HomeMy WebLinkAboutCity Council - 2003-48 RESOLUTION NO. 2003-48 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH TO AMEND THE CLASSIFICATION PLAN BY ADDING, DELETING AND MODIFYING CLASSIFICATIONS AND MODIFYING COMPENSATION IN THE CITY CLASSIFICATION PLAN WHEREAS, the City Council of the City of Huntington Beach wishes to amend the City Classification Plan; and The provisions of Personnel Rule 12-4 have been complied with, in that the changes to the City Classification Plan were considered by the Personnel Commission during a public hearing held on June 18, 2003, and the Commission then voted to recommend the following changes to the City Council: A. To add the position of"Senior Deputy City Attorney/Litigator," and establish compensation for this position at the salary range 605. The Class Specification for the position of"Senior Deputy City Attorney/Litigator" is attached hereto as Exhibit A and incorporated herein by this reference; and B. To add the position of"Paralegal,"and establish compensation for this position at salary range 470. The Class Specification for the position of"Paralegal" is attached hereto as Exhibit B and incorporated herein by this reference; and C. To add the position of"Detention Administrator," and establish compensation for this position at salary range 528. The Class Specification for the position of"Detention Administrator" is attached hereto as Exhibit C and incorporated herein by this reference; and D. To add the position of"Wastewater Supervisor,"and establish compensation for this position at the salary range 527. The Class Specification for the position of"Wastewater Supervisor" is attached hereto as Exhibit D and incorporated herein by this reference; and E. To add the position "Street and Building Maintenance Supervisor"and establish compensation for this position at the salary range 527. The Class Specification for the position of"Street and Building Maintenance Supervisor" is attached hereto as Exhibit E and incorporated herein by this reference; and F. To delete the position of"Parks, Trees and Landscape Operations Manager"; and G. To delete the position of"Park Equipment Crewleader"; and H. The City Classification Plan is hereby amended to add the position of"Senior Deputy City Attorney/Litigator." The compensation for this position is established at salary range 605. DISTINGUISHING CHARACTERISTICS This is a unique position from Deputy City Attorney I through III in that the Senior level is a trial counsel position with emphasis in litigation and civil jury trial experience. Incumbents have limited supervisory responsibilities and are assigned to handle high exposure litigation principally in areas of personnel, police, tort defense, inverse condemnation, and public works. Employees at this level receive minimal instruction or assistance and are fully aware of the operating procedures and policies of the work unit. This position is not flexibly staffed nor is generally attained from level Ill. DISTINGUISHING CHARACTERISTICS This is a civilian, mid-management position reporting to the Administrative Operations Division Commander. The Detention Administrator has full responsibility for the safe operation of the jail facility, ensuring that all state and federal laws are followed in the booking, housing and transportation of all inmates. This title does not supersede the authority of the Police Chief, as referenced in Title 15 of the State of California Penal Code. EXAMPLES OF ESSENTIAL DUTIES Ensure the welfare and safety of all inmates confined within the facility; supervise all subordinate personnel within the jail facility.
