HomeMy WebLinkAboutCity Council - 97-67 RESOLUTION NO. 97-67 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH TO AMEND THE CITY CLASSIFICATION PLAN BY ADDING A NEW CLASSIFICATION ENTITLED POLICE COMMUNICATIONS MANAGER AND DELETING THE CLASSIFICATIONS OF OFFICE ASSISTANT-I (TYPING) AND OFFICE ASSISTANT-II (NON TYPING) WHEREAS, the Personnel Commission of the City of Huntington Beach having conducted a duly noticed public hearings pursuant to the provisions of Personnel Rule 12-4 and having recommended to the City Council that the classifications of Office Assistant-I (Typing) and Office Assistant-II (Non Typing) be deleted at its meeting of March 19, 1997, and having further recommended that the new classification of Police Communications Manager be added at its meeting of August 20, 1997; and The Class Specifications for the Police Communications Manager are attached as Exhibit A; NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: Section 1. The City Classification Plan is hereby amended by adding the classification reflected herein below: New Classification Police Communications Manager Section 2. The City Classification Plan is amended by deleting the classifications of Office Assistant-I (Typing) and Office Assistant-11 (Non Typing). 1 SF/s:PCD:Resolet:C1 ass-909 RL5 97-712 Section 3. All other provisions of the Classification Plan shall remain the same. ' rr HUNTINGTON BEACH TITLE: POLICE COMMUNICATIONS MANAGER DATE: August, 1997 DUTIES SUMMARY -- Manages the 24-hour operation of the Police Communications Center within the Police Department. DISTINGUISHING CHARACTERISTICS -- This is a civilian, mid-management position, reporting to the Police Services Division Commander. Has full supervisory responsibility for the actions and decisions of the 24-hour operation staffed by Communication Operators and Shift Supervisors. EXAMPLES OF ESSENTIAL DUTIE -- Plans, organizes, and manages the 24-hour daily operation of the Police Communications Center; identifies scheduling and staffing needs; directs, coordinates and reviews the work plan for the Communications Center; meets with staff to identify and resolve problems; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods and procedures; identifies and coordinates equipment, maintenance, repair and replacements for computer system and connected components; maintains an inventory of computer equipment; orders supplies; reviews and follows up dispatcher telephone evaluations; prepares memos, letters, reports; reviews operational policies for conformance; develops and ensures goals and objectives are met; reviews, recommends and monitors budgeting needs and expenditures; reviews and updates manuals and training guides; provides training, performance evaluations and disciplinary actions as needed; attends meetings and maintains liaison with other city departments, police agencies, vendors, etc.; handles reimbursement cost from the State of California; contacts the telephone company for various 911 maintenance and upgrade needs; performs other related duties as required. MINIMUII�1 QUALIFICATIONS,: Knowledge of: Effective supervisory practices and techniques; principles and practices of management and organization; principles and practices of police computerized record keeping and emergency dispatch systems; standard radio broadcasting procedures and rules; geographic features and streets of area served; principles of municipal budget preparation and controls; related Federal, State and local laws, codes and regulations; customer service techniques and principles. SCOMMGF2.DOC -1 of 2- 8/12197 10:54 AM - Cl TY OF HUNTINGTON BEACH :.... `r CLASS.SPECIE=ICATiON' ' {_ TON Fi N7] C .............. ..s:-..a..: U HG BEACH Ability to: Effectively select, train, evaluate and supervise personnel in the many functions of a highly complex computer environment; interpret and explain Police Communication Center's policies and procedures, as well as related Federal, State and local laws; research, analyze and evaluate new equipment, program techniques, methods and procedures; operate and make minor adjustments .to dispatch, teletype and other related equipment; gather and analyze data; prepare clear and concise reports; communicate effectively, both orally and in writing; establish and maintain effective working relationships with supervisory personnel, co-workers, subordinate personnel, other City departments and outside agencies; commit to providing quality customer service. Education: Bachelor's Degree in Business Administration, Public Admirtis#ration, Criminal Justice or related field. Additional experience may be substituted for education requirements.- Other; POST certification as a Police Dispatcher highly desirable. Experience: Five years experience within the communications/dispatch division of 'a law enforcement agency, including two years in .a supervisory position.
