HomeMy WebLinkAboutCity Council - 6519 RESOLUTION NO. 6519 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH TO AMEND THE CITY CLASSIFICATION PLAN BY ADDING A NEW CLASSIFICATION THERETO ENTITLED "DIRECTOR SPECIAL PROJECTS" WHEREAS the City Council wishes to amend the City Classification Plan, and The provisions of Personnel Rule 12--4 have been complied with, according to the official minutes of the Personnel Commission on file with the Commission secretary, and the City Council wishes to adopt the amendments recommended by the Personnel Commission therein, NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows : The City Classification Plan is hereby amended by adding the classification reflected herein below: New Classification Director Special Projects R-585 ($6992-$8663) All other provisions of the Classified Plan shall remain the same. PASSED AND ADOPTED by the City Council Of the City of Huntington Beach at a regular meeting thereof held on the 16th day of August 1993 . DISTINGUISHING CHARACTERISTIC The Director of Special Projects, under administrative direction, supervises professional staff in the coordination and management of complex, sensitive, and highly visible projects. Primarily responsible for major redevelopment, housing and land use projects. Extensive involvement with multiple departments in addressing issues; extensive involvement with the private sector; and involvement with other governmental and quasi-governmental entities at the federal , state, and local level . Projects are assigned by the Assistant City Administrator. EXAMPLES OF ESSENTIAL DUTIES Directs cost-benefit analyses to guide selection and prioritization of project objectives; "request(s) for proposals" and contracts; establishes criteria for evaluation of projects; makes presentations to the City Council and the Planning Commission; coordinates planning activities with other city departments and other public agencies; works closely with elected officials; serves as staff to the City Administrator; directs the work of inter-departmental planning efforts convened to resolve major city issues to redevelopment and land use and performs a variety of complex, non-routine assignments of major significance; coordinates the City/agency housing program; development and implementation of a Five Year Housing Program. The preceding duties have been provided as examples of the essential types of work performed by positions within this job classification. Management reserves the right to add, modify, change or rescind work assignments as needed. MINIMUM WALIFICATIONS KNOWLEDGE Principles and practices of public administration and management; city government functions, organization, and operations; county and local government relationships; analytical and planning principles and methods as applied to organizations including those unique to local government, capital facilities planning, and land use planning. ABILITIES Able to negotiate complex intergovernmental agreements; plan organize, coordinate, control , and evaluate work of the City/agency housing program; coordinate with City management, elected officials, and representatives of other agencies; communicate effectively in written correspondence, public presentations, and group discussions; analyze complex problems and recommend solutions; resolve disputes and function effectively in complex, sensitive , and stressful situations; plan, organize, direct, and evaluate programs of major regional significance. 6519 EDUCATION Education, training, and experience which clearly demonstrate successful application of the knowledge and skills listed above at a level of expertise and responsibility consonant with candidacy for an administrative manager at this level ; such as a Bachelor' s Degree in Public Administration, Urban Planning, Geography or related field. Master's Degree desirable. EXPERIENCE Ten years experience in planning, redevelopment, community development or related fields with at least three years at a management level with significant responsibility for directing the work of professional , subprofessional and technical subordinates in these fields.
