenance and operation statistics to the crewleader for budgetary planning. Install , inspect, maintain and repair traffic signal and pole mounted outdoor lighting. KNOWLEDGE AND ABILITIES Knowledge of: traffic signal and pole mounted outdoor lighting operations and design; applicable regulations and codes including the National Electrical Code and State of California Standard Plans and Specifications; hand tool , power tool and electrical test equipment operation; basic trigonometry and business math; safe working practices, procedures and regulations; professional standards; on-the-job training methods; record keeping systems; budgetary preparation practices. Ability to: install , inspect, maintain and repair traffic signal and pole mounted outdoor lighting; perform electrical system diagnostics; read and interpret electrical system diagnostics; read and interpret electrical diagrams, specifications, manuals and blueprints; make field drawings and amendments to blueprintslspecifications; give and follow oral and written instruction; keep accurate records and files; work from 85 foot aerial platforms; work according to prescribed safety and professional standards; provide on-the-job training; communicate effectively with work crews and contractors; schedule work and track assignments. EXHIBIT "E" 6427 MINIMUM QUALIFICATIONS Education Equivalent to two (2) years college level coursework in Industrial Electricity. Experience Three (3) years experience as a journey level electrician working on traffic signal and/or pole mounted outdoor lighting electrical systems, including work with high and low voltages. License/Certificate Valid California driver's license — Class B desirable. Level Two International Municipal Signal Association (IMSA) Traffic Signal Certificate. Completion of an International Brotherhood of Electrical Workers (IBEW) apprenticeship program OR possession of a California Electrical Contractor' s License OR completion of an approved program in Electrical Technology.
