A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH SUPPORTING A "NO"
VOTE BY THE ORANGE COUNTY TRANSPORTATION
AUTHORITY(OCTA) BOARD OF DIRECTORS ON
LEVEL I, WHICH WILL PHASE OUT DIAL-A-RIDE DEMAND
SERVICE EXCEPT FOR ADA ELIGIBLE CUSTOMERS.
WHEREAS, the City Council of the City of Huntington Beach supports the need to
continue Dial-A-Ride because the elimination will impact the senior population of our city who
have physical limitations; and
This action will create safety issues for this population who will be forced to utilize the
fixed routes; and
This action will take away the independence of seniors making it impossible for them to
maintain a high quality lifestyle. This will impact city services such as Fire, Police, and
Paramedics; and
This action by the OCTA is moving ahead too quickly without the proper software and
communication tools to efficiently schedule and maintain this operation; and
Some investigation of cost per-rider should be made before an actual phasing out of
any program can be justified thereby making OCTA accountable for cost of service to
taxpayers.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Huntington
Beach supports a "no" vote by the OCTA Board of Directors on Level I, which will phase out
Dial-A-Ride Demand Service except for ADA eligible customers. This action will help to
continue and maintain the high duality of life the seniors of Huntington Beach now enjoy.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at
a regular meeting thereof held on the 18th: day of Aril , 1994.

affirmative vote of at least a majority of all the members of said City Council at a regular
meeting therof held on the 18th day of April, 1994, by the following vote:
AYES: Councilmembers: Silva, Bauer,Robitaille, Moulton-Patterson,
Winchell,Leipzig, Sullivan
NOES: Councilmembers: None
