A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH RECOMMENDING
VOTERS SUPPORT MEASURE T ESTABLISHING
A CHARTER FOR THE COUNTY OF ORANGE
WHEREAS, the County of Orange is the largest urban county in the Sate of California
without a charter; and
Prior to the bankruptcy, Grand Jury investigations identified deficiencies in the systems and
structure of Orange County government; and
In its report of the Board of Supervisors on August 25, 1995, the Orange County Charter
Commission recommended the development of a County Charter, stating: ". . . a county charter will
allow Orange County to become a more accountable, more responsible entity;" and
The Resolutions Committee of the League of California Cities, Orange County Division
(hereinafter"Division") found that the County operations should proceed under a revised governance
and organizational structure to establish clear lines of policy and administrative authority and made
recommendations regarding the intent and text of the proposed County Charter; and
The proposed County Charter on the March 26, 1996 ballot represents a critical and positive
first step toward restoring logic, accountability, efficiency and integrity to the County governance
structure; and
A County Charter would provide a direct and widely accessible mechanism by which
constituents can participate in their government,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Huntington Beach
here by recommends the voters of the City of Huntington Beach approve Measure T, scheduled for
the March 26, 1996 ballot.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular

1, CONNIE BROCKWAY, the duly elected, qualified City Clerk of
the City of Huntington Beach, and ex-ofl'icio Clerk of the City Council of said
City, do hereby certify that the whole number of members of the City Council of
the City of Huntington Beach is seven; that the foregoing resolution was passed
and adopted by the affirmative vote of at least a majority of all the members of said
City Council at a regular meeting thereof held on the 4th of March, 1996 by the
following vote:
AYES: Councilmembers: Harman, Leipzig, Sullivan, Dettloff, Green
NOES: Councilmembers: None
ABSENT: Councilmembers: Bauer, Garofalo
