HomeMy WebLinkAboutCity Council - 2008-62 RESOLUTION NO. 2008-62 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH REQUESTING THE ORANGE COUNTY TRANSPORTATION AUTHORITY TO ALLOCATE COMBINED TRANSPORTATION PROGRAM FUNDS FOR HEIL AVENUE WIDENING BETWEEN SILVER LANE AND BEACH BOULEVARD, PROJECT NUMBERS 03-HBCH-GMA-1110 AND 03-HBCH-MPH-1111. WHEREAS, the Orange County Transportation Authority ("OCTA") approved a Combined Transportation Funding Program (CTFP) for fiscal years 2005/06, 2006/07 and 2007/8; and The program includes $105,000 in fiscal year 2005/06 for design, $1,957,487 in fiscal year 2006/07 for right-of-way, and $650,078 for construction in fiscal year 2007/08 for a Growth Management Area program and Master Plan of Arterial Highway ("MPAH") widening project on Heil Avenue between Silver Lane and Beach Boulevard; and The City of Huntington Beach has adopted a General Plan Circulation Element which does not preclude implementation of the MPAH within its jurisdiction, and NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: 1. That the OCTA is hereby requested to allocate $352,704.97 of CTFP funds from the MPAH Program for construction of said project to the City. This request is in conformance with the CTFP allocation process and the requested amount does not exceed ninety percent (90%) of the programmed amount or ninety percent (90%) of the design and construction contract at the fifty percent (50%) OCTA reimbursement ratio for MPAH funds. 2. That the City agrees to fund its share of the improvement costs for the above indicated fiscal years and any additional costs over the identified programmed amount. 3. That the City awarded the preliminary engineering consultant contract for the project on May 30, 2006 for$27,610.00. 4. That the City awarded the construction contract for the project on August 18, 2008 for$756,178.82. 5. That the City of Huntington Beach has: 1) designed the project improvements, and 2) completed required preparatory work in accordance with the standards required by the City and other affected jurisdictions involved with said project. 6. That the remaining ten percent (10%) in CTFP funds will be transferred to the City when construction is completed and a Final Report on the project is accepted by the OCTA. 08-1794/26206 1 Resolution No. 2008-62 City agrees to submit the final report to the OCTA within one hundred twenty (120) days after the City's acceptance of the improvements.
