A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH TO AMEND THE CLASSIFICATION PLAN
BY ADDING, DELETING AND MODIFYING CLASSIFICATIONS AND
MODIFYING COMPENSATION IN THE CITY CLASSIFICATION PLAN
WHEREAS,the City Council of the City of Huntington Beach wishes to amend the City
Classification Plan; and
The provisions of Personnel Rule 12-4 have been complied with, in that the changes to the
City Classification Plan were considered by the Personnel Commission during a public hearing held
on December 18, 2002, and the Commission then voted to recommend the following changes to the
City Council:
A. To add the position of"Principal Librarian,"and establish compensation for this
position at the salary range 518. The Class Specification for the position of
"Principal Librarian" is attached hereto as Exhibit A and incorporated herein by this
reference; and
B. To add the position of"Senior Services Assistant," and establish compensation for
this position at salary range 328. The Class Specification for the position of"Senior
Program Assistant" is attached hereto as Exhibit B and incorporated herein by this
reference; and
C. To add the position of"Senior Services Transportation Coordinator," and establish
compensation for this position at salary range 422. The Class Specification for the
position of"Senior Transportation Coordinator" is attached hereto as Exhibit C and
incorporated herein by this reference; and
D. To delete the position of"Nutrition/Transit Coordinator"; and
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve
as follows:
1. The City Classification Plan is hereby amended to add the position of"Principal
Librarian,"the Class Specification for this position is amended as set forth in
Exhibit A, and compensation shall be established for this position at salary range
518.
2. The City Classification Plan is hereby amended to add the position of"Senior
Services Assistant,"the Class Specification for this position is hereby amended as set
forth in Exhibit B, and compensation shall be established for this position at salary
range 328.
3. The City Classification Plan is hereby amended to add the position of"Senior
Services Transportation Coordinator,"the Class Specification for this position is

hereby amended as set forth in Exhibit C, and compensation shall be established for
this position at salary range 422.
4. The City Classification Plan is amended to delete the position of"Nutrition/Transit
Coordinator."
5. All other provisions of the City Classification Plan shall remain the same.

DUTIES SUMMARY
Under the general supervision of the Library Director, performs specialized and complex
advanced journey level professional library duties, including the supervision and training
of assigned staff and volunteer workers.
DISTINGUISHING CHARACTERISTICS
The Principal Librarian is distinguished from the Senior Librarian based on the level of
accountability and responsibility of the duties performed. Duties require a high level of
independent judgment to oversee a work unit comprised of two or more functional
areas.
EXAMPLES OF ESSENTIAL DUTIES
Oversees assigned functions of the library such as bra nches/med ia/child ren's;
reception/literacy/reference; and tech nologyltechnical services and
acquisitions/circulation and maintenance; participates on the Library Management
Team; supervises staff, evaluates performance, and recommends personnel actions;
develops and implements service goals, objectives, and programming for special areas
as required and coordinates joint projects with other department supervisory staff and
other City departments; makes recommendations for staffing, equipment, materials and
supplies; acts as a key contact person for assigned work unit; promotes programs to
increase financial support among community and service groups; researches, analyzes
data and prepares comparative and statistical responses to other City departments and
the library; directs, coordinates, and reviews work plans established by the Library
Director by meeting with staff to identify and resolve problems, assigning work activities
and projects, monitoring work flow, reviewing and evaluating work products, methods,
and procedures; evaluates community needs and library programs and implements

program changes in response to community needs; recommends training programs for
specialized instruction within assigned work unit; develops, writes, and coordinates
Library grants and contracts and monitors performance; prepares statistical memos and
reports; supervises volunteers and coordinates library support groups in various fund
raising and other activities; develops, manages and monitors the implementation of a
program budget; and performs other duties as. assigned.
The preceding duties have been provided as examples of the essential types of work
performed by positrons within this job classification. Management reserves the right to
add, modify, change or rescind work assignments as needed.
MINIMUM QUALIFICATIONS
Knowledge of: Principles and techniques involved in the operation and administration of
a modern public library; organization, objectives, programs, services and technology for
a Central Library and branches; principles and techniques for reference research,
selection, classification, indexing, cataloging and organization of library materials;
personal computer operation and working knowledge of. Windows based software
specific to library services; library programs and services and their relationship to
community needs; budgeting procedures and techniques; and principles and practices
of supervision, training and personnel management.
Ability to: Organize, direct, and implement a comprehensive Central Library program
that meets the needs of the community; analyze problems, identify alternative solutions
and implement recommendations; coordinate activities within the Library system;
interpret library policies, procedures, and services; conduct detailed research and
analysis; prepare accurate relevant reports; operate a personal computer; prepare and
administer a budget; supervise, train, and evaluate personnel; communicate clearly and

Experience and Trainina Guidelines
Any combination of experience and training that would likely provide the required
knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities
would be:
Education/Training: Possession of a Master's Degree in Library Science from an
American Library Association (ALA) accredited college or university.
Experience: Five years of increasing responsible full-time professional library
experience, including two years of supervisory experience. Experience in branch
libraries, a Central Library division or technical services is highly desirable.
License: Possession of or ability to obtain and maintain a valid California Driver's
License with an acceptable driving record.
PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS
Ability to lift up to 25 pounds in weight. Reasonable accommodation will be considered
on a case by case basis.

DUTIES SUMMARY
With general supervision, delivers programs and services for senior citizens and
performs other duties as required within the scope of the classification.
DISTINGUISHING CHARACTERISTICS
The Senior Services Assistant assists in the delivery of senior citizens programs and
services.
EXAMPLES OF ESSENTIAL DUTIES
Delivers demand responsive transportation services to ensure timely, efficient and safe
customer service. Drives various routes using guidance and direction from Senior
Services Transportation Coordinator. Investigates complaints, accidents and personal
injuries and completes necessary reports. Provides safe and efficient services needed
to facilitate orderly movement of passengers.
Provides a senior citizen nutrition program; writes delivery schedules and directions,
including maps; prepares meal orders and tags, verifies total deliveries against invoice;
reviews and updates routes; calls in substitute drivers when necessary; trains and
coordinates volunteers in packing and delivery of meals.
Coordinates the daily work of drivers and delivery personnel; assigns, schedules and
monitors work; appraises performance;assists in training new employees; promotes the
observation of safe work practices at all times. Performs related duties as assigned
including record keeping, preparing periodic reports, scheduling for special events and
assisting in outreach efforts.

DUTIES SUMMARY
With general supervision, coordinates demand-responsive transportation services for
senior citizens and performs other duties as required within the scope of the
classification.
DISTINGUISHING CHARACTERISTICS
The Senior Services Transportation Coordinator is a single position job class with
responsibility for scheduling and coordinating transportation services to support senior
citizens programs. This position also provides safety and sensitivity training for paid
drivers and volunteers in the care of the disabled population.
EXAMPLES OF ESSENTIAL DUTIES
Coordinates demand-responsive transportation operations to ensure timely, efficient
and safe customer service. Schedules and dispatches routes; provides guidance and
direction to drivers in route. Investigates complaints, accidents and personal injuries and
completes necessary reports. Oversees and monitors routes and lift operations to
ensure sufficient staffing to facilitate orderly movement of passengers
Monitor Transportation services to assure compliance with ESI Safety Handbook; OCTA
Senior Mobility Program/Older Americans Act, Cal Trans 5310 Grant. Maintain and
report statistical information.
Coordinates the daily work of drivers and delivery personnel; assigns, schedules and

observation of safe work practices at all times. Performs related duties as assigned

MINIMUM QUALIFICATIONS
Knowledge of: City and departmental policies and procedures; city regulations, rules
and ordinances related to transit operations, worker safety and the disabled; City
geography; transportation routes and scheduling; compliance requirements for state
and federal programs, supervisory techniques; effective customer service methods and
practices; standard office principles and procedures; personal computer and standard
business software.
Ability to: Plan and organize transportation or delivery schedules and routes; maintain
accurate records; record and retrieve information; operate personal computer, standard
software applications, standard office equipment and two-way radio; establish and
maintain effective working relationships with those contacted in the course of work;
communicate effectively with others.
Education: An AA degree in related business, Human, Social Services or Related field.
College level course work in gerontology, social work, sociology or psychology
recommended.
Experience: A minimum of two (2) years of social service or related experience.
Experience in working with senior citizens preferred. Computer skills necessary.
Certifications/License: Possession of a valid California motor vehicle operator's
license.
