A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH TO SUPPORT THE
SANTA ANA WATERSHED PROJECT AUTHORITY (SAWPA)
WHEREAS, the County of Orange has an adopted General Plan which includes a
Resources-Element Water Component identifying water sources and uses in the County; and
The Board of Supervisors has formed the Orange County Water Task Force to advise
the Board on water matters affecting the County; and
California has, at times, experienced severe droughts that impact the financial and
environmental character of urban and rural communities alike; and
Recycled water is water which is a result of treatment of wastewater and which is
suitable for an indirect beneficial use or a controlled use that would not otherwise occur; and
The future need for adequate, reliable and high-quality water supplies for Southern
California can only be met by using every available source of water, including recycled water
and flood and storm waters; and
A safe, clean and reliable water supply is critical to California's and Orange County's
economic and environmental prospects; and
California's dependence on imported water supplies threatens both the economy and
the environment, especially during times of drought; California should pursue new and
innovative methods to become more water self-sufficient by increasing water storage and
using that water during times of drought; and
The Santa Ana Watershed Project Authority (SAWPA) has proposed a program (the
"SAWPA Program") for underground water storage and environmental restoration in
Southern California (home to nearly 25% of the state's population); the program will increase
the water supply so the region will be more self-sufficient during droughts, improve the
quality and safety of the water supply, restore habitat for native species, provide for flood
control, and create new wetlands and open space in the region; and
The Orange County Sanitation District (OCSD) and. Orange County Water District
(OCWD) are planning a major water recycling project (the Groundwater Replenishment
System) to percolate highly purified, recycled water into the groundwater basin along the
Santa Ana River as a supplemental source of water to reduce demands on imported water
supplies; and

The Groundwater Replenishment System project and other groundwater projects will
benefit from the SAWPA Program as a result of the improved water quality in the Santa Ana
River; and
Recycled water is of regional benefit in that it is a dependable supply, not significantly
subject to drought or seasonal variations; and
The Orange County Water Task Force resolved at its meeting of June 18, 1998, to
support coordination and cooperation in joint efforts to implement the Groundwater
Replenishment System project by the County of Orange, the Orange County Flood Control
District, the Orange County Sanitation District, and the Orange County Water District.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Huntington Beach supports the SAWPA Program and, in the event that the Legislature and the
Governor place a water bond on the March 2000 ballot, it should provide support and funding
for the SAWPA plan.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the 16th _day of_ August 1999.

the City of Huntington Beach, and ex-officio Clerk of the City Council of said City,
do hereby certify that the whole number of members of the City Council of the City
of Huntington Beach is seven; that the foregoing resolution was passed and adopted
by the affirmative vote of at least a majority of all the members of said City Council
at a regular meeting thereof held on the 16th day of August, 1999 by the following
vote:
