HomeMy WebLinkAboutCity Council - 98-75 RESOLUTION NO. 98-75 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH TO AMEND THE CITY CLASSIFICATION PLAN BY ADDING NEW CLASSIFICATIONS ENTITLED TRANSPORTATION MANAGER AND TREASURY/CASH MANAGER AND DELETING THE CLASSIFICATION OF TRAFFIC ENGINEER WHEREAS,the Personnel Commission of the City of Huntington Beach having conducted a duly noticed public hearing pursuant to the provisions of Personnel Rule 12- 4 and having recommended to the City Council at its meeting of September 16, 1998, that the classifications of Transportation Manager and Treasury/Cash Manager be added and the classification of Traffic Engineer be deleted; and The Class Specifications for Transportation Manager and Treasury/Cash Manager are attached as Exhibit"A." NOW, THEREFORE,the City Council of the City of Huntington Beach does hereby resolve as follows: SECTION 1. The City Classification Plan is hereby amended by adding the classifications reflected herein below: New Classifications Transportation Manager and Treasury/Cash Manager 1 reso/1998/Newdas2-9/22/98 Resolution 98-75 SECTION 2. The City Classification Plan is amended by deleting the classification of Traffic Engineer. SECTION 3. All other provisions of the Classification Plan shall remain the same. DISTINGUISHING CHARACTERISTICS -- This is a division head level position working under the administrative direction of the Director of Public Works. This position directly supervises engineering professionals, supervisors, and office and field technical staff. EXAMPLES OF ESSENTIAL DUTIES β€” Plans, organizes, and directs the traffic engineering and transportation planning activities related to the City's public works g g p p 9 Y engineering and land development projects; provides advance transportation planning for the City's orderly development; performs and oversees highly responsible and complex technical staff functions for these activities. Plans, directs and organizes the work of traffic and transportation engineering staff and consultants in accomplishing relevant projects in the Public Works Department's Capital Improvement Program. Develops and carries out programs in transportation demand management (TDM) and congestion management (CMP), including conduct of community and other meetings to successfully implement such programs; anticipates and responds to citizen complaints and conducts community meetings as necessary to resolve such complaints. Interacts closely with other agencies impacting the City's transportation functions, as well department staff and other City departments which deal with traffic and transportation matters; analyzes developers' traffic impact analyses and the traffic and transportation sections of proposed development environmental impact reports for adequacy and consistency with City policies. Supervises, trains, evaluates performance, and disciplines subordinate staff as necessary. Participates in the preparation of relevant portions of the departmental budget; makes recommendations on staffing, equipment and capital projects; monitors expenditures to maintain budgetary control and accurately forecasts the Transportation Division's revenues and expenditures. Develops, plans and implements action on adopted policies contained in such documents as the City's Circulation Element, Air Quality Element, and the Orange County Congestion Management Plan. Ensures accurate and continuous traffic-related record keeping, including traffic signal warrants and priorities, traffic counting programs, traffic signal timing charts, traffic accident records and statistics and speed zoning. Attends all meetings, study sessions, and workshops of the City Planning Commission, City Council and Public Works Commission and relevant department meetings, unless otherwise excused; presents written and oral testimony, responds to questions, and makes recommendations. Monitors State and Federal legislation related to traffic and transportation issues and applies for grants where available; may attend Technical Advisory Committee meeting of the OCTA and lead or assist the Engineering Division in applications for Measure M projects. Researches and provides comprehensive and concise written reports on highly complex transportation and traffic engineering matters; presents report results to both technical and non-technical audiences. Researches and specifies proper equipment to effectively and efficiently carry out and maintain the City's traffic signs, signals, street lighting and street painting programs. MINIMUM QUALIFICATIONS: Knowledge of: Transportation planning and modeling; traffic engineering principles, methods and practices as they apply to the planning of municipal transportation systems and ancillary facilities; principles of personnel management and supervision; traffic safety issues and liability reduction; California Vehicle Code, State Traffic Manual and Federal Manual on Uniform Traffic Control Devices; laws and regulations governing the design and construction of traffic and transportation improvement; contract and consultant coordination; municipal government and issues of concern for those involved; grants and grant application; municipal finance and budgeting; public works contract design specifications and contract administration; blueprint and plan reading and interpretation; computer operations including spreadsheet preparation; practices in maintenance of traffic signals, street lighting and related equipment; methods used in street painting, sign installation, and maintenance; effective oral and written communication practices; and principles and practices of quality customer service. Ability to: Plan, coordinate, and supervise program activities and personnel performing a variety of functions; communicate effective) both oral) and in pert mg e y y, y writing, with elected officials, the public, contractors, developers and staff; compose detailed reports and recommendations, correspondence and specifications; interact effectively with a variety of individuals and groups including elected officials, employees and members of the general public; effectively supervise and lead staff members; deliver quality customer service. Education: Equivalent to a bachelor's degree with major coursework in civil engineering, traffic engineering, transportation planning, urban and regional planning, or a related field. Experience: Six years of related professional level experience, including supervision of professional and sub-professional staff. Resolution 98-75 TITLE: TREASURY/CASH MANAGER DATE: September, 1998 DUTIES SUMMARY β€”The fundamental reason this classification exists is to administer and report on the City's cash management programs, and to plan, organize and supervise the efficient collection, custody, investment, and disbursement of cash including the review of cash controls. DISTINGUISHING CHARACTERISTICS -- This position works under the administrative direction of the City Treasurer with responsibility for supervision of subordinate staff involved in handling cash. It has responsibility in designing and implementing funds management systems and managing the cash flow of funds for maximum investment advantage for the City Treasurer's department. Acts for the City Treasurer in his/her absence. EXAMPLES OF ESSENTIAL DUTIES β€” Develop short, medium and long term cash flow estimates; manage short-term sources of funding, including maximizing cash available for investing through the analysis of daily cash flows and identification of the daily cash position; formulate and implement cash management policies, procedures and strategies; manage other cash of the City as required. Oversee staff involved in the collection and deposit of all city funds and ensure that the office maintains dual control of all funds flowing through the Treasurer's office to the designated depositories; provide procedures for complete and timely deposit of funds from all departments and ensures that internal controls are in place to assure that internal controls are in place to assure operational integrity. Updates all investments in the computerized treasury program and prepares and analyzes monthly and other reports as required to assure compliance with local, state, and federal rules and regulations for municipal treasurer functions; assists the City Treasurer in the administration of the City's investment program. Maintains permanent files and records of all city generated trust deposits, and ensures their prompt release based on proper authorization. Administers the daily management of the City's banking relationships, including the analysis and evaluation of banking solutions to automate and streamline banking services and to evaluate existing services and costs. Assists in maintaining communications between the City Treasurer, accounting and banks; answer questions for departments on bank services utilized such as account reconcilement, stop payments, positive pay, wire transfers, check fraud, ACH, etc. Trains, supervises, and evaluates subordinate staff performance and other administrative duties. Resolution 98-75 MINIMUM QUALIFICATIONS: Knowledge of: State and local statutes pertaining to investment and management of public funds; accounting principles and practices to properly and effectively collect, deposit, invest and manage large sums of public funds; principles of personnel management and supervision; effective oral and written communication practices; computer operations including spreadsheet software; and principles and practices of quality customer service. Ability to: Supervise the work of subordinate staff; independently deal with large sums of money in a trustworthy manner; analyze and project cash flow needs; prepare accurate information such as investment reports, presentations and cash flow projections; make oral presentations to the City Council or Investment Board as required; communicate and interact effectively with a variety of individuals including elected officials, employees and members of the general public; effectively supervise and lead staff members; and deliver quality customer service. Education: Equivalent to a bachelor's degree in accounting or finance or a related field. Experience: Three years of experience performing cash management activities, preferably including supervisory experience.
