A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH TO AMEND THE CLASSIFICATION PLAN
BY ADDING AND MODIFYING CLASSIFICATIONS AND ESTABLISHING
COMPENSATION IN THE CITY CLASSIFICATION PLAN
WHEREAS, the City Council of the City of Huntington Beach wishes to amend the City
Classification Plan; and
The provisions of Personnel Rule 12-4 have been complied with, in that the changes to the
City Classification Plan were considered by the Personnel Commission during a public hearing held
on October 30,2002, and the Commission then voted to recommend the following changes to the
City Council:
A. To add the position of"Video Engineer". The Class Specification for the position of
"Video Engineer" is attached hereto as Exhibit A and incorporated herein by this
reference; and
B. To amend the Class Specification for the position of"Park,Tree and Landscape
Operations Manager" as set forth in Exhibit B which is attached hereto and
incorporated herein by this reference; and
C. To amend the class specification for the position of "Water Operations Manager".
The Class Specification for the position of"Water Operations Manager"is attached
hereto as Exhibit C and incorporated herein by this reference; and
D. To amend the Class Specification for the position of "Police Services Specialist".
The Class Specification for the position of"Police Services Specialist" is attached
hereto as Exhibit D and incorporated herein by this reference; and
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve
as follows:
I. The City Classification Plan is hereby amended to add the position of"Video
Engineer" and the Class Specification for this position is amended as set forth in
Exhibit A.
2. The Class Specification Plan for the position of"Park, Tree and Landscape
Operations Manager"is hereby amended as set forth in Exhibit B.
3. The Class Specification for the position of"Water Operations Manager" is hereby
amended as set forth in Exhibit C.
4. The Class Specification for the position of"Police Services Specialist"is hereby
amended as set forth in Exhibit D.

5. All other provisions of the Classification Plan shall remain the same.

TITLE: VIDEO ENGINEER DATE: OCTOBER 2002
DUTIES SUMMARY
Under general supervision, responsible for the maintenance of all television equipment
used for production and broadcasts by the City's cable television channel and performs
other duties as assigned.
DISTINGUISHING CHARACTERISTICS
This is a journey level position.
EXAMPLES OF ESSENTIAL DUTIES
Performs engineering design; installs and maintains all television equipment used for
production and broadcasts by HBTV-3; maintains station operations, including
automated playback equipment, broadcast computer library and programming system,
cabling in City Hall,.television remote truck and electric power generators; schedules
and coordinates preventative maintenance projects on a regular basis; schedules
facilities for production and editing; plans, schedules, selects or approves, and
requisitions necessary equipment and related supplies; troubleshoots and repairs
equipment malfunctions; prepares reports as required; assists with production and
performs duties of co-workers as necessary to ensure continuity of operations during
absences.
The preceding duties have been provided as examples of the essential types of work
performed by positions within this job classification. The City, at its discretion, may
add, modify, change or rescind work assignments as needed.
MINIMUM-QUALIFICATIONS
Knowledge of: Federal Communications Commission rules and regulations, City
and department policies and procedures; tools and equipment needed to perform
electronic maintenance and repair work; and, occupational hazards and safety
practices applicable to maintenance operations.
Ability to: Schedule and prioritize projects; monitor work progress; read and follow
schematics; research and gather information related to vendors, contractors,
equipment, materials, methods and procedures needed to maintain station operations;
maintain accurate records; install, troubleshoot, repair and operate electronic and
electrical equipment and related circuitry, computers and other related equipment;
maintain accurate records; communicate effectively in oral and written form; and,
establish and maintain effective working relationships with those encountered in the
performance of duties.

Education: Equivalent to an Associate's degree or completion of a technical school
program in broadcast engineering or a related field.
Experience: A minimum of 5 years in broadcast engineering or closely related
experience.
Certification/License: Federal Communications Commission first class license.
Due to the performance of field duties, possession of a valid California driver's
license and an acceptable driving record is required.
PHYSICAL TASKS AND ENVIRNOMENTAL CONDITIONS
Duties involve moderately heavy work in an office setting. There is a frequent need to
stand, stoop, walk, sit, and lift objects up to 50 pounds and perform similar other
physical actions during the course of the workday.

TITLE: Park, Tree and Landscape Operations Manager DATE: September
DUTIES SUMMARY
Under general administrative direction, directs, administers and supervises the
activities of the Park, Tree and Landscape Operations Division of the Public Works
Department, including the maintenance and repair of all city-owned trees, park facilities,
landscaped rights-of-way and City facility landscaping. Develops long range
infrastructure management plans; recommends equipment, materials and work
methods to improve operational efficiency.
DISTINGUISHING CHARACTERISTICS
This is a division head level position working under the administrative direction of the
Director of Public Works. This position directly supervises professionals, supervisors,
and office and field staff. Incumbents in this class work independently performing a
wide variety of administrative/management duties related to the operations of the Park,
Tree and Landscape Maintenance Division.
EXAMPLES OF ESSENTIAL DUTIES
Plans the work operations of the Park, Tree and Landscape Operations Division of the
Department of Public Works; supervises subordinate supervisors and a Landscape
Architect; plans, staffs and manages programs in park maintenance, tree maintenance
and roadside beautification; establishes operating policies; prepares general work
assignments; performs field inspections of both work in progress and completed
projects; meets with developers, engineers, architects and others to convey and
interpret City and department policies regarding landscaping; reviews proposed private
land development plans and records; evaluates existing trees, tree regulations and
conditions of approval; coordinates new development onsite plans, street improvement
plans and landscape plans to insure compatibility with design concepts and
construction; coordinates with staff on park construction plans to ensure proper design
compatibility relating to effective maintenance; works with various City staff and
departments in keeping active files regarding private developments, City projects and
cash contract projects in relation to landscape requirements; coordinates with
development services staff for inspection, acceptance and City Council approval of City
required landscape installation on public and private property; prepares cost estimates
for capital improvement projects related to landscaping and estimates removal,.
replacement, relocation and protection requirements of trees; supervises preparation of
budget estimates for the Park, Tree and Landscape Division; evaluates new planting
and equipment proposals; plans the organizational configuration of the various work
groups to accomplish the functions under his/her responsibility; responsible for
coordinating, planning and administering the budgets for various functions under his/her
responsibility; represents the Department of Public Works at City Council, Community

Services, Planning and Public Works Commission meetings as directed; performs other
related work as required.

MINIMUM QUALIFICATIONS
Knowledge of: planting, cultivating and care of plants, turf, shrubs, trees and
other landscaping; landscaping methods; irrigation system design and
installation, tree preservation and soil conservation; effective managerial
techniques.
Ability to: effectively manage a major division of the Public Works
Department with a number of full and part-time employees and contract
support services; plan and direct work; write and speak clearly and concisely;
establish and `maintain effective working, relationships with employees of
other departments and the general public; complete training in arboriculture,
horticulture and related fields.
Education: Graduation from high school or equivalent with two years of college
level course work in related subject matter is required; a bachelor's degree in a
related field is highly desirable.
Experience: Five years of progressively responsible experience in the
management of tree planting and removal operations and landscape
maintenance, including three years supervising an organization of employees
and/or contractors of equivalent scope and complexity is required. Primary
experience with a public agency is highly desirable.
License: Must possess and maintain a valid California Class C driver's license.
In addition, possession a certified Arborist certificate issued by the International
Society of Arboriculture and a State of California Pest Control Advisor's License
are highly desirable.

DUTIES SUMMARY
Under general administrative direction, Plans, directs, administers, manages,
supervises, and coordinates the activities and operations of the Water Operations
Division within the Department of Public Works; coordinates assigned activities with
other divisions, departments and outside agencies; may serve as Contract Manager,
Board Engineer and/or Secretary to the West Orange County Water Board; and,
provides highly responsible and complex administrative support to the Director of Public
Works or the Deputy Director of Public Works.
DISTINGUISHING CHARACTERISTICS
This is a division head level position working under the administrative direction of the
Director of Public Works. This position directly supervises engineering professionals,
supervisors, and office and field technical staff.
EXAMPLES OF ESSENTIAL DUTIES
Assumes management responsibility for assigned services and activities of the Water
Division, including water production; water quality; water distribution including system
maintenance, repair, and line replacement; meter reading and maintenance; and storm
drain pump station operation and maintenance; supervises the maintenance and
operation of water supply and production facilities to keep an adequate supply and
pressure of high quality, potable water in the distribution system at all times to meet the
needs of the City; manages and participates in the development and implementation of
goals, objectives, policies, and priorities for assigned programs; recommends and
administers policies and procedures; monitors and evaluates the efficiency and
effectiveness of service delivery methods and procedures; recommends, within
departmental policy, appropriate service delivery and staffing levels; plans, directs,
coordinates, and reviews the work plan for Water Operations Division staff; assigns
work activities, projects, and programs; reviews and evaluates work products, methods,
and procedures; meets with staff to identify and resolve problems; selects, trains,
motivates, and evaluates assigned personnel; provides or coordinates staff training;
works with employees to correct deficiencies; implements discipline and termination
procedures; oversees and participates in the development and administration of the
division's annual budget; participates in the forecast of funds needed for staffing,
equipment, materials and supplies; monitors and approves expenditures; implements
adjustments; serves as the liaison for the Water Division with other divisions,
departments, and outside agencies; negotiates and resolves sensitive and controversial
issues; serves as staff on a variety of boards, commissions, and committees; prepares
and presents staff reports and other necessary correspondence; administers contractual

MINIMUM QUALIFICATIONS
Knowledge of: Operational characteristics, services;_ and activities of a. large

and construction principles and practices including those used in estimating costs
and contract administration; thorough knowledge of construction, operation, and
maintenance methods and techniques as applied to municipal water supply and
distribution; public administration principles and practices; principles and practices of
municipal budget preparation and administration; principles of supervision, training,
and performance evaluation; pertinent Federal, State, and local laws, codes and
regulations.
Ability to: Oversee and participate in the management of a comprehensive water
production, water quality, water distribution, meter reading and maintenance, and
storm drain pump station operation and maintenance program; oversee, direct, and
coordinate the work of lower level staff; select, supervise, train, and evaluate staff;
participate in the development and administration of division goals, objectives; and
procedures; prepare and administer large program budgets; prepare clear and
concise administrative and financial reports; analyze problems, identify alternative
solutions, project consequences of proposed actions, and implement
recommendations in support of goals; research, analyze, and evaluate new service
delivery methods and techniques; interpret and apply Federal, State, and local
policies, laws, and regulations; communicate clearly and concisely, both orally and in
writing; establish and maintain effective working relationships with those contacted in
the course of work.
Education: Equivalent to a Bachelor's degree from an accredited college or

license; registration as a Civil Engineer in the State of California is highly desirable.

TITLE: POLICE SERVICES SPECIALIST DATE: October 2002
DUTIES SUMMARY
With general supervision, performs a variety of administrative law enforcement duties to
assist the administrative division, investigators, patrol and the public; and performs
other duties as required within the scope of the classification.
DISTINGUISHING CHARACTERISTICS
The Police Services Specialist is an advanced journey level classification and works
independently in a specialized area such as administration, investigation or patrol. The
tasks performed vary based on assignment.
EXAMPLES OF ESSENTIAL DUTIES
Communicates orally and in writing with Department personnel, the general public,
outside law enforcement agencies, and vendors; acts as a liaison between the assigned
Unit and other units within the Department, as well as outside agencies.
Duties based on assigned units may include:
Conducts interviews of victims, witnesses, and suspects in criminal cases; prepares
written reports documenting all related information for criminal prosecutions; testifies in
criminal court cases. Assists sworn officers in the field processing evidence; maintains
the chain of custody for all physical evidence that is analyzed in the Unit. Prepares
blood and urine kits according to Title 17 of the California Administrative Code.
Acts as the Pawn Detail for the Police Department, locating and recovering stolen
property, issuing all secondhand dealer licenses; assists in background investigations.
Processes permits, applications, criminal registrations, and licenses, including
fingerprinting and photographing. Researches and analyzes data and maintains
confidential databases. Assists department personnel by performing investigative
searches. Assists with Department of Justice audits, juvenile sealing of court records,
and responses to court issued subpoenas; tracks, maintains, and coordinates service of
Department issued warrants. Acts in capacity of Court Liaison when needed.
Purchases and issues uniforms and safety equipment; meets with vendors and
manufacturers to evaluate products, discuss pricing contracts, provide minimum
requirements and specifications for Department-authorized products. Maintains unit
budget; prepares budget reports and recommendations; tracks individual vendor
expenditures. Purchases, issues, documents and registers all Department weapons;
prepares and processes DMV documents for Police Department fleet, including vehicle
auctions, donations, and undercover registrations. Processes terminated or retiring
employees; retrieves Department issued property and transfers ownership of weapons.

TITLE: POLICE SERVICES SPECIALIST DATE: October 2002
Enforces, administers, and recommends modification of the City's alarm ordinances, as
required, to reduce false alarms; assists in planning and organizing alarm office
activities; acts as liaison between citizens, security companies, and other City
departments; issues fines and rescissions, alarm permits, and noise disturbance
violations; resolves disputes related to alarm violations. Provide information regarding
security systems, i.e. operation, installation, maintenance, and responsibilities. Assists
with periodic safety inspections.
Assists in the Recruitment and Testing process for the Police department by distributing
job announcements, mailing out, accepting and inputting applications into computer
database; provides assistance in proctoring written and physical agility tests (as
appropriate); prepares schedule of oral board appointments and makes photo copies of
job application for oral board packets; coordinates with candidates in the processing of
background investigation, including setting up interview and medical appointments,
taking pictures and fingerprints; maintains background and personnel files; distributes
paperwork and provides general clerical support to the Personnel Unit

MINIMUM QUALIFICATIONS
Knowledge of: Police Department policies, procedures, and terminology; criminal
justice system with emphasis on law enforcement; police investigative skills and
interviewing techniques; city, federal and state regulatory agency rules; office practices
and procedures with emphasis on budgeting and accounting; P.O.S.T. and training
requirements; rules of evidence; CLETS rules and regulations: alarm system operations
and functions.
Ability to: Perform duties with a high degree of independence and minimal
supervision; make immediate and accurate decisions on information regarding officer
and public safety; operate word processing, personal computer, and related software;
utilize teletype equipment and support programs; communicate effectively with the
public and outside personnel both orally and written form; maintain cooperative
relationships with those contacted in the course of work; use a high degree of discretion
and tact; maintain confidentiality; write clear concise reports.

extensive background investigation, including a polygraph examination. Certificate for
the California Law Enforcement Telecommunications System.
