HomeMy WebLinkAboutCity Council - 96-81 RESOLUTION NO. 96-81 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH ADOPTING THE CITY OF HUNTINGTON BEACH EMERGENCY MANAGEMENT PLAN AND APPROVING SUBMITTAL OF THE HUNTINGTON BEACH EMERGENCY PLAN TO THE STATE OF CALIFORNIA OFFICE OF EMERGENCY SERVICES BY SEPTEMBER 30, 1996 WHEREAS,the City of Huntington Beach Emergency Management Plan meets all federal and state criteria as described in the Federal Emergency Management Agency Civil Preparedness Guide 1- 8A and Standardized Emergency Management System (SEMS) Crosswalk developed by State Office of Emergency Services (OES) from SB 1841; The City of Huntington Beach Emergency Management Plan describes how the City of Huntington Beach will manage and respond to major emergency incidents, including a system of organization consisting of City Managers; clear designations of distinct functions which must be conducted during a disaster; assignment of each distinct function to City departments; and guidelines for performance of the distinct functions by the departments. The City of Huntington Beach Emergency Management Plan describes the method of requesting mutual aid resources from the County, State and Federal Governments when needed and one of the eligibility requirements for Federal funding of Emergency Services staff positions is submittal of the City of Huntington Beach Emergency Management Plan to the State of Califomia Office of Emergency Services by September 30, 1996; The City of Huntington Beach Emergency Management Plan was written by City representatives from each department and the Fire Department Emergency Services Office. It has been reviewed and approved by all City department heads. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Huntington Beach does hereby adopts the Huntington Beach Emergency Management Plan attached as Exhibit°A"to this resolution; BE IT FURTHER RESOLVED that the City Council of the City of Huntington Beach does hereby approve submittal of the City of Huntington Beach Emergency Management Plan to the State of California Department of Emergency Services by September 30, 1996. By adopting the plan and submitting it to the State Office of Emergency Services (OES)by September 30, 1996, the City remains eligible for: 1. Financial reimbursement following a disaster, and 2. Emergency Services Office personnel costs. The City's new Emergency Management Plan is divided into two (2) parts,the Basic Plan and the Functional Annexes. This summary is intended to provide an overview of the plan content. However, complete plans are on file with the City Clerk and the Council Secretary for your review. Basic Plan The purpose of the Emergency Management Plan is to provide guidance for the City's response to extraordinary emergency situations associated with natural disasters,technological incidents and nuclear defense operations. The contents of the City Plan, as listed in the Table of Contents, Attachment A, is designed to be read,understood and exercised prior to an emergency. The potential for many different types of disasters exist within the City. In spite of extensive disaster preparedness education,the public expects local government to be able to adequately protect life and property, warn them of threatening situations, evacuate dangerous areas, coordinate temporary shelters, provide restoration of services, and mitigate the impact of future emergencies. This Plan describes how City personnel will manage an emergency and respond to the needs of residents and visitors. The Basic Plan includes a hazard analysis of the ten(10) major threats to the City which include: Flood, Earthquake, Fire or Explosion,Hazardous Chemical Spill, Tornado, Civil Disturbance, Oil Spill, Aircraft Accident, Tsunami, and War or Nuclear Accident. The Plan adopts the Standardized Emergency Management System(SEMS), SB 1841, and outlines how the City will meet all SEMS requirements. The Plan uses the Incident Command System (ICS), a disaster management system to manage disasters. The City's Emergency Operations Center(EOC) and field personnel will also use the ICS. Participating in the Orange County Operational Area(OC OA) during responses to disasters is another requirement of SEMS that the Plan meets. A series of functional forms have been developed and will be completed and forwarded to the OC OA to report City-wide damage and mutual aid requirements. Multi-agency coordination will take place both at the field level, and the Emergency Operations Center (EOC) and formal mutual aid procedures will be followed. aAzsummary.doc c-�� '(o Functional Annexes The Plan breaks out 24 functions which are listed in the Functional Responsibility Matrix, Attachment B,that must be accomplished during major emergency situations. Each of these functions has been assigned to a City department. Each department has primary and supporting responsibilities in managing a disaster. In major emergencies, the City's Emergency Operations Center(EOC) will be activated to provide centralized coordination for the management of City personnel and resources. From the EOC, the Director of Emergency Services (the City Administrator) will manage the City's response. The Director has a Policy Group consisting of key management staff which will provide recommendations on policy issues. An Action Plan will be developed on how the City will manage the emergency. Departments will work together to coordinate the effective use of City resources and coordinate mutual aid requests with their counterparts at the Orange County Operational Area. The Plan is divided into the ICS sections which include: the Management Section, Operations Section, Planning/Intelligence Section, Logistics Section, and the Finance Section. The City Administrator is responsible for the Management Section, the Fire or Police Department for the Operations Section depending on the type of emergency, Community Development Department and Economic Development Department share responsibility for Planning/Intelligence Section, Community Services Department supported by Administrative Services and Library Services for Logistics Section, and Administrative Services is responsible for the Finance Section. The City has a history of emergencies including flood, oil spill, hazardous chemical spill, tornado, minor earthquakes, and riots. The potential for a major disaster remains a constant threat. The City has prepared the Emergency Management Plan to deal with these situations and provide an effective emergency response to the community. City management personnel will be trained in the Emergency Management Plan and EOC Operations and City employees will be trained in how to respond to disasters using the Incident Command System.
