HomeMy WebLinkAboutCity Council - 2000-81 RESOLUTION NO. 2000-8I A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH TO AMEND THE CLASSIFICATION PLAN BY ADDING, DELETING, AND MODIFYING CLASSIFICATIONS IN THE CITY CLASSIFICATION PLAN WHEREAS, the City Council wishes to amend the City Classification Plan; and The provisions of Personnel Rule 12-4 have been complied with, in that the changes were considered by the Personnel Commission during public hearings held on June 21, 2000 and July 19, 2000, and the Commission then voted to recommend the changes to the City Council. NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: 1. The City Classification Plan is hereby amended by adding the following classifications: Facilities Coordinator Theater and Media Technician Code Enforcement Officer, Senior The class specifications for the above added positions are attached as Attachment No. 1 and fully incorporated herein. 2. The City Classification Plan is hereby amended by deleting the class specification for the following position: Leadworker, Traffic Signal 3. All other provisions of the Classification Plan shall remain the same. No. 2000-81 CITY OF HUNTINGTON BEACH4 CLASS SPECIFICATION HUNTINQTON BEACH TITLE, CODE ENFORCEMENT OFFICER, SENIOR DATE: JULY 2000 DUTIES SUMMARY — Under general direction, the Senior Code Enforcement Officer performs the more complex duties of code enforcement and offers support by reviewing and participating in the work of field staff responsible for providing Code Enforcement Program services within the Planning Department. DISTINGUISHING CHARACTERISTICS -- This is an advanced journey level classification in the code enforcement series. This classification is distinguished from the journey level class of Code Enforcement Officer by the difficulty, complexity and scope of work performed, by the degree of independent judgment exercised and by its project orientation. In addition, this class may serve as a mediator and arbitrator between customers and code enforcement officers. Incumbents report to a Senior Planner. EXAMPLES OF ESSENTIAL DUTIES — Performs a variety of technical tasks relative to assigned area of responsibility, including but not limited to the preparation of various reports for Administration, the Planning Commission and City Council; conducts inspections and investigations within special project areas; investigates citizen complaints related to municipal, zoning, building and housing codes; assists in the training of personnel, emphasizing successful investigative techniques; conducts and schedules training to familiarize and cross-train staff in the use of the Uniform Building and Housing Code, city codes and other related regulations; advises and assists Code Enforcement Officers with complex code enforcement problems; works with employees to correct deficiencies; assists in the preparation of personnel evaluations; reviews, establishes and implements policies and procedures; plans, makes public presentations and develops brochures on Code Enforcement Program services; interprets and explains codes to property owners, managers, tenants, developers and other interested parties; serves as liaison to various City, County and State agencies; assists the Senior Planner in the preparation of various reports on operations and activities; serves on special task force committees; acts as the code enforcement supervisor in the absence of the Senior Planner, when directed; monitors conditional use permits and other entitlements; issues notices of violation and citations, as appropriate; investigates citizen complaints such as those relating to municipal, zoning, building and housing codes; files criminal complaints with the City Attorneys Office for the prosecution of violations to City codes; serves as an expert witness at administrative hearings in court; conducts special surveys and investigations and prepares comprehensive detailed reports; maintains records on workload, performance and productivity indicators; performs related duties and responsibilities as required. No. 2000-81 CITY OF HUNTINGTON BEACH 1 iAE4 CLASS SPECIFICATION MUMMTON BEACH MINIMUM QUALIFICATIONS: Knowledge of: Operations, services and activities of a code enforcement program; code enforcement investigative procedures, methods and techniques; principles of employee selection, supervision, training and performance evaluation; safe and efficient work practices as related to ordinance enforcement; various regulatory agencies, their functions and responsibilities; pertinent Federal, State and local laws including zoning, land use, business permit, public nuisance, housing and other related regulations; legal processes, specifically due process and right of entry; English usage, grammar, punctuation, and spelling; basic report formats; modern office equipment, including computers. Experience: Five years of code enforcement experience. Certificates/Licenses: Must possess and maintain a valid California drivers license and possess a PC 832 search and seizure certificate. No. 2000--81 • CITY OF HUNTINGTON BEACH . i1�4 CLASS SPECIFICATION HUNTINGTON BEAC14 TITLE: FACILITIES COORDINATOR DATE: JUNE 2000 DUTIES SUMMARY—Under general direction, the Facilities Coordinator plans, evaluates and coordinates the operation of the Central Library and Cultural Center's rental and videoconferencing facilities and related equipment. DISTINGUISHING CHARACTERISTICS --This is an advanced joumey level position, which is primarily responsible for coordinating the operation, promotion, maintenance, and security of the Central Library's rental facilities, including events in the Library Theater, Children's Theater, and community meeting rooms and videoconferencing and other audio-visual equipment related to facility use. This position is not responsible for skilled building maintenance activities, which are the responsibility of the Maintenance Division of the Public Works Department. The incumbent works under the direction of the Library Director and supervises subordinate staff. EXAMPLES OF ESSENTIAL DUTIES — Coordinates the clay-to-day operations of the Central Library's rental facilities; coordinates the use of facilities and applicable equipment with the public and other City departments; administers facility use and rental agreements; serves as principal department liaison with food and beverage concessionaire and monitors concessionaire's compliance with contractual obligations to the City; interprets and explains City policies and procedures to potential and current clients; prepares client invoices and monitors accounts to ensure timely payment; makes recommendations on issuing refunds and retention deposits; maintains calendars of scheduled events; prepares and implements marketing plans for promotion of facility use; develops quality customer service standards and makes recommendations for improvement; responds to complaints or questions regarding facility use and equipment rental; takes appropriate action to resolve problems; assists in the preparation of budget requests and revenue estimates; prepares activity and revenue reports; assigns work; selects, trains, and evaluates assigned staff; works with employees to correct deficiencies; performs related duties and responsibilities as required. CITY OF HUNTINGTON BEACH Faf 5CLASS SPECIFICATION HUNTINOTON BEACH TITLE: THEATER AND MEDIA TECHNICIAN DATE: JUNE 2000 DUTIES SUMMARY — Under general supervision, the Theater and Media Technician performs audio-visual, videoconferencing and facility support duties. DISTINGUISHING CHARACTERISTICS —This is a journey level position, which is primarily responsible for the set-up, operation, maintenance, take down and mirror repair of all audio- visual and teleconferencing equipment used and/or rented through the Central Library and Cultural Center. The incumbent works under the supervision of the Facilities Coordinator and may provide technical or functional direction of part-time staff by prescribing procedures and scheduling a project or set of work activities. EXAMPLES OF ESSENTIAL DUTIES — Meets with clients and determines the audio-visual needs in conducting events through rental of Central Library and Cultural Center facilities and equipment; assists clientele with information on technology uses; schedules and coordinates use of audio-visual equipment; sets up, operates and takes down equipment; operates cameras, programming consoles, projectors, computers, and related audio-visual equipment, including computer-controlled lighting board, mufti-channel audio mixer, and plasma displays; sets up equipment, lighting, audio and microphones; troubleshoots broadcast problems; operates computer on-line system for videoconferencing; mixes audio and visual inputs to videoconferencing output; diagnoses equipment problems; performs minor equipment maintenance and repair as needed; maintains an inventory of audio-visual equipment; assists in layout for stage and meeting room arrangements; sets up and breaks down rooms, responds to customer requests and resolves customer problems; promotes excellent customer service and maintains high customer service standards; trains others in the use of cameras and computers used for productions; provides oral and written event reports; schedules and trains part-time staff; performs related duties and responsibilities as required.
