HomeMy WebLinkAboutCity Council - 2013-13 RESOLUTION NO. 2013-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING SUBMISSION OF AN APPLICATION TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR COMPETITIVE FUNDING UNDER THE MEASURE 2 PROGRAM FOR PROJECT V TO PROVIDE COMMUNITY-BASED TRANSIT/CIRCULATORS WHEREAS, the Orange County Transportation Authority makes state, federal and local funding available to the 34 incorporated cities and the County of Orange for eligible projects through a competitive process to improve all modes of surface transportation; and The Orange County Transportation Authority (OCTA) Board of Directors (Board) approved the release of a call for projects for the Renewed Measure M (M2) Project V Community-Based Transit/Circulators Funding Program on November 26, 2012; and The M2 Program establishes a competitive process to enable local jurisdictions to develop local bus transit services that complement regional transit services, and meet needs in areas not adequately serviced by regional transit; and The City of Huntington Beach seeks to relieve congestion and improve access to the Downtown each year on July 4th and during the U.S. Open of Surfing by providing free shuttle service connections from OCTA routes and transportation centers starting in 2014 as an alternative to driving, and to support transit services impacted by congestion and street closures during the holiday; and The City of Huntington Beach will provide necessary matching funds for the project as required by M2 program; and The program will supplement, rather than supplant, existing shuttle service provided by the City, as that service is not currently provided on the holiday, NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: The Director of Public Works or his/her designee is hereby authorized to submit a grant application to the Orange County Transportation Authority under the Measure M Project V Community-Based Transit/Circulators Funding Program to obtain funds to contract 1 13-3693/93325 Resolution No. 2013-13 for operations and maintenance service to provide alternative transportation to the downtown on the July 4 holiday.
