HomeMy WebLinkAboutCity Council - 98-13 RESOLUTION NO. 9 8-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH TO AMEND THE CITY CLASSIFICATION PLAN BY ADDING A NEW CLASSIFICATION ENTITLED HOUSING AND REDEVELOPMENT MANAGER WHEREAS,the Personnel Commission of the City of Huntington Beach having conducted a duly noticed public hearing pursuant to the provisions of Personnel Rule 12-4 and having recommended to the City Council that the classification of Housing and Redevelopment Manager be added at its meeting of January 21, 1998; and The Class Specifications for the Housing and Redevelopment Manager are attached as Exhibit A; NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: Section 1. The City Classification Plan is hereby amended by adding the classification reflected herein below: New Classification Housing and Redevelopment Manager Section 2. All other provisions of the Classification Plan shall remain the same. HUNTINGTON BEACH TITLE: HOUSING AND REDEVELOPMENT MANAGER DATE: January 23, 1998 DU 1ES SUMMARY -- Under administrative direction, plans, organizes, coordinates, and administers the City's housing and redevelopment programs. DISTINGUISHING CHARACTERISTICS -- This classification is differentiated by the specialized knowledge, skill and ability required to administer community redevelopment and housing projects. Work is performed independently under the administrative direction of the Director, Economic Development and has supervisory responsibility over professonal and para-professional staff. EXAMPLES OF ESSENTIAL DUTIES -- Represent, or cause the City to be represented in preliminary and final contract negotiations with developers, reactors, financial institutions, governmental entities and other participants in proposed projects. Analyze architectural, urban design, and economic issues in project development, and evaluate real estate financing proposals and development proformas. Monitor economic conditions and analyze and assess possible impacts upon the development and housing market. Plan and coordinate meetings and other necessary interactions between participants in proposed projects including property acquisitions. Prepare requests for qualifications and requests for proposals. Conduct special studies and prepare comprehensive technical reports concerning all aspects of current and proposed projects and activities. Coordinate and monitor the work performed by consultants hired for redevelopment and housing activities. Oversee the monitoring system for all Redevelopment Agency and City contracts related to development. Ensure timely and appropriate reporting in compliance with State Redevelopment Law. Manage all elements of the City's affordable housing programs, including housing produced or assisted through the HOME program, CDBG, redevelopment housing set- aside, and other public sources. Develop effective short and long-term investment strategies. Analyze current and proposed legislation effecting the Agency. Solicit participation by developers, contractors, lenders and others in potential housing investment projects. Identify housing needs of the City, focusing on the concerns of special need groups and neighborhood issues. Establish working relationships with for- profit developers and other non-profit organizations. Administer a monitoring system for affordable housing produced by the private sector through the City's affordable housing ordinance and development entitlement process. Assist the Economic Development Director in planning, organizing, and directing the activities of the department and in preparing the public presentations. Participate in the preparation of the Department annual budget. HUNTINGTON BEACH writing and conducting employee evaluations, recommending and implementing employee development programs and appropriate personnel action. Serve as Acting Economic Development Director in the Director's absence. Perform other related duties as assigned. MINIMUM QUALOCATIONS: Knowledge of: California redevelopment laws and federal and state legislation governing community development, renewal and affordable housing; principles, practices, economics, methods and techniques associated with a California redevelopment agency; real estate management, transfer, title, financing, negotiations and laws; principles, methods and techniques of land acquisition and disposal, property management and rehabilitation, public and private financing practices, relocation assistance, and development participation incentives; federal and state programs related to redevelopment and housing including the CDBG and HOME programs; principles and practices of fiscal management and budgetary control; principles and practices of quality customer service. Ability to: Implement development strategy; define problem areas, interpret and evaluate policy, validate conclusions, define and select alternatives, and project consequences of decisions; understand, interpret and apply provisions of related federal, state and local laws and regulations; exercise independent judgment in selecting an appropriate course of action from among many alternatives; maintain work effectiveness with frequent changes in workload and priority of assignments, and under the pressure of meeting deadlines; communicate effectively, both orally and in writing; interact effectively with a variety of individuals and groups including officials, superiors, employees and members of the general public; supervise and lead a staff of professional-level employees. Education: Graduation from an accredited four year college or university with major course work in public or business administration, planning, or other closely related field. A Master's degree in a related field is desirable. Experience: Five years of professional and managerial experience in redevelopment and/or housing programs and projects, including supervisory experience.
