HomeMy WebLinkAboutCity Council - 6615 RESOLUTION NO. 6615 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH REQUESTING THE FEDERAL GOVERNMENT BEAR ITS SHARE OF RESETTLEMENT COSTS FOR IMMIGRANTS TO EASE THE IMPACT ON THE CITY AND REQUESTING THE ESTABLISHMENT OF NEW IMMIGRATION POLICIES TO STEM THE INFLUX OF ILLEGAL IMMIGRANTS WHEREAS, immigrants contribute significantly to the economic and cultural vitality of our cities and our nation; but during their first few years in this country often need assistance in adjusting to a new language and culture and in finding employment; and Immigrants enter the country as a result of federal immigration policies but state and local governments, along with private agencies and sponsors, bear much of the cost of providing this needed assistance; and The cost of providing services such as public health, education, welfare, social services, and criminal justice to immigrants has escalated at an alarming rate, now reaching the billions of dollars, while decreasing revenue is a prevailing trend at the local level; and This cost constitutes yet one more"unfunded mandate"by the federal government on state and local governments; and Several proposals currently pending in Congress would cut off federal benefits and other forms of assistance to non-citizens, thus shifting the costs for this assistance to state and local governments, and The city calls for increased resources for the Border Patrol to enable tighter control of the nation's borders, NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Huntington Beach recognizes the significant contributions of immigrants to the City of Huntington Beach and the nation; and BE IT FURTHER RESOLVED, that the City Council of the City of Huntington Beach does hereby request an increase in federal financial assistance to assist in providing services to immigrants so that many of the problems the city has experienced due to their presence can be alleviated; and BE IT FURTHER RESOLVED,that the City Council of the City of Huntington strongly opposes any effort now or in the future that would reduce federal assistance to non- citizens; and RESOLUTION # 6615 PAGE 2 BE IT FURTHER RESOLVED, that the City Council of the City of Huntington Beach does hereby call for tighter control of the nation's borders to stem the flow of illegal immigration, while still honoring basic Duman rights; and BE IT FURTHER RESOLVED, that the City Council of the City of Huntington Beach does hereby request that procedures be established to facilitate the legal crossing of the border by those who have legitimate reasons for visiting the neighboring country, thus allowing agencies to focus on those who law enforcement must properly contain.
