A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH ESTABLISHING
THE CHILDREN'S NEEDS TASK FORCE
WHEREAS, the City of Huntington Beach desires to provide an environment where
children can grow and become healthy, mature adults who are an integral part of the community;
and
The City desires to identify the needs of the children in the community, and to develop
goals and objectives to meet those needs,
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:
i. That pursuant to Huntington Beach Municipal Code Chapter 2.100, there is
hereby established a committee of the City Council entitled "The Children's Needs Task Force,"
which committee shall hereinafter be referred to as "the CNTF"
2. That on October 18, 1999, the City Council approved the Mission Statement and
Goals of the CNTF, a copy of which is attached hereto as Exhibit"A" and incorporated by this
reference as though fully set forth herein.
3. That the CNTF shall:
a. consist of thirteen (13) members;
b. meet at least monthly, on the fourth Thursday of each month or at other
such times as established by the CNTF, and shall act as an advisory committee to the City
Council on matters related to the needs of children in the City of Huntington Beach;

C. elect its own officers, consisting of a chairperson, vice-chairperson, and
secretary; and shall establish its own rules and regulations that shall not be inconsistent
with the laws of the State of California or the Charter or Ordinances of the City of
Huntington Beach.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the 7th day of August , 2000.

MISSION STATEMENT
,R. The future of our city depends on how we view our children. We must provide an 4
•. environment where children can grow up and become healthy, mature adults who feel
themselves to be a part of the community. We must be effective in identifying the needs
of our children, and to develop an approach, including goals and objectives, with which ;,
to meet these needs. This will mean working with the schools, outside agencies, the

police, and the children and young people of our community_ The Task Force should

GOALS
1. Help Everyone Feel Safe and Secure
`a To help children and families develop fully; the community must provide safe and Q.
. secure neighborhoods homes, and schools in which they can flourish. This is
more than a charge to law enforcement; it is a call to every resident of Huntington
Beach. Building strong neighborhood connections can help people form the
kinds of relationships that stabilize and strengthen family life and increase
respect for others and their property.
2. Support Families

Q, An economically viable, safe and secure family is the best place to satisfy the Q:
primary needs of children and adolescents. Families are those who. nurture and
care for children and youn
g g people. A healthy community must support, value,
and involve diverse families. Families need support from their community, their !
employers, their schools, and their neighborhoods. Strengthening connections
and relationships among neighbors and institutions is particularly effective in
reducing the isolation often felt by new parents or newly-arrived families. IT is
also an effective strategy in reducing crime and improving the lives of children.
3. Be Sure Everyone Has Physical and Mental Health Care
`i`. All Huntington Beach children and families should have access to a coordinated
system of resources to develop and maintain physical and mental health.

4. Be Sure Young People have something Constructive to do when they are not
in School

Young people need places where they can be safe from violence and from fear a
of rejection. They require constructive activities, support services, and
-, opportunities to grow and contribute. This is an essential part of becoming a
more supportive and nurturing community. It also helps to prevent crime and
Q : anti-social behavior. Positive alternative activities and responsible adult role
models are keys to preventing these behaviors.
Rom" 5. Get Everyone involved: Include and Recognize Youth

The first step is to ensure that residents, businesses, and organizations
recognize the importance to the community of meeting the needs of children,
youth, and their families and that they accept a role in carrying out the goals of ;
the Task Force. The youth of the community must be involved in the planning
Q. and implementing of all programs that affect their lives-
6. Value Diversity
It is essential that we foster in each young person, and in the community, an
understanding of the value of individual differences.
7. Incorporate the Needs of Children in every Decision made by City Government '4.-
When any level of city government makes decisions the impacts to children in Q;.,
. relationship to that decision will be considered. ,
Qk S. Develop a Strategic Plan for Children and Youth
A plan which will describe City policies in carrying out the goals of providing the
�a best possible environment for raising children to become successful members of

our community.
9. Children and Youth shall be a Valued Part of this Community
The children and youth of Huntington Beach shall be connected to their
community through the opportunity to participate in community services,
leadership development and participation in programs and services that affect ~
their lives. Young people need opportunities to contribute and to recognize the
value of community services. Their skills and energy can be an invaluable
resource in strengthening the community.

I, CONNIE BROCKWAY, the duly elected, qualified City Clerk of
the City of Huntington Beach, and ex-officio Clerk of the City Council of said
City, do hereby certify that the whole number of members of the City Council
of the City of Huntington Beach is seven; that the foregoing resolution was
passed and adopted by the affirmative vote of at least a majority of all the
members of said City Council at a regular meeting thereof held on the 7th
day of August, 2000 by the following vote:
AYES: Julien, Sullivan, Garofalo, Green, Dettloff, Bauer
