HomeMy WebLinkAboutCity Council - 98-18 RESOLUTION NO. 9 8—18 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH TO AMEND THE CITY CLASSIFICATION PLAN BY ADDING A NEW CLASSIFICATION ENTITLED LEADWORKER WATER METERS AND DELETING THE CLASSIFICATIONS OF LEADWORKER WATER, LEADWORKER WATER METER REPAIR, AND SERVICE REPRESENTATIVE WHEREAS,the Personnel Commission of the City of Huntington Beach having conducted a duly noticed public hearing pursuant to the provisions of Personnel Rule 12-4 and having recommended to the City Council at its meeting of February 18, 1998, that the classification of Leadworker Water Meters be added and the classifications of Leadworker Water, Leadworker Water Meter Repair and Service Representative be deleted; and The Class Specification for the Leadworker Water Meters is attached as Exhibit A; NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: Section 1. The City Classification Plan is hereby amended by adding the classification reflected herein below: New Classification Leadworker Water Meters Section 2. The City Classification Plan is amended by deleting the classifications of Leadworker Water, Leadworker Water Meter Repair and Service Representative. Section 3. DISTINGUISHING CHARACTERISTICS Under general supervision from the Crewleader-Meters, Leadworker Water Meters provides oversight to the day-to-day operations in the meters section; in either the meter read inglcustomer service or meter repair unit, and service as back-up to each others unit. Incumbents coordinate daily assignments to work crews and perform advanced journey level work where required. EXAMPLES OF ESSENTIAL DUTIES Assists in planning and scheduling of overall work projects; assigns work to crew members; trains employees in work assignments and safe work practices; conducts computer keyboard entry of data; as required, performs those duties as may be normally performed by classifications led; performs other related duties as assigned. Meter Reading/Customer Service: Supervises service of new applications for water services and the collections of water meter readings; implements procedures for follow-up on delinquent accounts; investigates customer complaints on excessive water billing and incorrect meter readings; implements procedures for discontinuance of water service; conducts field audits. Meter Repair.• Inspects, repairs and maintains water meters; replaces broken meter boxes and lids as required; may pre-assemble components for large water meter installations; investigates citizen complaints regarding the proper function of water meter; records accurate forms on meter changes or register change; coordinates materials and equipment needed for operation; The preceding duties have been provided as examples of the essential types of work performed by positions within this job classification. The City, at its discretion, may add, modify, change of rescind work assignments as needed. 9 of 2 98-18 MINIMUM QUALIFICATIONS: Knowledge of: methods, materials, tools and equipment used in meter reading and repair; City address system; applicable local, State and Federal regulations; water meter operation, billing and repairs; personnel policies and procedures; basic algebra and business math; safe working practices, procedures, and regulations; industry standards related to meter operations; quality customer service practices and techniques; on-the-job ' training methods; record keeping systems; budgetary preparation practices. Ability to: read and repair water meters; read and interpret diagrams, specifications, manuals, and maps; make field drawings; perform basic computer key board data entry: give "land follow written and oral instruction; write reports; evaluate employee performance and communicate such reports and evaluations effectively both verbally and in writing; keep accurate records and files; work according to prescribed safety and industry standards; provide on the job training; communicate effectively with work crews and public; provide quality customer service; assign work and track assignments. Education: Equivalent to graduation from high school. Experience: Four years experience in meter reading and/or meter repair.
