A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH TO AMEND THE CLASSIFICATION PLAN
BY ADDING, DELETING AND MODIFYING CLASSIFICATIONS AND
MODIFYING COMPENSATION IN THE CITY CLASSIFICATION PLAN
WHEREAS, the City Council of the City of Huntington Beach wishes to amend the City
Classification Plan; and
The provisions of Personnel Rule 12-4 have been complied with, in that the changes to the City
Classification Plan were considered by the Personnel Commission during a public hearing held on June
18, 2003, and the Commission then voted to recommend the following changes to the City Council:
A. To add the position of"Senior Deputy City Attorney/Litigator," and establish
compensation for this position at the salary range 605. The Class Specification for the
position of"Senior Deputy City Attorney/Litigator" is attached hereto as Exhibit A and
incorporated herein by this reference; and
B. To add the position of"Paralegal,"and establish compensation for this position at salary
range 470. The Class Specification for the position of"Paralegal" is attached hereto as
Exhibit B and incorporated herein by this reference; and
C. To add the position of"Detention Administrator," and establish compensation for this
position at salary range 528. The Class Specification for the position of"Detention
Administrator" is attached hereto as Exhibit C and incorporated herein by this
reference; and
D. To add the position of"Wastewater Supervisor,"and establish compensation for this
position at the salary range 527. The Class Specification for the position of"Wastewater
Supervisor" is attached hereto as Exhibit D and incorporated herein by this reference;
and
E. To add the position "Street and Building Maintenance Supervisor"and establish
compensation for this position at the salary range 527. The Class Specification for the
position of"Street and Building Maintenance Supervisor" is attached hereto as Exhibit
E and incorporated herein by this reference; and
F. To delete the position of"Parks, Trees and Landscape Operations Manager"; and
G. To delete the position of"Park Equipment Crewleader"; and
H. To delete the position of"Street and Sewer Maintenance Supervisor"; and
I. To delete the position of"Building Maintenance Supervisor"; and
J. To delete the position of"Painting Crewleader"; and
K. To delete the position of"Electrical Maintenance Crewleader"; and

L. To amend the Class Specification for the position of"Equipment Services Crewleader"
as set forth in Exhibit F, which is attached hereto and incorporated herein by this
reference. The compensation for the position of"Equipment Services Crewleader, as
modified herein, shall be at the salary range 490; and
M. To amend the Class Specification for the position of"Maintenance Operations Manager"
as set forth in Exhibit G,which is attached hereto and incorporated herein by this
reference; and
N. To amend the Class Specification for the position of"Landscape Architect" as set forth
in Exhibit H, which is attached hereto and incorporated herein by this reference; and
O. To amend the Class Specification for the position of"Facility Maintenance Crewleader"
as set forth in Exhibit I, which is attached hereto and incorporated herein by this
reference,
NOW, THEREFORE,the City Council of the City of Huntington Beach does hereby resolve as
follows:
1. The City Classification Plan is hereby amended to add the position of"Senior Deputy
City Attorney/Litigator." The compensation for this position is established at salary
range 605. The Class Specification for the position of"Senior Deputy City
Attorney/Litigator" is attached hereto as Exhibit A and incorporated herein by this
reference; and
2. The City Classification Plan is hereby amended to add the position of"Paralegal." The
compensation for this position is established at salary range 470. The Class
Specification for the position of"Paralegal" is attached hereto as Exhibit B and
incorporated herein by this reference; and
3. The City Classification Plan is hereby amended to add the position of"Detention
Administrator." The compensation for this position is established at salary range 528.
The Class Specification for the position of"Detention Administrator" is attached hereto
as Exhibit C and incorporated herein by this reference; and
4. The City Classification Plan is hereby amended to add the position of"Wastewater
Supervisor." The compensation for this position is established at the salary range 527.
The Class Specification for the position of"Wastewater Supervisor" is attached hereto
as Exhibit D and incorporated herein by this reference; and
5. The City Classification Plan is hereby amended to add the position "Street and Building
Maintenance Supervisor" and establish compensation for this position at the salary range
527. The Class Specification for the position of"Street and Building Maintenance
Supervisor" is attached hereto as Exhibit E and incorporated herein by this reference;
and
6. To delete the position of"Parks, Trees and Landscape Operations Manager"; and
7. To delete the position of"Park Equipment Crewleader"; and

position of"Landscape Architect"as set forth in Exhibit H, which is attached hereto and

15. The City Classification Plan is hereby amended to add the Class Specification for the
position of"Facility Maintenance Crewleader"as set forth in Exhibit 1, which is
attached hereto and incorporated herein by this reference,
16. All other provisions of the City Classification Plan shall remain the same.

DUTIES SUMMARY — Provides in-house legal services to the City; assists the City
Attorney in providing legal advice and representation to City government, its officials,
and employees; represents the City in litigation both as a plaintiff and defendant in civil
litigation; drafts various contracts, ordinances, and resolutions; and provides
responsible and complex administrative support to the assigned Assistant City Attorney
or City Attorney.
DISTINGUISHING CHARACTERISTICS
This is a unique position from Deputy City Attorney I through III in that the Senior level is
a trial counsel position with emphasis in litigation and civil jury trial experience.
Incumbents have limited supervisory responsibilities and are assigned to handle high
exposure litigation principally in areas of personnel, police, tort defense, inverse
condemnation, and public works. Employees at this level receive minimal instruction or
assistance and are fully aware of the operating procedures and policies of the work unit.
This position is not flexibly staffed nor is generally attained from level Ill.
EXAMPLES OF ESSENTIAL DUTIES — Performs the full range of litigation work;
prevents and minimizes legal exposure by providing legal advice to City officers and
employees in law enforcement related matters; makes decisions concerning the
advisability to prosecute, compromise or dismiss civil citations or criminal violations;
responsible for litigation, trials, damage or other civil suits in State and federal courts,
including appellate work and the representation of the City's Police Department and its
officers in Pftchess motions; explains City policies and issues to employees, elected
officials, and the general public; performs legal research and provides legal opinions to
departments, boards, commissions, agencies and established committees; attends
meetings with City staff and/or members of the public on behalf of the City and provides
legal advice during the meetings; attends meetings of public bodies and serves as legal
advisor and provides legal advice during meetings of public bodies, including the City
Council, Personnel Commission, and Planning Commission; represents management in
hearings involving disciplining City employees; handles all aspects of assigned
cases/claims including investigation, pleading preparation, discovery, law and motion,
court appearances, settlement negotiations, legal research, witness preparation, and
trials for tort defense, writ actions, appellate work, civil rights actions, administrative
actions, and employee grievances; participates in supervising other attorneys, support
staff, and interns; provides work assignments and direction; reviews and evaluates work

MINIMUM QUALIFICATIONS:
Any combination of education, training, and experience that would likely provide the
knowledge, skills, and abilities to successfully perform in the position is qualifying. A
typical combination includes:
Knowledge of: Legal principles and practices of municipal law; civil, constitutional, and
administrative law; methods of legal research; tort law and liability litigation; judicial
procedures and rules of evidence; statutes and court decisions relating to civil rights
and public labor law; ordinances, statutes and court decisions relating to municipal
corporations; pertinent Federal, State and local laws, codes and regulations.
Ability to: Independently litigate the most complex types of cases, including, but not
limited to police civil rights cases and high exposure tort defense cases with limited
supervision.
Education: Graduation from a law school accredited by the American Bar Association
with a Juris Doctorate degree.
Experience: Five years of trial experience, including state and federal jury trial
experience.
LicenselCertifications: Active membership in the State Bar of California and
possession of a valid California Driver's License.
PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS -- Work is performed in an
office environment and requires the ability to exert a small amount of physical effort in
sedentary to light work involving moving from one area of the office to another; requires
the ability to sit, reach twist, lean and lift files and reports from desk tops or file drawers;
requires sufficient hand/eye coordination to perform semi-skilled repetitive movements,

DISTINGUISHING CHARACTERISTICS
Under general direction from the Assistant City Attorneys and Deputy City Attorneys,
incumbents are expected to resolve most problems confronted through the application
of judgment and precedent, referring to the supervisor or originator those which involve
solutions which are inconsistent with procedures or policies.
EXAMPLES OF ESSENTIAL DUTIES
Researches, gathers and compiles data on various legal issues, statutes, rules,
precedents, facts, evidence, codes, public records, contracts, ordinances and
resolutions for the preparation of cases, legal documents and legal citation references
to assist attorneys; composes and prepares briefs, affidavits, summonses, pleadings
and discovery documents; drafts complaints, answers to complaints, agreements,
resolutions, summonses, and ordinances, using a computer with related software;
assists with the research and preparation of the more complex pleadings and discovery
documents including responses, objections, correspondence, motions and trial briefs.
Organizes and coordinates trial preparation including witnesses, depositions and
courtroom logistics; prepares deposition summaries, deposition indices, trial exhibits,
evidence, notebooks and other related materials; assists the attorneys during trial.
Assists in case management issues including calendaring and contacts with opposition
counsel; reviews contracts for compliance with legal requirements; selects, assembles,
summaries and compiles substantive information on case statutes, opinions and
specific legal subjects.
Answers inquiries, interpreting legal requirements and provisions relative to the
appropriate legal code, regulations, precedence, or cases and procedures; delivers,
files and picks up documents for various courts, law offices and other locations;
communicates with elected public officials and their staff, law firms and companies and
organizations doing business with the City; contacts City staff and other persons, with

DUTIES SUMMARY
Manages the 24-hour a day, 7 days per week operation of the Huntington Beach Police
Department Jail.
DISTINGUISHING CHARACTERISTICS
This is a civilian, mid-management position reporting to the Administrative Operations
Division Commander. The Detention Administrator has full responsibility for the safe
operation of the jail facility, ensuring that all state and federal laws are followed in the
booking, housing and transportation of all inmates. This title does not supersede the
authority of the Police Chief, as referenced in Title 15 of the State of California Penal
Code.
EXAMPLES OF ESSENTIAL DUTIES
Ensure the welfare and safety of all inmates confined within the facility; supervise all
subordinate personnel within the jail facility. Other duties include, but are not limited to,
staffing the jail at established minimums as set by the department; prepare and maintain
an accurate and acceptable annual budget; establish effective work schedules; write
performance evaluations; prepare requests for state and federal grants; investigate
grievances and citizen's complaints; facilitate training of jail personnel at levels set by
the Board of Corrections; ensure compliance of all Federal, State and local laws and
regulations; ensure the successful completion of the annual fire and health inspections
and the Board of Correction bi-annual inspections for facility certification; ensure all
equipment and facilities are maintained in good working order, including the booking,
housing and sobering cells, trusty's quarters, restrooms, kitchens and storage areas;
establish and maintain a regular schedule for Trusty and Pay-to-Stay programs,
including work to be performed inside and outside the facility by trusty's; establish and
maintain a continuous inventory of food and medical supplies for inmates; maintain
inventories of all property including uniforms, bedding, clothing, utensils and other
materials issued inmates and employees. May be required to testify in court.

personnel in the many functions of the jail; create and maintain effective working
schedules; effectively communicate policies and procedure, as well as related Federal,
State and local laws; write state and federal grants; research, analyze and evaluate new
equipment, programs, techniques, methods and procedures; create revenue generating
programs; communicate effectively, both verbally and in writing; commit to providing
quality customer service.
Education: Bachelor's Degree in Business Administration, Public Administration,
Criminal Justice or related field.
Other: Must have successfully completed the State of California Detention Officer
Supervisory Course or equivalent.
Experience: Five (5) years experience within the jail unit of a law enforcement agency,
including two (2) years in a supervisory position.
License: Must have a valid California Driver's License by the date of appointment.
PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS: Work involves exposure
to potential physical harm. There is frequent need to stand, reach overhead, sit, stoop,
walk, work in confined spaces, and perform other similar actions during the course of
the workday. Must be able to work any shift, including weekends and holidays.

DUTIES SUMMARY
Under the general direction of the Utilities Manager, plans, supervises, and coordinates
the operation, maintenance and repair of the City's wastewater and storm water
pumping systems.
DISTINGUISHING CHARACTERISTICS
The Supervisor, Sewer Maintenance administers the wastewater collection,
transmission and pumping systems; is accountable for oversight of employee training
and employee adherence to safe working practices, and directly supervises program
Crewleaders and/or Leadworkers.
EXAMPLES OF ESSENTIAL DUTIES
Plans, coordinates, and supervises program activities for wastewater systems, including
system pumping, maintenance, repair, and line replacement; wastewater lift station
operation and maintenance, and wastewater line cleaning; recommends program
budgets and administers approved budgets; sets master schedule for program
activities; coordinates SCADA and telemetry systems; coordinates program activities
with citizens, contractors, agencies, and in-house personnel; supervises and evaluates
program activities, especially in terms of quality and quantity of work product; evaluates
employees reporting directly and reviews/approves evaluations for all wastewater
maintenance personnel; reviews, recommends and implements employment decisions
regarding such activities as selection, promotion, discipline and contract administration;
writes reports, requests for Council action, specifications for equipment and services,
budget justifications, and business correspondence; researches and recommends
equipment purchase and usage; remains current on developments in wastewater
maintenance practices, materials, and equipment; coordinates, directs, and inspects
work performed by contractors for City facilities and/or equipment, under the program's
purview, including detailed review of plans and specifications; prepares, conducts and
administers safety and training programs; ensures availability of required resources for
program operations as budgeted; maintains records of all work activity for wastewater
maintenance programs; investigates and mitigates citizen complaints; represents the
City on wastewater maintenance matters; works productively, independently or in a
group setting, to complete projects, sets production standards, and develops work

PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS -Work is performed indoors
and outdoors. When work is performed outdoors, there is full exposure to the elements
and the incumbent may be exposed to heat and cold. The incumbent stands, and walks
on level and uneven/slippery surfaces, twists, bends, pushes, pulls, crouches, crawls,
climbs ladders, reaches, grasps, lifts and carries items weighing 40 pounds or less.
