A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH SUPPORTING FEDERAL
LEGISLATION ENDING THE PRACTICE OF IMPOSING
UNFUNDED FEDERAL MANDATES ON LOCAL AND STATE
GOVERNMENTS AND TO ENSURE THAT THE FEDERAL
GOVERNMENT PAYS THE COSTS INCURRED BY THOSE
GOVERNMENTS IN COMPLYING WITH CERTAIN
REQUIREMENTS UNDER FEDERAL STATUTES AND REGULATIONS.
WHEREAS, unfunded federal mandates on state and local
governments have become increasingly extensive in recent years;
and
Such mandates have, in many instances, added to growing
deficits in state and local budgets and have resulted in the
need for state and local governments to increase revenue or
curtail services; and
Such excessive fiscal burdens on state and local
governments have in many instances, undermined the ability of
state and local governments to achieve their responsibilities
under state and local law.
NOW, THEREFORE, the City Council of the City of Huntington
Beach resolves as follows :
SECTION 1: Support federal legislation which would
end the practice of imposing unfunded mandates on state and
local governments which cause an undue financial burden and
ensure that the federal government provide funds for those
mandated programs that impose financial hardship on state
and local governments .

SECTION2: The city recognizes that not all
federally mandated programs cause a financial burden on
state and local governments . However, the City of
Huntington Beach is concerned with the current practice by
the Federal Government, and its agencies, of enacting
mandates that clearly place a financial hardship on the
state and local government which have significant impact on
state and local government budgets . The City of Huntington
Beach believes that Congress needs to address the issue in
such a way as to insure that federal funding is provided to
state and local governments in those cases where projected
cost of mandated programs can be shown to place a financial
burden on state and local governments .
SECTION 3 : Further, the City of Huntington Beach
believes that when studying the issue of federally mandated
programs that cumulative impacts of multiple mandates
emanating from Congress and various federal agencies needs
to be considered when attempting to address the financial
impact on state and local governments . Such unfunded
federal mandates are a direct threat to the ability of
state and local governments to decide priorities .
SECTION 4 : This resolution shall be forwarded by
the Office of the City Clerk to the President of the United
States, to all members of the federal legislature who
represent the City of Huntington Beach, to the Governor of
the State of California, to all members of the state
legislature who represent the City of Huntington Beach, to

the Orange County Board of Supervisors, to all cities in
Orange County, and to the national, state and county
divisions of the League of Cities .
PASSED AND ADOPTED by the City Council of the City of Huntington
Beach at a regular meeting thereof held on the 2nd day
of August 1993 .

that the foregoing resolution was passed and .adopted by the affirmative
vote of at least a majority of all the members of said City Council
at a regular meeting thereof held on the znd day
