A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH AMENDING RESOLUTION NO. 5159 ENTITLED, "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH
ESTABLISHING A FEE SCHEDULE," AND SPECIFICALLY ESTABLISHING NEW
DEVELOPMENT AND BUSINESS LICENSE SERVICE FEES
(SUPPLEMENTAL FEE RESOLUTION NO. 88
WHEREAS, on October 4, 1982, the City Council of the City of Huntington Beach
adopted Resolution No. 5159 establishing a fee schedule for the City, and periodically has
amended these fees by subsequent resolutions; and
The City now desires to establish new fees to be changed to the public for City
services;
The City Council has determined that the fees set forth in this resolution are fair
and reasonable, and necessary to offset the cost of programs and services being offered.
A new Automation Fee is proposed on all development and business license service
fees. This new fee, as described in Exhibit A, will offset the annual maintenance for the
new City-wide permit system.
In addition, the Fire Department is proposing a number of new fees, for example,
new business fire clearance inspections, fire company safety inspections, etc. A listing of
these new fees, and the amounts of such fees, are described in Exhibit B.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Huntington Beach that Resolution No. 5159 is hereby amended to incorporate the new fees
set forth in Exhibit "A" and Exhibit"B," attached hereto and by this reference made a part
hereof; and
BE IT FURTHER RESOLVED that the fee additions set forth in this Supplemental
Fee Resolution No. 88 shall be effective upon the date of adoption of this Resolution,
with the exception of any development related fees, which shall, pursuant to the California
Government Code, become effective 60 days after the date of adoption of this resolution;
and
BE IT FURTHER RESOLVED that, except as amended herein, the fees contained
in Resolution No. 5159, as amended, shall remain in full force and effect.

2.2% AUTOMATION FEE ON ALL DEVELOPMENT RELATED SERVICE FEES
A new city-wide permit system was approved in the fiscal year 1999/2000 budget to replace the existing Legacy
program on the City's mainframe system. The cost to administer the program and purchase the software was
approved at that time; however, the annual cost of license agreements and maintenance was not included. We

The proposed adoption of the 2.2% automation fee is designed to cover these new costs and is expected to
generate approximately$92,000 annually. The fee was calculated by projecting all the fee revenues that would
be processed on the new system and calculating the percentage needed to generate the $92,000 annually.
