HomeMy WebLinkAboutCity Council - 99-50 RESOLUTION NO. 9 9-5 0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH ESTABLISHING FORMULAS FOR THE ANNUAL ADJUSTMENT OF THE CITY'S WATER RATES WHEREAS, the City of Huntington Beach has established its water rates; and The City Council now desires to establish, at a minimum, the following annual adjustments to the City's water rates. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington Beach that the City's water rates be recalculated as follows: 1. The Orange County Water District Adjusts the Replenishment Assessment or the Metropolitan Water District of Southern California Adjusts the Cost of Purchased Water The City's water usage rate will be adjusted based on the following formulas when one of the following occurs: (i) an adjustment in Orange County Water District ("OCWD")replenishment assessment ("RA") or(ii) an adjustment in the cost of Metropolitan Water District of Southern California("MWD")water purchased through the Municipal Water District of Orange County("MWDOC"). (i) When the OCWD makes an adjustment in the RA, the City's water usage rate will be adjusted based on the following formula: Formula to calculate adjustment in the City's water usage rate= additional cost per acre foot x basin pumping percentage/ conversion factor= adjustment per billing unit Example: • OCWD raises the RA by$10.00/acre foot ("at"} + current basin pumping percentage ("BPP") = 75%(or 0.75) conversion factor=435.6 billing units/af Adjustment in Water Usage Rate =$10.00 per of x 0.75 /435.6 billing units per of =$0.0172/billing unit 1 jmf/99reso1uWVatrat3/07/08/99 9 -Se- (ii) When the MWD makes an adjustment in the cost of water purchased through the MWDOC, the City's water usage rate will be adjusted based on the following formula: Formula to calculate adjustment in the City's water usage rate= additional cost per acre foot x MWD percentage/ conversion factor= adjustment per billing unit Example: • MWD increases the cost of an acre foot of water by $50.00 • current BPP = 75% (or 0.75) • MWD percentage= 1.00 - BPP = 1.00—0.75 = 0.25 • conversion factor=435.6 billing units/af Adjustment in Water Usage Rate=$50.00 per of x 0.25 /435.6 billing units per of _ $0.0287 per billing unit 2. The OCWD Changes the BPP The City's water usage rate will be adjusted based on the following formula when the OCWD mattes an adjustment in the allowable BPP: Formula to calculate adjustment in the City's water usage rate= (new cost per acre foot- existing cost per acre foot)/ conversion factor= adjustment per billing unit Where the following apply: Existing cost/af= (existing BPP x RA)+(MWD percentage x MWD rate) New cost/af= same formula as above with new BPP and MWD percentage Example: • OCWD adjusts the BPP from the current 75%to 70% • current RA = $94.00/af • current MWD rate=$460.00/af • MWD percentage= 1.00—BPP • conversion factor=435.6 billing units/af 2 jmf/99resolutlWatrat3/07/08/99 �g�a Adjustment in City's water usage rate=(new cost/af- existing cost/af)/conversion factor Existing cost/af = (0.75 x $94.00 per af)+ (0.25 x $460.00 per af) = $70.50 per of+$115.00 per of = $185.50 per of New cost/af = (0.70 x $94.00 per af) + (0.30 x $460.00 per af) = $65.80 per of+ $138.00 per of = $203.80 per of New cost/af- existing cost/af=$203.80 per of- $185.50 per of= $18.30 per of Increase in City's Water Usage Rate=$18.30 per of/435.6 billing units per of = $0.042 per billing unit 3. Adjustment in Consumer Price Index for All Urban Consumers in Los Angeles, Orange and Riverside Counties The City will adjust the basic monthly meter charge for each meter size to reflect the annual percentage adjustment in the Consumer Price Index for All Urban Consumers ("CP1U") in Los Angeles, Orange and Riverside Counties established by the U.S. Bureau of Labor Statistics and available as of July 1 each year. 4. Implementation of Rate Adjustments Adjustments based on these criteria will be determined on July 1 of each year. The adjustments will be implemented effective the following October 1, which is the beginning of the City's fiscal year.
