A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH TO ADOPT AND
AMEND THE CITY CLASSIFICATION PLAN
WHEREAS, the City Council wishes to amend the City
Classification Plan, and
The provisions of Personnel Rule 12-4 have been complied
with, according to the official minutes of the Personnel
Commission on file with the Commission secretary, and the City
Council wishes to adopt the amendments recommended by the
Personnel Commission therein,
NOW, THEREFORE, the City Council of the City of Huntington
Beach does hereby resolve as follows :
The City Classification Plan is hereby amended to include the
classifications and positions reflected herein below:
New Classifications
Accountant Senior - dated April 1993
Accountant - dated April 1993
Deleted Classification
Accountant - dated August 1976, Exhibit C
Reallocation
Reallocation of five existing positions from the Accountant
Classification, dated August 1976, to the Account Senior
classification, dated April 1993
All other provisions of the Classification Plan shall remain
the same.

CLASS SPECIFICATION
TITLE:. ACCOUNTANT SENIOR
DATE: APRIL, 1993
DUTIES SUMMARY
Under general direction, to perform advanced journey level professional
accounting and financial analysis work in a centralized accounting system.
DISTINGUISHING CHARACTERISTICS
This class performs advanced journey level professional accounting work. It is
distinguished from the next higher class of Accountant Principal by its limited
supervisory responsibility to that of lead supervision over clerical staff
involving a functional activity or lead supervisory responsibility over
professional staff on a project basis. Incumbents are expected to develop
methods and procedures and solve problems encountered.
EXAMPLES OF ESSENTIAL DUTIES
Performs advanced journey level accounting work involving the most difficult
financial and accounting analysis and reporting; prepares difficult financial
reports and statements; analyzes and interprets new financial guidelines and
legislation in order to develop automated accounting systems, standards,
guidelines and procedures; works with other City departments to improve
financial reporting or resolve financial problems; conducts cash flow,
financial and/or operational audits of City operations and of outside
organizations as. it impacts City revenue, expenditures and related matters;
shall have lead responsibility over clerical staff involving a functional
activity - or lead responsibility over professional accountants on a project
basis; prepares and analyzes computer input/output data; prepares research,
calculations and projections for budget development and financial planning;
prepares financial statements and reports for control and information purposes;
reconciles bank statements, prepares journal entries, posts and balances ledger
accounts; composes correspondence for review by supervisor; answers questions
that require searching for and abstracting technical data; operates
calculators, computer terminal and other office _ equipment. Performs related
work as required.
KNOWLEDGE SKILLS AND ABILITIE
Knowledge of principles and practices of general and governmental accounting;
including debits, credits , encumbrances, journal entries and auditing;
knowledge of data processing systems and procedures as they apply to financial
record keeping; knowledge of general laws, statutes and rules regulating and
influencing City fiscal operations.
Ability to analyze and establish accounting systems and procedures; perform
difficult accounting and financial record keeping independently;' make
arithmetic calculations quickly and accurately; operate a calculator and
computer terminal quickly and accurately; understand and follow oral and
written instructions; establish and maintain effective working relationships;
prepare clear and concise reports;. perform statistical analysis and auditing;
analyze accounting and auditing problems and develop effective controls; read,
understand, interpret and apply specific project accounting . and fiscal
requirements. procedures and. policies; provide lead supervisory direction to
clerical and/or professional personnel .

MINIMUM QUALIFICATIONS
A bachelor' s degree in business administration or accounting and three (3) years
professional accounting experience; ' OR any equivalent combination of- experience
and training that will provide the knowledge,. skills and abilities .

This class performs journey level professional accounting work. It is
distinguished from the next higher class of Accountant Senior by its' less
difficult level of assignments and/or the lack of lead supervisory
responsibility over clerical staff involving a functional -activity or lead
supervisory responsibility over professional staff on a project basis.
Incumbents receive instructions when tasks are assigned and have latitude in
selecting work methods. Work is generally reviewed upon completion: Incumbents
are expected to. refer matters which do not fit a' clear pattern to supervisor.
EXAMPLES OF ESSENTIAL DUTIES
Performs journey level professional accounting, financial analysis, auditing and
financial reporting work; prepares journal entries, posts and balances ledger
accounts ; prepares and analyzes computer - input/output data; classifies and
verifies charges to proper accounts; performs research and ' calculations for
budget development and financial planning; . prepares invoices/bills for amounts
due and reviews invoices received for conformance with applicable standards and
authorizes payments; reconciles bank statements; prepares tax reports;
compiles information for a variety of narrative and statistical reports;
compose correspondence for review by supervisors; answers questions that
require . searching for and abstracting technical data; operates calculator,
computer terminal and other office equipment. Performs related work as required.
KNOWLEDGE. SKILLS AND ABILITIES
