HomeMy WebLinkAboutCity Council - 6450 RESOLUTION NO. 645o A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH TO ADOPT AND AMEND THE CITY CLASSIFICATION PLAN WHEREAS the City Council wishes to amend the City Classification Plan, and The provisions of Personnel Rule 12-4 have been complied with, according to the official minutes of the Personnel Commission on file with the Commission secretary, and the City Council wishes to adopt the amendments recommended by the Personnel Commission therein, NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: The City Classification Plan is hereby amended to include the classification and position reflected herein below: N w Classification Fire Controller Shift Supervisor, Exhibit "A" All other provisions of the Classification Plan shall remain the same. Mayor ATTEST: APPROVED AS TO FORM: City C1 Prk ty Attorney REVIEWED AND APPROVED: INITIATED D AP 0 - - f Ci Administrator epnf-tifr A minis ator CITY OF HUNTINGTON BEACH CLASS SPECIFICATION TITLE: FIRE CONTROLLER SHIFT SUPERVISOR DATE: NOVEMBER, 1992 DITTIES SUMMARY Linder the direction of the Supervising Fire Controller, the Leadworker Fire Controller supervises a designated shift in the operations of the Central Net Fire Dispatch Center. Supervision is received from the Supervising Fire Controller who has the overall responsibility for communications operations. DISTINGUISHLNG CHARACTERISTICS Designated as a leadworker by the department. EXAMPLES OF DUTIES Supervises the work performed by the Fire Controllers under his/her direction, instructing them in the proper performance of their duties, reviewing their work and evaluating their performance; responsible for scheduling vacations, shift trades and exchange of hours; prepares written performance evaluations on Fire Controllers assigned to his/her shift subject to review by the Supervising Fire Controller; reports daily payroll for FDC via computer and maintains appropriate payroll files and records; at the direction of the Supervising Fire Controller, conducts training of newly hired Fire Controllers as well as on-going training of existing Fire Controllers; records and maintains up-to-date training records; monitors Emergency Medical Dispatch (EMD) procedures performed by Fire Controllers in compliance with State standards; identifies problems and may provide solutions or make recommendations to the Supervising Fire Controller; schedules weekly and monthly tests to ensure the reliability of Central Net communications equipment; initiates communication repair requests and contacts the appropriate agency; identifies equipment needs for budget purposes; assists in budget preparation and monitoring expenditures; maintains resource materials and computer files necessary for the efficient operation of the Communications Center; in the absence of the Supervising Fire Controller, handles complaints from fire personnel , other city personnel , outside agencies or the general public; provides relief for Fire Controller positions as necessary. Performs other duties as assigned. KNOWLEDGE & ABILITIES Knowledge of: _ principles and practices of supervision, training and evaluation; practices and procedures of fire communications operations and emergency medical dispatch; thorough knowledge of the Computer Aided Dispatch system, Orange County 80OMHz radio system, California Mutual Aid Plan, Central Net Policies Huntington Beach Fire Department policies and procedures. Ability to: effectively supervise, train and evaluate the performance of subordinates; exercise independent judgment and discretion in problem situations; communicate clearly, both verbally and in writing. 6450 MINIMUM QUALIFICATIONS Requires completion of high school and three (3) years public safety dispatch experience or any equivalent combination of experience and training which provides the required skill . Possession of an Associate or equivalent degree, as well as other specialized training in public safety communications and supervision is highly desirable.
