HomeMy WebLinkAboutCity Council - 2000-21 RESOLUTION NO. 2000-21 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH ADOPTING POSITION OF SUPPORT PROPOSITION 13 ON MARCH 2O00 BALLOT, (ASSEMBLY BILL 1584) SAFE DRINKING WATER, CLEAN WATER, WATERSHED PROTECTION AND FLOOD PROTECTION ACT. WHEREAS, Proposition 13 (AB 1584)provides over one million acre-feet of urgently needed new water to help drought-proof California, almost half of which will be in Southern California; and Proposition 13 designates in key areas of the Bond that 60% of the funding will go to Southern California, a historical first in recent times; and Proposition 13 provides$235 million for the Southern California Integrated Watershed Program developed by the Santa Ana Watershed Project Authority(SAWPA) that provides $35 million for Orange County Water District's (OCWD) Groundwater Replenishment System and funds for additional wetlands to further purify flows of the Santa Ana River; and Proposition 13 provides $5 million for Newport Bay Wetlands project, funds for the Santa Ana River restoration and improvement projects, such as arundo removal and projects to create storage and recovery of groundwater in Chino basin, upstream of Orange County; and Proposition 13 makes approximately$134 million in additional funding available for Orange County agencies to compete for in loans and grants for watershed protection and non- point source pollution control projects and other programs, including$5 million for Huntington Beach; and Proposition 13 makes Orange County water agencies eligible for$66 million in grants and loans for water recycling programs; and $250 million in Bay/Delta projects in Proposition 13 should result in an additional 125,000 acre-feet of dry yield from the Delta; new fish screens designed to prevent future pump shutdowns; and other improvements to improve water quality and help stabilize water supplies in the Bay-Delta, a vital but fragile estuary and source of drinking water for 22 million Californians; Proposition 13 will improve California's environmental vitality and economic prosperity; better protect our communities from the devastation of both flood and droughts; and validate the people of California's expressed support for increased investments in the State's water infrastructure, 1 adWOreso/prop 13-2/11/00/k JRgS „boob -'X � NOW, THEREFORE, the City Council of the City of Huntington Beach hereby resolves as follows: l. That the City of Huntington Beach hereby expresses its support for Proposition 13 and a yes vote thereon in the March 2000 election; 2. That the City of Huntington Beach further encourages all voters to study the material presented in the ballot materials and to vote yes on Proposition 13.
