HomeMy WebLinkAboutCity Council - 96-20 RESOLUTION NO. 96-20 14 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AMENDING RESOLUTION NO. 5159 ENTITLED, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH ESTABLISHING A CITY FEE SCHEDULE" AS TO SERVICES OFFERED UNDER THE COMMUNITY SERVICES DEPARTMENT (SUPPLEMENTAL FEE RESOLUTION NO. 50) WHEREAS, on October 4, 1982, the City Council adopted Resolution No. 5159 establishing a fee schedule for the city; and The City Council desires to establish new fees and change existing fees charged to the public for parking, city services, facilities and activities; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington Beach that Resolution No. 5159 is hereby amended to incorporate the changes set forth in Exhibit"A" attached hereto and by this reference made a part hereof; and BE IT FURTHER RESOLVED that the fee additions and amendments set out in this Supplemental Fee Resolution No. 96-20 shall be effective March- 18<, 1996, and continue during the fiscal year 1995/96 and thereafter; and BE IT FURTHER RESOLVED that except as amended herein, the fees contained in Resolution No. 5159, as amended, shalt remain in full force and effect. Vehicles over 25 ft. in length will not be permitted in parking facility from June 1-September 15 (exclud. buses). Buses, motor homes or vehicles over $30/per day 25 feet in length (weekend and holidays) Buses, motor homes or vehicles over $15/per day 25 feet in length (weekday) Beach parking pass $5060/per year Beach parking pass, seniors (62f) $2925/per year Yearly passes, prorated on the day after Labor Day 25 Beach Service Road Permit, $ 5/per year Vendor'Permit, Resident Meter Pass, Replacement Pass Student parking pass valid September 1 to $ 5/per year December 31 and January 1 to June 19 each calendar year for the hours 6 to 10 AM on weekdays (Saturday and Sunday excluded). NO. 94-.2_0 Validations available at participating businesses 25a Monthly passes available $10 Yearly passes available $W60 Yearly passes, seniors (62+) $2025 Yearly passes, prorated on the day after Labor Day $2-e25 PARKING IN METERED ZONES (Establishment and designation of such zones, pursuant to HBMC Chapter 10.60) (A) BUSINESS ZONES (1) The boundaries of the business zones shall be as follows: (a) Within Main Street right-of-way from Pacific Coast Highway to Palm Avenue, excluding the west side of Main Street from Acacia Street to Palm Avenue. (b) Within Walnut Avenue right-of-way from Third to Fifth Streets. (c) Within Olive Avenue right-of-way from Third to Fifth Streets. (d) On the inland side (northside) of Pacific Coast Highway right-of-way from Third to Sixth Streets. (2) Within the business zone, city parking meters shall be installed to show legal parking for a period of two (2) hours after deposit of one (1) twenty-five cent coin for a period of fifteen minutes. (3) Twenty-four-minute meters shall be placed within such zones in specific locations to be determined by the Director of Community Services. Coins shall be placed in such meters from 6 AM to 12 midnight daily, including Saturdays, Sundays and holidays. (B) RESIDENTIAL ZONES (1) The boundaries of the residential zones shall be as follows: (a) Within First Street right-of-way from Pacific Coast Highway to Atlanta Avenue. (b) Within Second Street right-of-way from Pacific Coast Highway to Orange Avenue. (c) Within Third Street right-of-way from Walnut to Orange Avenues. (d) Within Walnut Avenue right-of-way from First to Third Streets- (e) Within Olive Avenue right-of-way from First to Third Streets. (f) Within Fifth Street right-of-way from Pacific Coast Highway to Orange Avenue. (g) Within 22nd Street right-of-way from Pacific Coast Highway to Walnut Avenue. (h) Within Walnut Avenue right-of-way from Twenty-second to Golden West Streets. 12 (2) Within the residential zone, 120-minute meters and twelve-hour meters shall be installed to show legal parking for a period of one (1) hour after deposit of three (3)four-M twenty-five cent coins. (3) Sixty-minute meters, 120-minute meters, and twelve-hour meters shall be placed within this zone in specific locations to be determined by the Director of Community Services. Coins shall be placed in such meters from 6 AM through 12 midnight daily, including Saturdays, Sundays and holidays. A fee of five dollars ($5) shall be charged for annual visitor permits to park in residential metered zones (maximum two (2) permits per household). (C) RECREATIONAL ZONES (1) The boundaries of the recreational zones shall be as follows: (a) ZONE A: On the oceanside of Pacific Coast Highway right-of-way from Beach Boulevard to Golden West Street. (b) ZONE B: On the inland side (northside) of Pacific Coast Highway right-of-way from Beach Boulevard to Third Street and from Sixth to Golden West Streets. (c) ZONE C. On the oceanside of Pacific Coast Highway, the parking lots from Golden West Street to a point which is 6,100 feet northwesterly of said Golden West Street. (d) ZONE D: Within the city-owned parking lot at the southeast corner of Pacific Coast Highway and Fifth Street. (e) ZONE E: Within the boundaries of Huntington Central Park between Gothard and Golden West Streets at Huntington Central Library. {f) ZONE F: Within the parking lots of the public launching ramps on Warner Avenue. (2) Within Zones A and B twelve-hour meters shall be installed to show legal parking for a period of one (1) hour after deposit of six-(6)four 4 twenty-five cent coins. (3) Within Zone C twelve-hour meters shall be installed to show legal parking for a period of one (1) hour after deposit off)four 4 twenty-five cent coins. (4) Zone D is a thirty-minute parking lot with no parking meters. (5) Within Zone E thirty-minute meters shall be installed to show legal parking after deposit of one (1) two 2 twenty-five cent coin. (6) Within Zone F twelve-hour meters shalt be instatled to show legal parking for a period of one (1) hour after deposit of twee-(a)four 4 twenty-five cent coins. (7) Thirty-minute meters, sixty-minute meters, 120-minute meters, and twelve-hour meters shall be placed within recreational zones in other specific locations to be determined by the Director of Community Services. Coins shall be placed in such meters from 6 AM through 12 midnight daily, including Saturdays, Sundays and holidays. The Director may determine that certain recreational zone parking lots may require an earlier or later curfew for safety or other purposes. 13 Res.
