A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH ESTABLISHING A $25,000 REWARD FOR
INFORMATION LEADING TO THE ARREST AND CONVICTION
OF THE PERSON OR PERSONS RESPONSIBLE FOR THE
MURDER OF BRIDGETTE BALLAS.
WHEREAS, section 53069.5 of the California Government Code gives cities the
authority to post rewards to assist in the apprehension of criminals; and
A female, Bridgette Ballas, was murdered in the early morning hours of November 27,
1999, and the City Council desires to aide investigating police officers in obtaining information
leading to the arrest and conviction of the person(s) responsible for the murder; and
The posting of a $25,000 reward for information that leads to the arrest and conviction of
person(s)responsible for the murder will enhance the probability that investigating officers will
be able to solicit the information necessary to lead to an arrest and conviction,
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:
1. A single reward in the aggregate amount of$25,000 will be rewarded to all
person(s) responsible for providing information leading to the arrest and conviction of the
person(s) responsible for the murder of Bridgette Ballas on November 27, 1999. This reward is
not available to those who are criminally or civilly held responsible for the murder.
2. The offer of reward expires, unless otherwise renewed by option of the City
Council at midnight(12:00 a.m.)November 15, 2000.
3. The reward will be issued by the Huntington Beach Police Department. The
Police Chief has the discretion in consultation with the City Attorney to determine entitlement to
the reward money and its rightful division, if any.
4. Upon arrest of person(s) suspected in the murder of Bridgette Ballas, the reward
money will be placed in a segregated account in the City, naming those providing information as
beneficiaries,pending conviction of the suspect.

5. A separate reward offer of$5,000 has been made available by the Carole
Sund/Carrington Memorial Reward Foundation. This reward offer will be administered by terms
and conditions set by the Sund/Carrington Foundation and is gratefully acknowledged by the
City Council.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the 15th day of May , 2000.

I, CONNIE BROCKWAY, the duly elected, qualified City Clerk of
the City of Huntington Beach, and ex-officio Clerk of the City Council of said
City, do hereby certify that the whole number of members of the City Council
of the City of Huntington Beach is seven; that the foregoing resolution was
passed and adopted by the affirmative vote of at least a majority of all the
members of said City Council at a regular meeting thereof held on the 15th
day of May, 2000 by the following vote:
