HomeMy WebLinkAboutCity Council - 2008-25 RESOLUTION NO. 2008-25 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH ESTABLISHING A CENTENNIAL COMMITTEE WHEREAS, pursuant to Huntington Beach Charter Section 405, the City Council of the City of Huntington Beach desires to establish a temporary advisory committee to plan and execute the City's Centennial Celebration, and; Such committees may be established by resolution pursuant to Section 2.100.010 of the Huntington Beach Municipal Code. NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: SECTION 1. There is hereby established a Centennial Committee, ,which shall be an advisory body to the City Council implementing policy as set by the City Council, and shall work with staff and volunteers to assist in coordinating the City's Centennial Celebration, which will be completed by December 31, 2009. SECTION 2. The Centennial Committee Board shall consist .of ten (10) to thirty (30) members, including two (2) Co-Chairs, appointed by the City Council upon recommendation of the Communications Committee, which shall act as liaison between the City Council and the Centennial Committee. All members of the Centennial Committee shall be residents and electors of the City of Huntington Beach, and shall be composed of members of the community who represent the businesses, tourism industry, preservation of history, residents, education, service clubs and other entities within the City. The Communications Committee shall possess the power to remove appointees to the Centennial Committee at any time and without cause, and to appoint new members subject to the approval of the City Council. The Centennial Committee will establish sub- committees with sub-committee chairs as necessary to plan and implement the Centennial activities. SECTION 3. The Centennial Committee shall establish meeting dates as needed in an available meeting room. The meetings shall be open to the public and consistent with the provisions in the Brown Act. A majority of the Committee shall constitute a quorum for transaction of business. Upon demand of any member, the roll call shall be called for yeas and nays upon any questions before the Committee. Robert's Rules of Order Revised shall govern the procedure of meetings of the Committee unless inconsistent with other provisions of this Resolution. SECTION 4. The Community Relations Officer or his/her designee, shall serve as secretary to the Centennial Committee without the power to vote, and shall cause to be kept permanent minutes of the Committee meetings. SECTION 5. Regular attendance at meetings is required to enable the Centennial Committee to discharge its duties. Any member absent from three consecutive meetings without securing the consent of a Co-Chair, or the designee of a Co-Chair, shall be deemed to have resigned from the Committee. The Co-Chairs shall notify the Communications Committee of such resignation and request the Council liaisons appoint a new member. All members are encouraged to 21159 1 Resolution No. 2008-25 attend regular Centennial Committee meetings so their knowledge and expertise may be utilized to the fullest and they can keep abreast of the Committee's plans and activities. SECTION 6. The Co-Chairs shall: (1) serve as chief officers of the Centennial Committee and shall preside at all meetings of the Committee; (2) with the advice of the Committee, select all sub-committee chairpersons; (3) with the advice of the Committee, assign responsibilities subject to approval of the Centennial Committee; and,'(4) act as one and in the absence of one, the other shall perform all duties and responsibilities. SECTION 7. Members shall: (1) attend all meetings unless excused by one or both Co- Chairs; (2) execute all duties as assigned; and, (3) recommend to the Communications Committee the removal of any member who has not complied with this Resolution. SECTION 8. Sub-Committee chairpersons shall: (1) serve as leader of the sub-committee; (2) hold meetings as needed; and, (3) with approval of sub-committee members, present recommendations to the Centennial Committee for action. SECTION 9. The Centennial Committee may request of the Community Relations Officer the attendance at its meetings of any officer or employee of the City to assist the Committee in its deliberations in an advisory capacity but who shall not have the authority to vote upon any matter being considered by the Committee. SECTION 10. Except as otherwise stated herein, the Centennial Committee shall conform with operating policies established in Chapter 2.100 of the Huntington Beach Municipal Code. SECTION 11. The Centennial Committee shall adopt bylaws as it deems necessary to provide for such matters relative to its work and administration of its duties that are not otherwise provided for by statute or ordinance, subject to prior submission to and approval by the City Council. SECTION 12. The Committee shall be disbanded no later than February 1, 2010.
