A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF HUNTINGTON BEACH URGING
THE STATE OF CALIFORNIA TO UTILIZE THE
ANTICIPATED FISCAL YEAR 95196 STATE BUDGET
SURPLUS BY RETURNING FUNDS PREVIOUSLY
TAKEN FROM CALIFORNIA CITIES
WHEREAS, the State of California received funds from the City of Huntington
Beach and other California cities to balance its budget during the recent past fiscal
years, and
The State of California now anticipates a budget surplus for fiscal year 95196,
and
The previous years' losses of City revenue to the State have resulted in
increased deferred capital expenses, maintenance and loss of essential safety
personnel at the City level, and
Such losses at the City level were the direct result of the loss of revenue
transferred to the State of California to balance the State's budget.
NOW, THEREFORE, the City of Huntington Beach hereby resolves as follows:
Section 1. That the City Council, on behalf of the citizens of the City of
Huntington Beach, hereby urge the Governor of the State of California to utilize the
State budget surplus by appropriating funds to be returned to the cities of California,
including Huntington Beach, which have lost revenue to the State budget in the past
few fiscal years.
Section 2. That the Mayor of the City of Huntington Beach is hereby
authorized to transmit this resolution to the Honorable Pete Wilson, Governor of the
State of California, and the Speaker of the Assembly, Congress and local
representatives and League of California Cities, forthwith.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at
a regular meeting thereof held on the 5th day of February , 1996.

1, CONNIE BROCKWAY, the duly elected, qualified City Clerk of
the City of Huntington Beach, and ex-officio Clerk of the City Council of said
City, do hereby certify that the whole number of members of the City Council of
the City of Huntington Beach is seven; that the foregoing resolution was passed
and adopted by the affirmative vote of at least a majority of all the members of said
City Council at a regular meeting thereof held on the Sth of February, 1996 by
the following vote:
AYES: Councilmembers: Harman, Leipzig, Bauer, Sullivan, Dettloff,
Green, Garofalo
NOES: Councilmembers: None
ABSENT: Councilmembers: None
