A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF HUNTINGTON BEACH FOR THE APPROVAL
TO SUBMIT A GRANT REQUEST FOR THE CONSTRUCTION
OF A FULL-SERVICE, MULTI-AGENCY LAW-ENFORCEMENT
TRAINING FACILITY IN HUNTINGTON BEACH
WHEREAS, the City of Huntington Beach and the United States Drug Enforcement
Agency, along with other local, state and federal agencies are in need of a multi-agency law
enforcement training facility; and
The dangerous work of narcotic enforcement requires coordination, cooperation and
communication between numerous local, state and federal agencies; and
The City of Huntington Beach has developed law enforcement partnerships with such
local, state and federal agencies for the purpose of narcotic enforcement; and
Without a multi-agency law enforcement training facility, the City of Huntington Beach
cannot successfully provide quality standardized training for law enforcement personnel; and
There is no state-of-the-art facilities capable of comprehensive, traditional and reality-
based firearms and scenario-based training in Orange or Los Angeles Counties; and
The federal government, through funds allocated for the War on Drugs, has established a
grant program to help agencies build facilities for training and coordinating the efforts of federal
and local law enforcement personnel. Under this program, entitled"Joint Task Force Six
Authority" (JTF6), six federal agencies including the Drug Enforcement Agency,US Customs,
FBI, INS, Border Patrol, and Army Corps of Engineers come together with local agencies to
provide facilities to coordinate the efforts of drug enforcement; and
The City of Huntington Beach has the capability of designing and operating a full
service, multi-agency law-enforcement training facility.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Huntington Beach hereby authorizes City staff to submit a grant request to ask the support of the
JTF6 to approve the construction of a full-service, multi-agency law-enforcement training
facility in Huntington Beach and begin operations during the 2001-2002 fiscal year.

of the City of Huntington Beach is seven; that the foregoing resolution was
passed and adopted by the affirmative vote of at least a majority of all the
members of said City Council at a regular meeting thereof held on the 16th
day of January, 2001 by the following vote:
