A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH RECOMMENDING VOTERS
OPPOSE MEASURE U INCREASING THE NUMBER OF
ORANGE COUNTY SUPERVISORS TO NINE
WHEREAS, on March 26, 1996, the voters of Orange County will consider Measure U,
a ballot measure to increase the Orange County Board of Supervisors from 6 to 9 members ;
and
The role of the Orange County Board of Supervisors should be to function as a
legislative body and set policy; adopt budgets and hire and fire the Chief Financial Officer.
The responsibility for policy implementation should reside with the Chief Financial Officer; and
While, the Orange County Division of the League of California Cities has stated support
for increasing the Board members to improve accountability by reducing the size of the
constituency served by individual Board members, their recommendation to increase the
number of Supervisors is contingent upon the positions becoming part-time; and
Measure U creates additional supervisorial staff bureaucracy,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Huntington
Beach does hereby recommend to the voters of the City of Huntington Beach that they oppose
the passage Measure U.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the Fourth day of March , 1996.

I, CONNIE BROCKWAY, the duly elected, qualified City Clerk of
the City of Huntington Beach, and ex-officio Clerk of the City Council of said
City, do hereby certify that the whole number of members of the City Council of
the City of Huntington Beach is seven; that the foregoing resolution was passed
and adopted by the affirmative vote of at least a majority of all the members of said
City Council at a regular meeting thereof held on the 4th of March, 1996 by the
following vote:
AYES: Councilmembers: Harman, Sullivan, Dettloff, Green
NOES: Councilmembers: Leipzig
ABSENT: Councilmembers: Bauer, Garofalo
