HomeMy WebLinkAboutCity Council - 2013-17 RESOLUTION NO. 2013-17 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH, REDUCING SALARY AND BENEFITS FOR N ON-REPRESENTED EMPLOYEES WHEREAS, the City Council of the City of Huntington Beach desires to modify salary and benefits for non-represented employees upon adoption of this resolution, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington Beach as follows: SECTION 1. Reduce the compensation range for the position of Director of Community Services to Range 693. SECTION 3. Except as modified, existing benefits shall remain in effect. SECTION 4. Any resolution in conflict herewith, whether by minute action or resolution of the City Council heretofore approved, is hereby repealed. DIRECTOR OF COMMUNITY SERVICES PERSONNEL COMMISSION APPROVAL: NOT REQUIRED COUNCIL APPROVAL: JUNE 17, 2013 JOB CODE: 0014 EMPLOYMENT STATUS: REGULAR FULL-TIME UNIT REPRESENTATION: NON-ASSOCIATED FLSA STATUS: EXEMPT DUTIES SUMMARY Under administrative direction of the Assistant City Manager and/or the City Manager, the Community Services Director is responsible for planning, organizing, and directing the operations of the Community Services Department as well as fostering recreational and park development activities throughout the city. DISTINGUISHING CHARACTERISTICS The Director of Community Services is a department head, responsible for all staff, functions and operations assigned to the Community Services Department. EXAMPLES OF ESSENTIAL DUTIES • Plans, organizes, directs and oversees the operation, services and activities of the Community Services Department; administers programs and activities including, comprehensive recreation and senior services and activities that include the art center, adult and youth programs, aquatics, day camps, contract courses, special events, beach operations, parking and camping activities, program marketing, social services programs, senior facilities and activities, senior transportation services, and facility rentals; • Participate in the development of long range plans for land use related to Community Services operations, buildings and facilities, parks and equipment for recreation programs; • Direct the maintenance and repair of facilities and equipment used to deliver parks, recreation and senior services; • Coordinate the issuance of special event permits and the rental of city facilities, buildings, park sites, overnight camping facilities; • Assess, evaluate, review and revise parks, recreation, cultural and senior services program delivery and requirements, develop appropriate methods to meet service requirements; ensure maximum utilization of department resources to effectively generate program revenue; analyzes complex cultural, community services, parks/recreation and senior services issues, problems and concerns; develops and evaluates alternative solutions; develops and facilitates the implementation of effective program and operational solutions; • Develop, plan and implement departmental goals and objectives; develop recommend and administer approved policies and procedures; coordinate departmental activities with other city departments, outside agencies and organizations; provide professional and technical advice and assistance to the City Manager and City Council on matters related to departmental functions; prepare and present staff reports; 'HB -279_ Item 17. - 6 Exhibit A - Resolution No. 2013-17 CITY OF HUNTINGTON BEACH Su it CLASS SPECIFICATION TITLE: DIRECTOR OF COMMUNITY SERVICES • Exercise judgment, decisiveness and creativity required in situations involving the direction, control and planning of a diverse program operations; • Analyze issues and identify alternate solutions, project consequences of proposed actions and implement recommendations in support of goals; resolve conflicts; • Interpret and apply city policies, procedures, rules and regulations; • Develop and administer departmental policies, procedures and practices including the development of ordinances, resolutions, rules and regulations; • Manage and direct staff; select, supervises, coach, counsel, train and evaluate staff; • Prepare and administer a departmental budget; • Communicate clearly and concisely, both orally and in writing; • Establish and maintain cooperative working relationships with those contacted in the course of work; • Deliver and support departmental staff delivery of quality customer service. The preceding duties have been provided as examples of the essential types of work performed by posftions within this job classification, The City,at its discretion,may add,modify, change or rescind work assignments as needed. MINIMUM QUALIFICATIONS Any combination of education, training, and experience that would likely provide the knowledge, skills, and abilities to successfully perform in the position is qualifying. A typical combination includes: Education: Bachelor's degree from an accredited college or university in Parks/Recreation Administration, Public Administration, Human Services or a closely related field. Master's degree from an accredited college or university in Public Administration or Parks/Recreation Administration preferred. Experience: Five (5) years of progressively responsible Community Services and/or Parks/Recreation experience including three (3) years of supervisory experience at a management level License/Certification: Possession of a valid Class "C" California Driver's License and an acceptable driving record are required by time of appointment. PHYSICAL TASK AND ENVIRONMENTAL CONDITIONS Work is performed in a general office environment and may involve extended periods at a computer keyboard or work station. Work involves sedentary to light work and requires sitting for prolonged periods of time; standing and walking to retrieve work files or to other departments or office locations; requires daily leaning, bending and/or stooping to perform work at a desk or to retrieve information; daily pushing, turning or twisting to move chair or body from desk; light grasping to hold a writing instrument or documents; firm grasping as needed to carry work files or to operate office equipment; finger dexterity to type on a computer keyboard; and hearing and speaking clarity to answer the telephone or speak with staff and the public. There is the need to lift light objects (up to 25 pounds) and perform other similar actions during the course of the workday. Also requires the ability to operate, maneuver and/or control equipment, machinery, tools and materials used in performing essential functions.
