HomeMy WebLinkAboutCity Council - 98-91 RESOLUTION NO. 98-91 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH TO AMEND THE CITY CLASSIFICATION PLAN BY ADDING FOUR NEW CLASSIFICATIONS ENTITLED COMMUNITY SERVICES ANALYST, COMMUNITY SERVICES SPECIALIST, LITERACY PROJECT SPECIALIST, NETWORK SUPPORT TECHNICIAN, AND REAL PROPERTY AGENT AND REVISING THE CLASSIFICATION ENTITLED COMMUNICATIONS TECHNICIAN, AND DELETING FIVE CLASSIFICATIONS ENTITLED COMMUNICATIONS TECHNICIAN ASSISTANT, EDUCATION SPECIALIST, LITERACY PROJECT COORDINATOR, WORD PROCESSING COORDINATOR, WORD PROCESSING SYSTEMS ASSISTANT, REAL ESTATE AGENT, AND REAL ESTATE SERVICES DIRECTOR WHEREAS, the Personnel Commission of the City of Huntington Beach conducted a duly noticed public hearing at its meeting of September 16, 1998 pursuant to the provisions of Personnel Rule 12-4, and at the conclusion of that public hearing, recommended to the City Council that the classifications of Community Services Analyst, Community Services Specialist, Literacy Project Specialist, and Network Support Technician be added, the classifications of Communications Technician Assistant, Education Specialist, Literacy Project Coordinator, Word Processing Coordinator, and Word Processing Systems Assistant be deleted and the classification of Communications Technician be revised; and The Personnel Commission conducted a duly noticed public hearing at its meeting of November 18, 1998 pursuant to the provisions of Personnel Rule 12-4, and at the conclusion of that public hearing, recommended to the City Council, that the classification of Real Property Agent be added and the classifications of Real Estate Agent and Real Estate Services Director be deleted upon the appointment of a person to the new position of Real Property Agent; and The Class Specifications for Community Services Analyst, Community Services Specialist, Literacy Project Specialist,Network Support Technician, and Real Property Agent are attached as Exhibit A; and The revised Class Specification for Communications Technician is attached as Exhibit B; NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: Section 1. Section 3. The City Classification Plan is amended by deleting the classifications of Real Estate Agent, and Real Estate Services Director upon the appointment of a person to the new position of Real Property Agent. Section 4. The City Classification Plan is amended by revising the classification of Communications Technician, Section 5. All other provisions of the Classification Plan shall remain the same. CLASS CHARACTERISTICS Positions in this class perform professional-level community services work that requires specialized training and involves difficuttprograms that require the regular exercise of independent judgment in areas that have significant consequence of error. For example, responsibility for the Police Department Crime Prevention Through Environmental Design (CPTED) program that involves a professional-level city planning function, requires sped alized training, and involves interdepartmental communication and coordination. Positions at this level may coordinate complex volunteer programs,conduct community education programs,and perform other professional- level staff functions. This class is distinguished from the Community Services Specialist class by the size and difficulty level of the assigned functions/programs,the requirement for specialized and.professional-level training, the independence of action,and the consequence of error in decision-making. CLASS CHARACTERISTICS The Literacy Project Specialist is a journey-level professional position. Incumbents report to library management and provide supervision to volunteer tutors and support staff. EXAMPLES OF ESSENTIAL DUTIES The tasks listed in this section are representative of duties assigned to positions in this class. Recruit volunteer tutors to assist students in developing basic literacy skills; administer and coordinate the training of tutors and students, including the screening, testing and matching of students with trained tutors; publicize, design, plan and teach training courses for volunteers; schedule tutors and students to use computer lab; review and evaluate effective teaching methods and materials for instruction;instruct students on computer usage. CLASS CHARACTERISTICS Positions in this class perform journey-level technical(primary and secondary)field and telephone support and customer service and training for users of a computer network. Incumbents perform a wide variety of special staff assignments that require initiative and research skills. In addition,incumbents perform rodne administrative support functions for the department. Res. 98-91 CITY OF HUNTINGTON BEACH CLASS SPECIFICATION HUNTINGTON BEACH TITLE: Real Property Agent DATE: November, 1998 DUTIES SUMMARY -- Under direction, administers the real property acquisition and disposal, relocation and land lease activities of the City, and performs the more complex and difficult work in the valuation of real estate and the negotiation for the acquisition, disposition and development of property for all City purposes. DISTINGUISHING CHARACTERISTICS -- This is an advanced journey level class, which requires that an incumbent be able to function independently in a variety of specializations in this area, while exercising seasoned judgment, discretion and initiative in the application of specialized technical knowledge and skill in negotiation for the acquisition, disposition and development of properties for all City purposes. CLASS CHARACTERISTICS Three distinct areas of responsibility have been defined for Communications Technicians in the City of Huntington Beach: Radio/Telecommunications Support, Telephone/Telecommunications Support and Security and Access Control Support. Each area requires specialized training and certification and will warrant a separate eligible list. The Communications Technician is a journey-level classification and incumbents perform skilled work on electronic equipment, security/access systems, and telecommunications systems. EXAMPLES OF ESSENTIAL DUTIES The tasks listed in this section are representative of duties assigned to positions in this class.
