A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH IN SUPPORT OF FUNDING OF
THE STATE FLOOD CONTROL SUBVENTION FUNDING
FOR FISCAL YEAR 1998-99
WHEREAS, flood control is an important and vital government function in order to
protect potential loss of life and property; and
The State of California has historically supported federally funded flood control projects
by funding 70% of the local costs of such projects by the Flood Control Subvention Program;
and
The State of California has failed to adequately meet its commitment to the Subvention
Program,-
The State of California has an opportunity in Fiscal Year 1998-99 to make up the
deficiency in funding of the subvention program in the General Fund Budget and/or proposed
water bond issues; and
The residents within the floodplain of the Santa Ana River will be required to continue
the payment of FEMA mandated flood control insurance if the Santa Ana River Maintstem
Project is not completed; and
Without the State Subvention Program, millions of residents within the floodplain of the
Santa Ana River will remain subject to the perils of a devastating flood that could result in
thousand of lost lives and $15 billion of property damage; and
Without the State Subvention Program, it will not be possible to complete the ongoing
construction of the Santa Ana River Mainstem Project in a timely manner as now planned; and
A major flood in Orange County would not only affect the population with the floodplain,
but would also have major statewide and federal impacts because of the disruption of
transportation facilities and business activity; and
Many counties throughout the state are similarly affected by the lack of funding of the
Subvention Program;
NOW, THEREFORE BE IT RESOLVED THAT the City Council of the City of
Huntington Beach urges that the State of California fund at least $175 million for the Flood
Control Subvention Program in the 1998-99 General Budget.

BE IT FURTHER RESOLVED that if a bond measure that includes flood control
subvention funds is approved by the voters in November, 1998, then a like amount be
reimbursed to the General Fund if deemed appropriate by the state.

I, CONNIE BROCKWAY, the duly elected, qualified City Clerk of
the City of Huntington Beach, and ex-officio Clerk of the City Council of said City,
do hereby certify that the whole number of members of the City Council of the City
of Huntington Beach is seven; that the foregoing resolution was passed and adopted
by the affirmative vote of at least a majority of all the members of said City Council
at a regular meeting thereof held on the 5th day of April, 1998 by the following
vote:
