HomeMy WebLinkAboutCity Council - 2001-100 RESOLUTION NO. 2001-100 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AMENDING RESOLUTION NO. 5159, AS AMENDED, RELATING TO THE CITY'S COMPREHENSIVE FEE SCHEDULE (SUPPLEMENTAL FEE RESOLUTION NO. _.84 WHEREAS, on October 4, 1982, the City Council of the City of Huntington Beach adopted Resolution No. 5159 establishing a fee schedule for the City, and periodically has amended these fees by subsequent resolutions; and The City now desires to establish new fees and change existing fees charged to the public for City services, activities, and use of facilities; The City Council has determined that the fees set forth in this resolution are fair and reasonable, and necessary to offset the cost of programs and services being offered. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington Beach that Resolution No. 5159 is hereby amended to incorporate the changes set forth in Exhibit "A," attached hereto and by this reference made a part hereof; and BE IT FURTHER RESOLVED that the fee additions and amendments set forth in this Supplemental Fee Resolution No. 84 _ -shall be effective upon the date of adoption of this resolution, with the exception of any development related fees, which shall, pursuant to the California Government Code,become effective 60 days after the date of adoption of this resolution; and BE IT FURTHER RESOLVED that, except as amended herein, the fees contained in Resolution No. 5159, as amended, shall remain in full force and effect. A Fire Department Proposed New Fees and Revisions for Fire Department Plan Checking and Inspections Additional Fire Code Permit $40.00 Fee for each additional item that requires a Fire Code Permit and an annual inspection. Annual Inspection—Large Family Day Care serving 7 or more Fee for an annual inspection of a facility that is licensed for.the care of children. Licensed for 7-25 $90.00 Licensed for 26-50 $180.00 Licensed for 51 or more $270.00 Annual Inspection—Care Facility_for.the EIderly serving 7 or more Fee for an annual inspection of a facility that is licensed for the housing and care of elderly persons. Licensed for 7-25 beds $180.00 Licensed for 26-50 beds $270.00 Licensed for 51 or more beds $360.00 Annual Tank Farm Inspection Fee for an annual inspection of tank farm sites used for the storage of petroleum products. $90.00 for the first tank, plus $10.00 for each additional tank at a site Plan Check Fee—Methane Protection System Fee for plan review of design and equipment related to the requirements for protection of structures over or near abandoned oil production facilities,as well as, locations that require mitigation for hazardous accumulation of flammable gases. Fee is based on the square footage of the structure's first floor footprint. A Fire Department Methane Barrier Inspection—revision of fee schedule (MSI# S-129) Fee revised to reflect the division established in the new plan check fee schedule. 0 - 5,000 sq. feet $90.00 5001 — 10,000 sq. feet ($90 plus $.01 for each sq. foot) 10,001 —25000 sq. feet ($195 plus $.01 for each sq. foot) 25001& over ($450 plus $.01 for each sq. foot) Plan Check Fee—Soil Remediation Fee for the remediation plan review,confirmation testing review,closure plan review and on-site inspection of the remediation activity. Due to the complexity and size of the remediation project, a consultant may be required and additional fees will be imposed as needed. The additional consultant fee deposit will be imposed at the time of plan submittal and must be paid prior to release of report or approval of site closure before development permits are released. Plan review for Phase 1, 11&III Site Audit $90.00 per phase Confirmation Testing and Site Closure review $90.00 Consultant fee (deposit) $180.00 NOTE: Final consultant fee charges will be based on actual per hour charges. The payment of such fees shall be in additional to other required fees. 2. When the special service is provided during normal work hours,the fee shall be based on the actual time expended but not less than one half(1/2)hour. 3. When the special service is provided as overtime prior to 07:00 and after 17:00 on a normal workday, the fee shall be based on the actual time expended but not less than one (1)hour at the normal outside work hours rate. 4. When the special service is provided as overtime on a normal day off or a typical City day off, as defined in the City's current MOU, the fee shall be based on the actual time expended but not less that four(4) hours at the outside normal work hours rate.
