A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH TO AMEND
THE CITY CLASSIFICATION PLAN BY
ADDING NEW CLASSIFICATIONS ENTITLED
NEIGHBORHOOD PRESERVATION PROGRAM MANAGER AND PERMIT
TECHNICIAN H AND REVISING THE CLASSIFIAATION OF PERMIT
SUPERVISOR AND RETITLING THE CLASSIFICATION OF PERMIT
TECHNICIAN TO PERMIT TECHNICIAN I
WHEREAS, the Personnel Commission of the City of Huntington Beach, having
conducted a duly noticed public hearing on November 8, 2000, pursuant to the provisions
of Personnel Rule 12-4, and having recommended to the City Council that the
classifications of Neighborhood Preservation Program Manager and Permit Technician IT
be added to the Classification Plan; and further recommended revising the classification
of Permit Supervisor and retitling the classification of Permit Technician to Permit
Technician I; and
Such Class Specifications, revisions and new titles are attached as Exhibit "A."
NOW, THEREFORE, the City Council of the City of Huntington Beach does
hereby resolve as follows:
SECTION 1. The City Classification Plan is hereby amended by adding,
revising, and retitling the classifications reflected herein below:
New Classifications

TITLE: NEIGHBORHOOD PRESERVATION PROGRAM MANAGER
DATE: NOVEMBER 2000
DUTIES SUMMARY — Under general direction of the Director of Planning, the Neighborhood
Preservation Program Manager plans, organizes, coordinates and administers the City's
Nelghnrhood Preservation Program; works closely with the City Council, City Administrator,
community task forces, and department heads to develop, implement and manage goals,
objectives, strategic plans, policies and procedures for allocation of resources for a
comprehensive neighborhood preservation program; and performs related work as required.
DISTINGUISHING CHARACTERISTICS — This classification is a division head in .the
Planning Department and is distinguished from the classification of Principal Planner by its
responsibilities for applying specialized knowledge, skills and abilities in administering,
monitoring and evaluating plans and programs for neighborhood preservation activities. The
incumbent is responsible for the supervision of professional and technical staff; prepares and
monitors the division budget; and serves as a specialized liaison between community groups,
City departments and elected officials in order to effectively implement neighborhood
preservation projects.
EXAMPLES OF ESSENTIAL DUTIES — Manages, directs and organizes neighborhood
preservation programs; establishes program objectives, priorities and timelines for project
completion; conducts financial feasibility studies; prepares division budget and staff allocations;
coordinates, monitors and evaluates activities of multidisciplinary teams responsible for
redevelopment and land use planning, code enforcement, housing, dangerous building
activities, nuisance abatement, traffic investigation, youth services, community mobilization and
other activities, negotiates with developers, investors and public agencies to implement
programs for services, neighborhood preservation activities and capital improvement projects;
markets and promotes community involvement and volunteer participation to improve and
enhance single-family and mufti-family neighborhoods within the community; interacts with
members of the media; serves as liaison to special task force committees; establishes effective
working relationships with civic organizations, private business firms, public agencies and
residents to promote and facilitate planning and execution of strategic plans for identified
sections within the community; administers grants and prepares, negotiates and monitors
contracts; conducts studies and prepares comprehensive detailed written reports, attends
meetings; makes oral presentations before the City Council, business and community groups;
supervises assigned professional and technical staff; assigns work activities, projects and
projects; monitors work flow; reviews and evaluate work products, methods and procedures;
prepares personnel evaluations; performs related duties and responsibilities as required.

MINIMUM QUALIFICATIONS:
Knowledge of: Professional standards, principles and practices of urban planning and
development; commercial, industrial and residential real estate economicsftnvestment
finance and development; community relations; conflict resolution; contract
administration; program management techniques including the planning and
coordinating of work activities; principles and practices of supervision including
performance evaluation; municipal budgeting; research methods as applied to the
collection and analysis of data pertinent to neighborhood preservation; descriptive
statistics; applicable building, housing, land use and code enforcement laws; project
management and cost control; safety issues and liability reduction; computer
applications in local government operations; English usage, grammar, punctuation, and
spelling.
Ability to: Develop goals and objectives for individual sections as identified in City
Neighborhood Preservation Program areas; compile and implement strategic plans and
timelines; conduct financial feasibility analyses; coordinate multi-disciplinary teams in
achievement of Neighborhood Preservation Program goals; plan and effectively direct
program and project activities; prepare, negotiate and monitor contracts; administer
grants; prepare and monitor division budget; supervise as staff; communicate
effectively both orally and in writing, establish and maintain effective working
relationships with those contacted in the course of work; analyze problems and seek

Education: Equivalent to a Bachelor's degree from an accredited college or university with
major coursework in urban studies, architecture, planning, economics, public administration,
business administration cr a related field.
Experience: Six years of progressively responsible experience performing professional
planning work, including four years supervisory or lead experience.
Certificates/Licenses: Must possess and maintain a valid Caf'rfornia driver's license.

DUTIES SUMMARY -- The fundamental reason this classification exists is to receive, review
and process plans; capture, record and maintain the information necessary to issue and receive
payment for building/construction permits.
DISTINGUISIUNG CHARACTERISTICS -- Incumbents in this entry-level position work
under close supervision where work is reviewed for accuracy, completeness, and good public
relations. Incumbents learn to perform specialized clerical tasks related to building permit
issuance, codes, administrative regulations, departmental policies and other departmental
fluactions. This entry-level classification is distinguished from the Permit Technician It in that the
latter requires less supervision, processes more complicated projects than the Permit Technician I,
possesses ICBO Certification, and has a minimum of two years of construction permit issuance
experience.
EXAMPLES OF ESSENTIAL DUTIES — An employee in this class provides initial
information and assistance to clients regarding construction development, administrative code
requirements, etc. and reviews submissions/blueprints/plans for completeness, compliance with
basic code requirements, etc.; computes and receives fees and either issues appropriate permits
and/or prepares correspondence indicating the results of such reviews; distributes and reviews
applications for pen-nits according to departmental procedures and legal requirements; receives and
reviews plans for completeness; approves and issues basic permits as assigned; reconciles daily fee
collections; eaters, stores and retrieves data on a computer; compiles descriptive statistical reports
regarding departmental activity for outside agencies; generates and maintains accurate record
keeping systems; receives calls and answers questions regarding the general permit process and
permit activity; provides quality customer service through furnishing accurate, up-to-date
information in a timely manner; listens and responds positively to citizen complaints; deals with
difficult people in a constructive manner; coordinates work activities with staff across divisions,
departments and agencies;performs other related duties as required

Technician II level, upon attainment of ICBO Certification as a Permit Technician and two years

DUTIES SUMMARY— The fundamental reason this classification exists is to ensure the lawful
and customer friendly issuance of building permits and manage the support for the building
inspection and plan check divisions.
DMMGUISBING CHARACTERISTICS — The Permit Supervisor manages the office staff
for building permit issuance and manages the support for the building inspection and plan check
divisions. Incumbents work under the general supervision of division management, supervise
employees, perform minor plan checks as assigned, and performs office manager duties for the
department.
EXAMPLES OF ESSENTIAL DUTIES— An employee in this class assigns and supervises the
work performed by building permit support stait develops and maintains all building reporting
systems to meet outside agency requirements; oversees the maintenance and process of
construction records; researches, collects and analyzes data; provides quality customer service
through various means such as serving as an ombudsman for issues arising in building permits and
building inspection; coordinates plan check activities to improve the permitting process; analyzes
and recommends system improvements; continuously updates knowledge of relevant legislation
regarding permit processing; represents the department in meetings; enters, stores and retrieves
data on a computer; trains and evaluates staff; deals with difficult people in a constructive manner,
performs plan checks for minor construction projects when necessary; performs other related
duties as required.
