HomeMy WebLinkAboutCity Council - 2002-28 RESOLUTION NO. 2002-28 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH TO AMEND THE CITY CLASSIFICATION PLAN BY ADDING, DELETING, AND MODIFYING CLASSIFICATIONS IN THE COMMUNITY SERVICES DEPARTMENT WHEREAS, the City Council wishes to amend the City Classification Plan; and The provisions of Personnel Rule 12-4 have been complied with, in that the changes were considered by the Personnel Commission during a public hearing held on March 20, 2002, and the Commission voted to recommend the changes to the City Council. NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: l. The City Classification Plan is hereby amended by adding the following classifications: Marine Safety Officer I Marine Safety Officer II The class specifications for the above positions are attached hereto as Exhibit A and incorporated herein as if fully set forth. 2. The City Classification Plan is hereby amended by modifying the class specifications for the following positions: Marine Safety Lieutenant The class specifications for the above positions are attached hereto as Exhibit B and incorporated herein as if fully set forth. 3. CLASS SPECIFICATION.' HUNTINGTON BEACH TITLE: Marine Safety Officer I DATE: Mardi, 2002 DUTIES SUMMARY — The incumbent provides supervision of recurrent personnel and lifeguards, patrols beach and ocean areas from an assigned 'tower, emergency rescue vehicle, or patrol vessel in order to provide first line protection of the lives and property of beach patrons; and participates in aquatic and other related emergencies and rescues, and prevents marine accidents. DISTINGUISHING CHARACTERISTICS — The incumbent works under the supervision of Marine Safety Lieutenant. This position is distinguished from the open water Lifeguard in that the latter is a recurrent position. The Marine Safety Officer I is distinguished from the Marine Safety Officer II in that the latter has completed specific advanced trainings, (such as cliff and helicopter rescue), which result in an advanced scope of responsibilities, and two years of full-time "experience as a Marine Safety Officer 1. EXAMPLES OF ESSENTIAL DUTIES — Under direct supervision of the Marine Safety Lieutenant, the. incumbent establishes command and control of emergencies until relieved; lifeguards an assigned area from a tower or an emergency rescue vehicle; performs ocean rescues, informs bathers and boaters of hazardous ocean conditions; removes dangerous objects from beach and ocean areas; supervises, trains, and evaluates the lifeguarding activities of subordinates and shares supervisory responsibilities of all recurrent staff; participates in flood and swiftwater, and basic SCUBA rescue/recovery operations; briefs subordinates concerning conditions; assigns personnel to designated areas of beach; performs routine preventative maintenance on towers, vehicles, vessels, equipment and other facilities within assigned area; maintains daily records of activities and completes reports on same; receives and records National Weather Service reports; interacts with the public on the beach; answers questions and assists patrons with problems; enforces Municipal Ordinances, issues citations for violations of beach, parking and parks ordinances as necessary as a peace officer under PC 830.31; works with Police, Fire and other agencies as required; operates specialized lifesaving equipment; performs various first aid practices of a highly skilled nature; and performs other related duties as assigned. The preceding duties have been provided as examples of the essential types of work performed by positions within this fob classification. The City, at its discretion, may add, modify, change or rescind work assignments as needed. Ability to: swim in adverse weather and surf conditions for extended periods of time and perform ocean rescues under said conditions; size up emergencies and adopt an effective course of action and assist in directing such activities until relieved by a supervisor; enforce various rules, regulations, codes and laws pertaining to marine safety operations; perform EMT practices effectively; learn and enforce department and section rules and regulations; learn swiftwater (SRT 1) rescue and personal watercraft (PWC) operation; establish and maintain cooperative working relationships with those contacted in the course of work; provide excellent customer service. Swimming Ability: Must initially and annually demonstrate an ability to swim 500 meters over a measured course in ten minutes or less. Incumbent must demonstrate an ability to successfully perform an open water rescue. . Education: Graduation from nigh school or equivalent. Experience: Requires 1500 hours of ocean lifeguard experience. Minimum Age: 21 years of age. Physical: Excellent health (must pass a City physical and drug_ screen before appointment); vision requirement is 20140 uncorrected or 20120 corrected at appointment. After appointment, incumbent must maintain the USIA standards for Health & Fitness, which state: possesses adequate vision, hearing acuity, physical ability and stamina to perform the duties of an open water lifeguard as documented by a medical or osteopathic physician. Other: By law, the Department of Justice requires the incumbent to be fingerprinted. In addition, the incumbent must pass a thorough background check. In addition, two years of satisfactory performance evaluations as an MSO I (or equivalent) are required to promote to Marine Safety Officer II. Safety Officer 11 DATE: March, 2002 DUTIES SUMMARY ---The incumbent provides supervision of recurrent personnel and lifeguards, patrols beach and ocean areas from an assigned'tower, emergency rescue vehicle, or patrol vessel in order to provide first line protection of the lives and property of beach patrons; and participates in aquatic and other related emergencies and rescues, and prevents marine accidents. This position is distinguished from the Marine Safety Officer I in that the Officer II has two years of full-time experience, has completed specific advanced trainings, which include the 200 hour California Department of Boating and Waterways Master Mariner Certificate, and additional responsibilities such as SCUBA/Advanced, inflatable rescue boat (IRB), and helicopter rescue. The MSO II is distinguished from the Marine Safety Lieutenant in that the latter supervises all MSO I's and It's, requires a greater scope of responsibility, and has additional years of experience. HUNTINGTON BEACH TITLE: Marine Safety Lieutenant DATE: March, 2002 DUTIES SUMMARY --- The incumbent provides supervision of Marine Safety Officers and recurrent personnel; trains and coordinates activities of permanent and recurrent personnel, and provides beach safety through education, prevention and emergency response. DISTINGUISHING CHARACTERISTICS —The incumbent works under the supervision. of Marine Safety Division Chief. This position is distinguished from the MSO II in that it is responsible for the supervision, direction and training of all Marine Safety Officers, and possesses a minimum of two years of additional Marine Safety experience. EXAMPLES OF ESSENTIAL DUTIES -- Under direct supervision of the Marine Safety Chief, the incumbent establishes command and control of emergencies until relieved; provides oversight in the absence of the Chief; manages and supervises daily marine safety operations, beach emergencies and associated logistical support; enforces beach ordinances and issues citations as required, as a peace officer under PC 830.31; creates and implements seasonal schedules; ensures adequate daily staff levels to , provide beach safety; develops and evaluates subordinate employees; implements, coordinates, and schedules new and ongoing marine safety training and training curriculum; coordinates recruitment, training, testing, and hiring of recurrent employees; coordinates re-cerfifi ation of seasonal lifeguards; ensures observance of work schedules, rules, regulations, and policies by subordinates; manages and submits bi- weekly payroll; assists in preparation and implementation of the budget; ensures proper use of sick, injury, and other leaves; reviews daily activity, emergency, accident, and weather reports and maintains divisional records and togs; prepares and submits comprehensive statistical reports as required; inspects and inventories facilities, vehicles, boats, and equipment; purchases emergency, rescue, and office equipment and supplies; writes and updates policies and procedures as directed; ensures Hepatitis-B. schedules; serves as point of contact for radio, computer, and telephone repair, improvement, and enhancements; maintains up to date -list of employee, emergency, and business contacts; serves as PIO for marine safety; coordinates and provides public education programs; works with Police, Fire and other agencies as required; represents the section at various lifesaving, first-aid, and water safety programs and clinics; and performs other related duties as assigned.
