A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF HUNTINGTON BEACH AMENDING THE CITY CLASSIFICATION PLAN
BY ADDING THE JOB SPECIFICATION FOR THE CLASSIFICATION OF SUPERVISORY
CONTROL AND DATA ACQUISITION(SCADA) COORDINATOR AND ESTABLISHING
COMPENSATION AND REACTIVATING THE CLASSIFICATION OF PAINTER
LEADWORKER AND REVISING THE JOB SPECIFICATIONS FOR THE
CLASSIFICATION OF TREE EQUIPMENT OPERATOR AND DELETING THE JOB
SPECIFICATION FOR THE CLASSIFICATION OF PREPARATOR
WHEREAS, the City Council of the City of Huntington Beach wishes to amend the City
Classification Plan; and
The provisions of Personnel Rule 12-4 have been complied with, in that the changes to
the City Classification Plan were considered by the Personnel Commission during public
hearings held on October 19, 2005 and December 14, 2005; and
On October 19, 2005, the Commission voted to recommend to the City Council that the
City's Classification Plan be amended by adding the classification of Supervisory Control and
Data Acquisition(SCADA) Coordinator; and;
On December 14, 2005, the Commission also voted to recommend to the City Council
that the City's Classification Plan be amended by reactivating the classification of Painter
Leadworker and modifying the minimum qualifications for the classification of Tree Equipment
Operator and deletion of the job specification for the classification of Preparator 1,
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:
1. Add the Class Specification and Compensation Level of Supervisory Control and Data
Acquisition (SCADA) Coordinator to the City's Classification Plan and establishing
compensation at Range 496 ($4,487 - $5,557) as set forth in Exhibit A, which is attached hereto
and incorporated herein by this reference.
2. Revising the job specifications, reactivating the classification of Painter Leadworker
and modifying the minimum qualifications for the classification of Tree Equipment Operator in
the City's Classification Plan as set forth in Exhibit B, which is attached hereto and incorporated
herein by this reference.
3. Deleting the job specification for the classification of Preparator from the City's
Classification Plan as set forth in Exhibit C, which is attached hereto and incorporated herein by
this reference.
4. All other provisions of the City's Classification Plan shall remain the same.

DUTIES SUMMARY
Under general direction, plans, coordinates and oversees the operation and
maintenance of SCADA (Supervisory Control and Data Acquisition), telemetry and
electrical systems for the Utilities Division; performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
The SCADA Coordinator is responsible for the development and implementation of
objectives and procedures and operating practices required for system operation and
security of data within the system. An incumbent in this classification also performs
skilled electronic work in the installation, maintenance and repair of water and
wastewater equipment control and monitoring systems. The SCADA Coordinator works
under the direction of the Utilities Manager.
EXAMPLES OF ESSENTIAL DUTIES
Plans, assigns, coordinates, reviews and evaluates the work in the design,
implementation and maintenance of the City's SCADA system; performs installation,
maintenance, design and testing of software programs for use with SCADA; evaluates
work methods and operations; estimates time and material costs, requisitions supplies
and equipment; assists in budget preparation and monitoring of program expenditures;
develops and maintains network communication between equipment, controls, field
hardware and SCADA systems; performs troubleshooting and repair of electronic
systems, remote terminal units, SCADA computers and other related equipment.
Reviews project plans with staff; makes changes based upon observations and
operational problems; inspects project in progress and upon completion; provides
technical advice and assistance on problems and/or unusual situations; reviews plans
and specifications for new facilities; recommends equipment needs for new facilities;
coordinates work with other departments.
Maintains records and such documents as license agreements and product warranties;
writes a variety of reports and correspondence on work performed; documents all
software programs and hardware in use.

Participates in the selection of employees; plans, organizes and assigns work; develops
and establishes work methods and standards, trains staff; reviews and evaluates
employee performance; recommends disciplinary action; establishes and implements
safety programs and coordinates the training of subordinates.
Responds to emergency calls for service on a call-out basis, and works outside of
normal business hours, as needed; performs related duties and responsibilities as
required.

MINIMUM QUALIFICATIONS:
Any combination of education, training, and experience that would likely provide the
knowledge, skills, and abilities to successfully perform in the position is qualifying. A
typical combination includes:
Knowledge of: Pertinent Federal, State, local codes, laws and regulations; use of
control systems, personal computers and electronics; proper English usage, spelling,
grammar, and punctuation; principles and procedures of filing and record keeping;
principles of lead supervision and training; methods and techniques of research,
analysis, and report preparation; applicable occupational hazards and safety practices
budgeting practices; modern office procedures and methods including computer
equipment and software applications, including AutoCAD for maintenance of electrical
drawings and schematics.
Ability to: Read and interpret blueprints, schematics, construction drawings, diagrams
and technical manuals; diagnose and resolve problems related to SCADA and telemetry
equipment; perform a variety of skilled, complex and technical repair and maintenance
of equipment related to the operation of SCADA and telemetry systems; work with
electricity and repair electrical equipment; maintain accurate records; understand and
follow policies and procedures; prepare clear and concise reports; analyze problems,
identify alternative solutions, project consequences of proposed actions and implement
recommendations; operate a variety of office equipment including a computer and

Education: The equivalent of a high school diploma with college coursework in
engineering, computer science, electronics or a related field.
Experience: Four (4) years experience as an electrical or instrumentation technician
performing a variety of troubleshooting, repair, programming, preventative maintenance
tasks and adjustments to the types of computer systems, programmable logic
controllers, instrumentation, electronic pneumatic and electrical controls, telemetry
systems and motor controls found in a water and wastewater plant, including one year
working as a lead or in a supervisory capacity.
License/Certificate: California Department of Health Services Water Treatment
Operator Grade II.. Due to the performance of field duties that may require operation of
a City vehicle, possession of a valid California motor vehicle operator's license may be
required along with an acceptable driving record.
PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS — Work involves detailed
concentration for long periods of time in a modified office environment and requires
sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as
use of a personal computer or other office equipment; communicate effectively both orally
and in writing. The incumbent also works in an outdoor environment with possible
exposure to chemicals, raw sewage, oil, fuel, water and wastewater chemicals,
hazardous atmospheres and high noise levels. There is frequent need to carry, push and
lift up to 75 pounds of equipment; occasionally stoop, kneel, crawl or climb ladders. The
employee must be able to work beyond a regular scheduled workday when required.

DUTIES SUMMARY—With general supervision, oversees crews and performs a variety
of semi-skilled and skilled tasks in the painting of City facilities and equipment, removing
graffiti and provides advanced journey level support to painting maintenance.
DISTINGUISHING CHARACTERISTICS — The Painter Leadworker is a working
supervisor with responsibility for performing and leading workers that perform a variety
of semi-skilled and skilled painting and graffiti eradication tasks and provides oversight
to the day-to-day operations of a paint crew. An incumbent works under the general
supervision of the Facilities Maintenance Crewleader, provides daily assignments to
work crews and performs advanced journey level work where required.
EXAMPLES OF ESSENTIAL DUTIES
Assists with planning and scheduling work projects; assigns work to employees in the
crew; trains employees in work assignments and safe work practices; follows up to
ensure safety practices are followed; evaluates employee performance; addresses
routine employee relations problems. Assists with the oversight of contractors and
performs record keeping and file maintenance.
Paints and resurfaces structures; removes old surfaces through chipping, burning,
scaling, scraping, sanding, or other methods. Mixes paints; matches colors; prepares
surfaces through dusting, wire brushing, washing and patching holes, dents and cracks.
Applies primers, paints and other materials with a brush, roller, sprayer or other
mechanism; performs wall preparation such as drywall taping, mudding and texturing;
wraps and fireproofs mufflers in preparation of painting; works from ladders, scaffolds,
and platforms to paint and hang wallpaper, vinyl and wall coverings; and provides
immediate response and removal of reported graffiti within policy guidelines of the
Citywide graffiti eradication program to maintain aesthetics of the community.
Assists in the preparation of plans for improved performance of the paint maintenance
function; compiles and maintains records of work performed; provides painting
maintenance statistics to the Crewleader for budgetary planning.

Ability to: Paint and refinish surfaces; read and interpret diagrams, specifications, and
manuals; make field drawings; give and follow written and oral instructions; keep
accurate records and files; work according to prescribed safety and industry standards;
provide on-the job training; communicate effectively with work crews and public; assign
work and track assignments.
Education: Equivalent to graduation from high school.
Experience: Three (3) years experience as a journey level painter.
Certification/License: Due to the performance of field duties that requires operation of
a City vehicle, possession of a valid California motor vehicle operator's license and an
acceptable driving record is required.
PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS - Work involves moderate
physical activity and exposure to all types of weather, potential physical harm, dangerous
machinery, potentially infectious disease and hazardous chemicals in both an outdoor
setting and in an office environment. There is frequent need to stand, stoop, walk, climb,
work in proximity to vehicular traffic, lift equipment or materials (up to 50 pounds), and
perform similar other actions during the course of the workday. Reasonable

DUTIES SUMMARY
With general supervision, operates tree trimming equipment to maintain all City trees,
aesthetically and in a safe manner; removes dead and dying or diseased trees and
plants new trees to provide a safe environment for the public in the parks, streets, and
arterial highways; and performs other duties as required within the scope of the
classification.
DISTINGUISHING CHARACTERISTICS
The Tree Equipment Operator is a journey level single class position operating aerial
trimmers, manlifts and related equipment and has no supervisory responsibility.
EXAMPLES OF.ESSENTIAL DUTIES
Checks daily schedule and service requests for work to be completed; inspects
equipment and reports safety hazards and maintenance problems; trims and removes
dead, dying, or diseased trees and limbs; removes brush and tree trimmings, stumps
and roots, and disposes of in a safe manner.
Operates truck to transport equipment to and from job sites; sets up traffic controls at
job site per CALTRANS W.A.T.C.H. handbook; sets up and operates aerial trimmers
and manlifts to trim trees and remove limbs and branches; operates loader to remove
brush, trees and soil and to extract stumps; digs planting holes and plants new trees;
operates dump trucks to transport materials and debris; uses other basic hand and
power tools such as trimmers, chain saws, pruners, wands, edgers, stake pounders;
maintains and adjusts aerial equipment and other tools; hangs and takes down City
banners from streets as required.
Completes time records and safety reports; requests supplies and materials as needed;
attends safety and staff meetings; explains work methods, procedures and equipment
use to employees, inspects work and completes records in absence of supervisor.

knowledge, skills, and abilities to successfully perform in the position is qualifying. A
typical combination includes.
Knowledge of: Work methods, procedures, and techniques associated with the
operation of aerial trimmers, manlifts, backhoes, loaders, root cutters, stump grinders
and related hand and power tools and equipment; state vehicle code and traffic safety
laws and regulations; tree species identification and selection; pruning, removal and
safety techniques; maintenance, safety and basic equipment repair procedures.
Ability to: Read and understand detailed written and oral instructions; perform
mechanical functions and safely operate various equipment and hand tools; work safely
at substantial heights above the ground; work independently and as'a team member.
Education: High school diploma or equivalent.
Experience: Two or more years in operating field maintenance equipment; tree
trimming and tree identification experience preferable.
Certifications/License: Possession of a valid commercial Driver's License, with the
ability to obtain appropriate endorsement within a reasonable time frame. Note: Failure
to obtain appropriate endorsement may result in the failure to pass probation.
Certified I.S.A. Arborist or equivalent certification within one year of appointment.
PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS - Work involves moderate
to heavy work in a shop environment or in the field in all types of weather, with exposure
to hazardous chemicals, and potential exposure to physical harm. There is frequent
need to stand, stoop, bend, walk, lift heavy objects up to 80 pounds and perform other
similar actions during the course of the workday. Employee accommodations for

The fundamental reason this classification exists is to fabricate display equipment and

DISTINGUISHING CHARACTERISTICS
A Preparator performs journey level skilled craft work in constructing gallery/display areas
for the exhibition of art An incumbent works under the general supervision of cultural
affairs management and supervises gallery aides.
EXAMPLES OF ESSENTIAL DUTIES
Designs, constructs, installs and dismantles display equipment and gallery areas for the
exhibition of contemporary art in a variety of media and scale; builds display areas and
installs art work with consideration for aesthetics and safety; creates moveable walls
and display cases; develops lighting for exhibitions; prepares installation graphics, that
is, labels, text, and signs; collaborates with artists and staff on design of display areas;
maintains workshop; oversees packing, shipping and receiving of artwork; tracks
shipping and transportation of individual pieces of artwork or traveling exhibitions; works
with staff to process loan, insurance, and shipping documents; maintains audio visual
and program equipment and tools; maintains records of exhibitions; supervises and
trains gallery aides and volunteers; works as a member of the Art Center team.
