A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF THE HUNTINGTON BEACH
ADOPTING LOCAL COASTAL PROGRAM
AMENDMENT NO. 94-1
(CODE AMENDMENT 93-10; ZONE CHANGE 93-2)
AND REQUESTING ITS CERTIFICATION
BY THE CALIFORNIA COASTAL COMMISSION
WHEREAS, after notice duly given pursuant to Government Code Section 65090
and Public Resources Code Sections 30503 and 30510, the Planning Commission of the
City of Huntington Beach held public hearings to consider the adoption of the Huntington
Beach Local Coastal Program Amendment No. 94-1, and such amendment was
recommended to the City Council for adoption; and
The City Council, after giving notice as prescribed by law, held at least one public
hearing on the proposed Huntington Beach Local Coastal Program Amendment No. 94-1,
and the City Council finds that the proposed amendment is consistent with the Certified
Huntington Beach Coastal Land Use Plan and Chapter 6 of the California Coastal Act; and
The City Council of the City of Huntington Beach intends to implement the Local
Coastal Program in a manner fully consistent with the California Coastal Act,
NOW, THEREFORE, the City Council of the City of Huntington Beach does
hereby resolve as follows:
SECTION 1. That the Huntington Beach Local Coastal Program Amendment
No_ 94-1, consisting of Code Amendment No. 93-10 and Zone Change No. 93-2, attached
hereto as Exhibits A and B, respectively, is hereby approved.

SECTION 2. That the California Coastal Commission is hereby requested to
consider, approve and certify Huntington Beach Local Coastal Program Amendment No.
94-1.
SECTION 3. That pursuant to Section 13551(b) of the Coastal Commission
Regulations, Huntington Beach Local Coastal Program Amendment No. 94-2 will take
effect automatically upon Coastal Commission approval, as provided in Public Resources
Code Sections 30512, 30513, and 30519.

AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH
AMENDING THE HUNTINGTON BEACH ORDINANCE CODE
BY AMENDING THE HOLLY-SEACLIFF SPECIFIC PLAN
CODE AMENDMENT NO. 93-10
WHEREAS, pursuant to the Planning and Zoning Law, the California Government Code
Sections 65493 et seq., the Planning Commission of the City of Huntington Beach, after notice
duly given, held a public hearing on March 15, 1994, to consider Code Amendment No. 93-10
which will amend the Holly-Seacliff Specific Plan to allow sideyard encroachments for fireplaces,
bay windows, unroofed balconies, open stairways and architectural features; and
On July is, -„ , 1994, after notice duly given, a public hearing was held
before the City Council of the City of Huntington Beach, regarding the aforesaid code
amendment, and said code amendment having been considered, the City Council finds that Code
Amendment No. 93-10 is necessary to provide sideyard encroachments for fireplaces, bay
windows, unfilled balconies, open stairways and architectural features to maintain consistency
with City-wide residential development provisions, to provide effective interior design and
efficient exterior design in the Holly-Seacliff Specific Plan;
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
ordain as follows:
SECTION 1.
The Holly-Seacliff Specific Plan is hereby amended by amending
Section III(D)(1)(h) thereof relating to Low Density Residential (RL-I Development Standard,
to read as follows:
h. Setback (Side Yard)
The minimum setback from the side property lines shall be as follows:

1) Interior Side Yard
Dwellings, garages and accessory buildings, Minimum of five(5)
feet.
Eaves: Eighteen (18) inches.
Fireplaces: Thirty(30) inches.
Bay windows, unroofed balconies, open stairways and other architectural
features: Three(3) feet.
2) Exterior Side Yard
Dwellings, and accessory buildings: Minimum of ten (10)feet.
Side entry garages or carports: Ten(10)feet.
Eaves: Eighteen(18)inches.
Fireplaces: Seven and one-half(7.5)feet.
Bay windows, unroofed balconies, open stairways and architectural
features: Eight (8) feet.
SECTION 2.
The Holly-Seacliff Specific Plan is hereby amended by amending Section III(D)(2)(h)
thereof relating to Low Density Residential 2 (RL-2)Development Standards, to read as follows:
h. Setback (Side Yard)
The minimum setback from the side property lines shall be as follows:
1) Interior Side Yard
Dwellings, garages and accessory buildings: Minimum of five (5)feet.
Eaves: Eighteen(18)inches.
Fireplaces: Thirty(30) inches.
Bay windows, unroofed balconies, open stairways and other architectural
features: Three (3) feet.

2) Exterior Side Yard
Dwellings and accessory buildings: Minimum of ten(10)feet.
Side entry garages or carports: Ten(10)feet.
Eaves: Eighteen(18) inches.
Fireplaces: Seven and one-half(7.5) feet.
Bay windows, unroofed balconies, open stairways and other architectural
features: Eight (8) feet.
3) Exc tion for Zerg Lot Line
A zero side yard setback or a zero rear yard setback shall be permitted as
long as the following requirements are met:
• The lot adjacent to the zero setback side or rear yard shall be held
under the same ownership at the time of application and the setback
for the adjacent lot shall be either zero or a minimum often (10)
feet.
• No portion of the dwelling or any architectural features shall
project over the property line, except rooftop eaves no greater than
24-inches.
• The zero setback shall not be adjacent to a public or private right-
of-way.
Exposure protection between structures shalt be provided as
specified by the Fire Department and the Building Division. '
SECTION 3.
The Holly-Seacliff Specific Plan is hereby amended by amending Section
IH(D)(3)(h)thereof relating to Low Density Residential 3 (RL-3)Development Standards,
to read as follows:

Dwellings and accessory buildings: Nfiinimum of six(6) feet.
Side entry garages or carports: Six(6)feet.
Eaves: Eighteen(18)inches.
Fireplaces: Three and one-half(3.5)feet.
Bay windows, unroofed balconies, open stairways and other
architectural features: Four(4)feet.
3) Exception for Zero Lot Line
A zero side yard setback or a zero rear yard setback shall be
pern-litted as long as the following requirements are met:
• The lot adjacent to the zero setback side or rear yard shall
be held under the same ownership at the time of application
and the setback for the adjacent lot shall be either zero or a
minimum of six(6) feet.

feet. Also, fifteen(15) foot minimum building structure separation
for one (1) and two (2) story buildings on the same lot. Twenty.
(20) foot minimum building structure separation for three (3) story
buildings on the same lot.
Eaves: Eighteen(18)inches.
Fireplaces: Thirty(30) inches.
Bay windows, unroofed balconies, open stairways.and other
architectural features: Three (3) feet.
2) Exterior Side Yard
Dwellings, garages and accessory buildings: Minimum of ten(10)
feet.
Side entry garages or carports: Ten(10) feet.

The Holly-Seacliff Specific Plan is hereby amended by amending Section III
(D)(5)(g) thereof relating to Medium-High Residential (Rh"Development Standards, to
read as follows:

1) Interior Side Yard
Dwellings, garages and accessory buildings: Minimum of five(5)
feet. Also, fifteen(15)foot minimum building structure separation =;

SECTION 6.
This ordinance shall take effect thirty(30) days after its adoption.

AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH :
AMENDING THE HUNTINGTON BEACH ORDINANCE CODE BY
AMENDING DISTRICT MAP 3 TO REZONE VARIOUS AREAS
FROM RESIDENTIAL TO OPEN SPACE AND
OPEN SPACE TO RESIDENTIAL ALONG THE SOUTHERN EDGE
OF THE HOLLY-SEACLIFF SPECIFIC PLAN
ZONE CHANGE NO. 93-2
WHEREAS, pursuant to the Planning and Zoning Law, the California Government Code
Sections 65493 et seq., the Planning Commission of the City of Huntington Beach, after notice
duly given, held a public hearing to consider Zone Change No. 93-2 which will rezone various
areas along the southern edge of the Holly-Seacliff Specific Plan; and
On July 1994, after notice duly given, a public hearing was held before
the City Council, and the zone change having been considered, the City Council finds that Zone
Change No. 93-2 is necessary to reconcile the various zoning designations and to create a precise
zoning boundary between the existing Seacliff Golf Course and the Holly-Seacliff Specific Plan;
NOW, THEREFORE, the City Council of the City of Huntington Beach does resolve as
follows:
SECTION 1.
The real property hereinafter described, and shown on District Map 3 (Sectional District
Map 3-6-11) marked Exhibit A attached hereto and incorporated by reference, is amended to
include Zone Change No. 93-2 of the City of Huntington Beach.
SECTION 2,
The Director of Community Development is hereby directed to amend Section 9061 of the
Huntington Beach Ordinance Code, District Map 3 (Sectional District Map 3-6-11) so as to
reflect the changes contained in this ordinance, and on the map attached hereto. The Director of
Community Development is further directed to file the amended map. A copy of such map, as
amended, shall be available in the office of the City Clerk.
