A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH THAT
ACKNOWLEDGES RECEIPT OF THE CALIFORNIA COASTAL COMMISSION ACTION AND
ACCEPTS AND AGREES TO LOCAL COASTAL PROGRAM AMENDMENT NO. 2-00 AS
MODIFIED
WHEREAS,the California Coastal Commission reviewed and approved Huntington Beach Local
Coastal Program Amendment No. 2-00 as modified at the June 14, 2001 Coastal Commission hearing; and
Section 13537 of Title 14 of the California Code of Regulations requires the local government to
accept and agree to the modification by resolution within six(6)months,or the certification will expire;
and
Upon the City Council action staff will forward Resolution No. 2001-67 for final California Coastal
Commission certification.
NOW, THEREFORE, the City Council of the City of Huntington Beach hereby resolves as follows:
That the City Council accepts and agrees to the California Coastal Commission's approval of Local
Coastal Program Amendment No. 2-00 by modifying the updated Downtown Parking Master Plan of the
certified Local Coastal Program as suggested by the California Coastal Commission in the letter dated July
11, 2001 attached thereto as Exhibit "A" and incorporated by this reference as though fully set forth herein.
Said suggested modifications shall be certified and become effective pursuant to Section 13544.5 of Title
14 of the California Code of Regulations on the date when the following two conditions have been met: 1)
Commission concurrence with the Executive Director's determination that the City's action is legally
adequate; and 2)Notice of Certification has been filed with the Secretary of Resources.
The City Council certifies that the amended Local Coastal Program is intended to be carried out in
a manner in full conformance with the California Coastal Act.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular
meeting thereof held on the 17th day of September , 2001.

Dear Mr. Zelefsky,
You are hereby notified that the Califomia Coastal Commission, at its June 14, 2001 meeting in Los
Angeles, approved City of Huntington Beach LCP Amendment No. 2-00 with modifications. Local
Coastal Program (LCP) Amendment No. 2-00, contained in City Council Resolution No. 2000-107
and Ordinance No. 3483, revised the Downtown Parking Master Plan by increasing the
development cap from 500,000 square feet to 715,000 square feet, and by revising the parking
ratios. The Downtown Parking Master Plan is contained in the Downtown Specific Plan, in the
certified Implementation Plan portion of LCP. Only .the Implementation Plan portion of the certified
LCP is affected by this amendment.
The Commission approved the LCP amendment with two suggested modifications. Therefore, LCP
Amendment No. 2-00 will not be effective for implementation in the City's coastal zone until: 1) the
Huntington Beach City Council adopts the Commission's suggested modifications, 2) the City
Council forwards the adopted suggested modifications to the Commission by resolution, and, 3) the
Executive Director certifies that the City has complied with the Commission's June 14, 2001 action.
The Coastal Act requires that the City's adoption of the suggested modifications be completed
within six months of the Commission's June 14, 2001 action.
Pursuant to the Commission's action on June 14, 2001, certification of City of Huntington Beach
LCP Amendment No. 2-00 is subject to the following two suggested modifications: -

On page 3 of the legislative draft(see exhibit D) third paragraph, first sentence:
Existing and Proposed building square footage and uses identified in the technical
background report Prepared by Kaku Associates (Sept.. 2000), entitled "Downtown
Parking Master Plan Update." (Appendix— Existing and_Proposed Land Use Analysis
Blocks A—I) are parked.within the public parking supply within the Downtown Parking
Master Plan.

The above section shall be replaced with the following:
Existing building square footage and uses are parked within the DPMP parking supply
as Inventoried in the technical background report prepared by Kaku Associates (Sept.
2000), entitled "Downtown Parking Master Plan Update,' (Appendix- Existing and
Proposed Land Use Analysis Blocks A— 1) (Kaku Report,). Future parking within the
DPMP area shall be provided as described in Appendix A of the Kaku Report.
Redevelopment of blocks that result in a loss of existing parking shall be phased
with the provision of parking such that adequate parking exists within each DPMP
area at all times.

The above sentence shall retain the "on-site" requirement and shall be replaced with the
following:
1.Require projects over 30,000 sq. ft. or one-half (1/2) block in size to provide 50%
of the code-required parking identified in Figure 4.2 on site.
