A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH TO AMEND THE CLASSIFICATION PLAN
BY MODIFYING THE CLASS SPECIFICATIONS FOR VARIOUS POSITIONS IN THE PUBLIC
WORKS DEPARTMENT AND THE POLICE DEPARTMENT
WHEREAS,the City Council of the City of Huntington Beach wishes to amend the City
Classification Plan; and
The provisions of Personnel Rule 12-4 have been complied with, in that the changes to the City
Classification Plan were considered by the Personnel Commission during public hearings held on
September 15, 2004, and the Commission voted to recommend to the City Council that the City's
Classification Plan be amended to modify the class specifications for the following positions;
Utilities Manager;
Water Production Supervisor;
Water Operations Crewleader;
Water Operations Leadworker;
Water Systems Technician III;
Water Systems Technician 1T;
Water Quality Coordinator;
Cross Connection Control Specialist;
Water Quality Technician;
Water Distribution Supervisor;
Water Distribution Maintenance Crewleader;
Water Distribution Meters Crewleader;
Park Maintenance Supervisor;
Tree Maintenance, Landscape, Pest Control Supervisor;
Police Sergeant; and
Police Lieutenant
NOW,THEREFORE,the City Council of the City of Huntington Beach does hereby resolve as
follows:
1. Modify the Class Specification in the City's Classification Plan for positions in the
Utilities Division of the Public Works Department pertaining to State water certification
requirements for employees as set forth in Exhibit A.
2. Modify the Class Specification for the Park Maintenance Supervisor and Tree
Maintenance,Landscape,Pest Control Supervisor positions in the City's Classification
Plan as set forth in Exhibit B.
3. Modify the Class Specification for the Police Sergeant and Police Lieutenant positions in
the City's Classification Plan as set forth in Exhibit C.

4. All other provisions of the Classification Plan shall remain the same.

DUTIES SUMMARY
Under the administrative direction of the Director of Public Works, plans, directs,
manages, supervises, and coordinates the activities and operations of the Utilities
Division within the Public Works Department to include potable water production,
transmission and distribution, wastewater collection and transmission, storm water
pumping conveyance, and equipment maintenance; plans, organizes and manages the
operation, maintenance, installation, replacement and repair of a variety of water and
wastewater collection, transmission and pumping systems; coordinates assigned
activities with other divisions, departments, and outside agencies; may oversee or
serves as Contract Manager, Board Engineer, and/or Secretary to the West Orange
County Water Board; and provides highly responsible and complex administrative
support to the Director of Public Works.
DISTINGUISHING CHARACTERISTICS
This division head level position exercises direct supervision over supervisory,
professional, technical and clerical personnel and coordinates the division's efforts with
other City departments.
EXAMPLES OF ESSENTIAL DUTIES
Assumes management responsibility for assigned services and activities of the Utilities
Division including: potable water production, quality, transmission and distribution;
wastewater systems, including system pumping, maintenance, repair, and line
replacement; meter reading and maintenance; storm drain pump and wastewater lift
station operation and maintenance; wastewater line cleaning; SCADA and telemetry
systems; supervises the maintenance and operation of water supply and production
facilities to keep an adequate supply and pressure of potable water in the distribution
system at all times to meet the needs of the City; manages and participates in the
development and implementation of goals, objectives, policies, and priorities for
assigned programs; recommends and administers policies and procedures; monitors
and evaluates the efficiency and effectiveness of service delivery methods and
procedures; recommends, within departmental policy, appropriate service delivery and
staffing levels; plans, directs, coordinates, and reviews the work plan for Utilities
Division staff; assigns work activities, projects, and programs; reviews and evaluates

work products, methods, and procedures; meets with staff to identify and resolve
problems; selects, trains, motivates, and evaluates assigned personnel; provides or
coordinates safety training; works with employees to correct deficiencies; implements
discipline and termination procedures; oversees and participates in the development
and administration of the division's annual budget; participates in the forecast of funds
needed for staffing, equipment, materials, and supplies; monitors and approves
expenditures; implements adjustments; serves as the liaison for the Utilities Division
with other divisions, departments, and outside agencies; negotiates and resolves
sensitive and controversial issues; maintains liaison with the Orange County Water
District, Metropolitan Water District, Municipal Water District of Orange County and the
Orange County Sanitation District to protect the City's water interests; prepares and
presents staff reports and other necessary correspondence; provides contractual
services to West Orange County Water Board; may serve as or oversee the Contract
Manager, Board Engineer, and Secretary to the West Orange County Water Board;
coordinates with water engineering professionals to assure development of needed
capital projects and maintenance of system plans and records; provides responsible
staff assistance to the Director of Public Works; conducts a variety of organizational
studies, investigations, and operational studies; coordinates and consults with
management to secure an appropriate rate structure and timely, cost-effective fee
collection service; recommends modifications to Utilities Division programs, policies,
and procedures as appropriate; attends and participates in professional group meetings;
stays abreast of new trends and innovations in the fields of public administration and
water and wastewater system operations and maintenance; in consultation with Public
Works Inspection staff, initiates field inspections of work areas and inspects related
work areas as necessary; responds to and resolves difficult and sensitive citizen
inquiries and complaints; performs related duties and responsibilities as required.

QUALIFICATIONS

Knowledge of: Operational characteristics, services, and activities of a municipal
potable water supply and distribution system; wastewater collection and pumping
system; flood control pumping station system; engineering and construction principles
and practices including those used in estimating costs and contract administration;
thorough knowledge of construction, operation, and maintenance methods and

regulations; customer service and conflict resolution techniques.
Ability to: Oversee and participate in the management of a comprehensive potable
water production, quality, distribution, meter reading and maintenance, program; storm
drain pump station operation and maintenance program; and wastewater collection and
pumping program; oversee, direct, and coordinate the work of lower level staff; select,
supervise, train, and evaluate staff; participate in the development and administration of
division goals, Objectives, and procedures; prepare and administer large program
budgets; prepare clear and concise administrative and financial reports; analyze
problems, identify alternative solutions, project consequences of proposed actions, and
implement recommendations in support of goals; research, analyze, and evaluate new
service delivery methods and techniques; interpret and apply Federal, State, and local

Education: Equivalent to a Bachelor's degree from an accredited college or university
with major course work in civil engineering or a related field.
Experience: Five (5) years' of increasingly responsible operational experience related
to water systems, including three years of progressively responsible supervisory
experience.
Certifications/License: Must possess a valid California motor vehicle operator's
license. Registration as a Civil Engineer in the State of California highly desirable; State
of California Grade 11 Water Treatment Certificate desirable.

PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS
Work is performed indoors and outdoors. When work is performed outdoors, there is foil
exposure to the elements and the incumbent may be exposed to heat and cold. The
incumbent stands, and walks on level and uneven/slippery surfaces, twists, bends,
pushes, pulls, crouches, crawls, climbs ladders, reaches, grasps, lifts and carries items
weighing 40 pounds or less. Indoor office work requires sitting at a desk or table for
prolonged periods of time and use of a computer and screen. Employee

DUTIES SUMMARY
Plans, supervises and coordinates the water production, water quality, and flood control
functions to ensure adequate water supplies for designated service area; and performs
related duties as required.
DISTINGUISHING CHARACTERISTICS
The Water Production Supervisor administers the water pumping, supply and quality
control programs. The incumbent works under the general supervision of the Utilities
Manager and directly supervises program Crewleaders and/or Leadworkers.
EXAMPLES OF ESSENTIAL DUTIES
Plans, coordinates and supervises program activities for water production; recommends
water production budget and administers approved budget; sets master schedule for
program activities; oversees the operation and maintenance of water production, water
treatment, flood control and telemetry systems, and import water connections; oversees
water treatment facilities concerned with fluoridation and chlorination; oversees the
operation and maintenance of natural gas and electrically powered equipment used in
flood control, booster pump stations, well water operations and import water
connections; coordinates communications with Air Quality Management District on
requirements concerning natural gas engines; prioritizes the repair or replacement of
various equipment utilized in the water production functions; coordinates the operation
and maintenance of the telemetry system which provides status checks alerting
malfunction of water and flood control systems; oversees water quality, inspection and
cross connection control programs; writes reports, Requests for Council Action,
specifications for equipment and services, budget justifications, and business
correspondence; ensures availability of required resources for program operation;

DISTINGUISHING CHARACTERISTICS
The Water Operations Crewleader supervises crews in the water production department
and performs advanced journey level work in water production systems.
EXAMPLES OF ESSENTIAL DUTIES
Plans, schedules, selects, and requisitions necessary equipment and related supplies;
oversees all work in progress to ensure quality, timeliness and safety; schedules and
coordinates projects; coordinates work with other departments.
Assists or participates in performing water maintenance and repair work as necessary;
inspects and makes recommendations for improvements and maintenance of water
construction, installation, maintenance, and repairs.
Interviews, trains and motivates employees, assigns and evaluates work, and
recommends disciplinary action according to established City procedures; conducts
performance appraisals; supports and actively promotes the City's safety programs;
performs periodic safety inspections; identifies and corrects safety hazards.
Provides input during the budget process and monitors the operating budget for area of
responsibility; maintains inspection and repair records; maintains inventory of necessary

DUTIES SUMMARY
With general supervision, maintains, repairs and overhauls large industrial engines,
drive lines, pumps and related equipment used in water production and storm drain
installations; and performs other duties as required within the scope of the classification.
DISTINGUISHING CHARACTERISTICS
The Water Operations Leadworker performs advanced journey level work in water
production systems and is a working supervisor with responsibility for performing and
leading workers that perform a variety of maintenance tasks in the water production
systems.
EXAMPLES OF ESSENTIAL DUTIES
Overhauls, repairs and maintains large industrial engines, drive lines, pumps and
related equipment, and performs other maintenance procedures; installs, maintains and
repairs water, gas, air and other plumbing lines in conformance with applicable codes;
installs, maintains and repairs a variety of electrical systems, motors and power
equipment; performs preventative maintenance and inspections of pumping station
motors and control systems; aids in construction of pumping stations and booster
plants; installs industrial engines or electrical motors with pumps; welds components
such as large brackets and wiring of all sensing devices and automatic controls.
Constructs chemical treatment plants to treat water with both chlorine and fluoride;
wires control devices and installs plumbing and mechanical components; installs and
maintains various electronic telemetering, recording and SCADA equipment for water
and flood controls stations; makes field computations on the chlorine and fluoride
quantities used for treatment of well waters.
Prepares work schedules and assigns/reviews work. Performs record keeping and
maintains files on work performed and scheduled for maintenance or repair; keeps

DUTIES SUMMARY
With general supervision, performs a variety of skilled tasks in the maintenance of the
City's water production plant, and performs other duties as required within the scope of
the classification.
DISTINGUISHING CHARACTERISTICS
The Water System Technician, Senior is a journey level position with responsibility for
performing skilled mechanical tasks. It is distinguished from the Water System
Technician by the experience and certification requirements and reports to the Water
Production Supervisor.
EXAMPLES OF ESSENTIAL DUTIES
Maintains, repairs, installs, overhauls and operates water treatment equipment,
hydraulic and mechanical systems, computerized telemetry and control systems, large
industrial engines and electric motors, power transmission components and drivelines
and pumps used in municipal water supply production as well as storm drain pump
stations. Installs and maintains water, gas, air and other plumbing and hydraulic lines.
Assists in the construction, operation and maintenance of chemical treatment plants and
filtration systems. Computes dosage and concentration of various chemicals for
maintenance of the system. Trouble shoots and repairs computer based control and
telemetry systems, transmitters, receivers and telephone lines. Delivers fluoride to the
water system.
Maintains records and files; supports and actively promotes the City's safety programs;
assists with periodic safety inspections; identifies and corrects safety hazards.
Responds to emergency calls for service on a Cali-out basis, and works outside of
normal business hours, as needed.
