A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH RELATING TO
TRAFFIC IMPACT FEES FOR THE GOLDENWEST
TRANSPORTATION CENTER
WHEREAS, Ordinance No. 3048 established the Traffic Impact Fee which applies collection
of said flee to all developments except police, fire and public safety facilities; and
Ordinance No. 3048 permits a reduction in fees when a facility demonstrates that total daily
trip generation is reduced as a result of the operation of that facility; and
The Orange County Transit Authority (OCTA) is constructing the Goldenwest Transportation
Center(GWTC)to facilitate and enhance bus transit availability and use for the citizens of the City of
Huntington Beach and surrounding communities; and
The OCTA has provided sufficient information and data to demonstrate that the operation of
the GWTC will reduce the total daily trips on the Arterial Highway System; and
The OCTA has requested relief from the obligation to pay a Traffic Impact Fee due to a net
reduction in daily trips on the Arterial Highway System;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Huntington Beach
hereby determines that the transportation benefits derived from the operation of the GWTC exceed
the potential trip generation created by the facility; and
The OCTA is hereby relieved of its obligation to pay a Traffic Impact Fee for the GWTC
project.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular
meeting thereof held on the 3rd day of� January 1994.

vote of at least a majority of all the members of said City Council
