A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH DECLARING THE CITY'S INTENTION TO LEVY AN
ANNUAL ASSESSMENT FOR FISCAL YEAR 2015-2016 WITHIN THE
HUNTINGTON BEACH DOWNTOWN BUSINESS IMPROVEMENT DISTRICT
WHEREAS, the California Legislature, in adopting the Parking and Business
Improvement Area Law of 1989 (Streets and Highways Code §36500 et seq) found that
cities are authorized to levy assessments on businesses in order to promote economic
revitalization and tourism, create jobs, attract new businesses and prevent erosion of business
districts, and
The California Legislature found that cities are authorized to levy assessments on
businesses which benefit fiom those improvements and activities, and
A sizeable majority of the downtown businesses within the City of Huntington Beach
requested that the City Council commence proceedings under the Paiking and Business
Improvement Area Law of 1989 to establish a downtown business benefit area within the
City of Huntington Beach and to levy a special assessment to promote tourism and tout is[
related events; and
The City Council formed a business improvement area, known as the Huntington
Beach Downtown Business lmpiovement District (the "District"), by the passage of
Ordinance No. 3661 on September 7, 2004. The City is proposing to levy an assessment foi
fiscal year 2015-2016 pursuant to the process detailed in Streets and Highways Code §36500,
et seq , and
The Dishict's Advisoty Board has prepared and filed with the City Clerk an "Annual
Report/Opeiating Budget 2014-2015 Fiscal Year to Date" and "Proposed Budget for Fiscal
Year 2015-2016" (collectively, "Annual Report"), and
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows
SECTION 1. The City Council hereby appioves the Annual Report filed by the
Advisory Board in the City Clerk's office attached hereto as Exhibit A and incorporated
herein by this reference, which includes a proposed budget for Fiscal Year 2015-2016 and a
description of the improvements and activities to be provided for Fiscal Year 2015-2016
SECTION 2. To levy and collect assessments within the District area for Fiscal
Year 2015-2016 as per the assessment schedule listed in Exhibit B attached heieto and
incorporated herein by this reference
SECTION 3 The type or types of improvements and activities proposed to be
funded by the levy of assessments on businesses within the business improvement area are
specified in Exhibit C, attached hereto and incorporated herein by this reference Further.

the improvements, if any, to be acquired for the proposed business improvement area ale
specified in Exhibit C
SECTION 4. A public hearing shall be held before the City Council on August 17,
2015, at 6:00 p.m , or as soon thereafter as this matter may be heard, in the Council
Chambers of the City Hall, 2000 Main Street, Huntington Beach, California, at which time
the Council will heat all interested persons for or against levying of the assessment, and the
furnishing of specified types of improvements or activities Protests may be made orally or
in writing, but, if written, shall be filed with the City Clerk at or before the time fixed for the
hearing and contain sufficient documentation to verify business ownership and validate the
particular protest. Any protest pertaining to the regularity or sufficiency of the proceedings
shall be in writing and shall clearly set forth the irregularity or defect to which the objection
is made. The City Council may waive any irregularity in the form or content of any written
protest, and at the public hearing, may correct minor defects in the proceedings A written
protest may be withdrawn in writing at any time before the conclusion of the public hear ing
set forth above If written protests are received by the owners of businesses within the
District, which will pay 50% or more' of the total assessments to be levied, no further
proceedings to levy the proposed assessment shall be taken for a period of one year from the
date of the finding of a majority protest by the City Council If the majority protest is only
against the furnishing of a specified type or types of improvements or activity within the
District, those types of improvements or activities shall be eliminated,
SECTION 5 The City Clerk is hereby directed to provide notice of the public
hearing by causing this resolution of intention to be published once in a newspaper of general
circulation at least seven days before the public hearing
SECTION 6 Furthet information regarding the proposed business rnlprovement

SECTION 7 The City Clerk shall mail a complete copy of this resolution of
intention by first-class mail to each business owner in this area within seven days after the
Council's adoption of this resolution
SECTION 8 This resolution shall take effect immediately upon adoption

regular meeting thereof held on the 20th day of July 2015

in purpose and dedicated to the improvement of the economic business:

About the
Huntington Beach Downtown
Business Improvement District
The Huntington Beach Downtown Business Improvement District (HBDBID) is a
501 C6 business organization formed in 2004 by the City Council at the request of
downtown merchants. Businesses located in the dynamic Huntington Beach
Downtown area are all members of the innovative, business-run Downtown BID.
The HBDBID is a public / private partnership whereby downtown retail, services
and restaurants make a collective contribution to the maintenance,
development and promotion of the downtown district. This not-for-profit
organization works through programs, services and advocacy to improve the
economic, social and environmental vitality and beautification of HB Downtown.
In 2015, the BID Board of Directors met to develop a strategic plan to guide the
organization with a vision into the future, ensuring that the BID has an influential
voice in all decisions impacting the downtown. Amongst several key initiatives,
the BID is currently working towards expanding the Board of Directors to include
leaders from hotels, the Chamber of Commerce, and Visit HB.

Huntington Beach BID Map
& Community Highlights
The HBDBID currently represents over 250 downtown business members, in a
district which includes the Hyatt Regency and Waterfront Hilton to south, Eighth
St. to the north and inland on Main St. to Palm Ave.
2014-2015 was a strong year for the HBDBID.
We celebrated 100 years of surfing with Visit :
HB and are working with the Special '
Olympics Host Committee to orchestrate
the most memorable welcome possible for
the Australian Special Olympic athletes and
coaches. During 2014-2015, we added a
few new businesses, witnessed many
business renovations, and added special
attractions to our already popular events.
New for 2015-2016, we welcome the much-
anticipated opening of Pacific City, enhancing
l our destination with over 50 new retail shops and
boutiques and dozens of delicious dining
choices, plus an amazing 250-room boutique
hotel.
The impact of the BID is magnified by its productive relations with all organizations
that have a stake in a vibrant,
successful downtown. Due to
the success of the BID's

received complete support in
renewal every year since 2004.

Marketing & Advertising
When marketing Huntington ton Beach Downtown we concentrate our efforts in
three areas:
• Locals— mostly couples of all ages, and families
• Hotel guests
• Leisure visitors to Orange County
Highlighting unique selling points such as our world famous pier, beach events,
small town charm and "Surf City USA" brand, we continue to give visitors and
residents alike compelling reasons to visit HB Downtown.
HB Downtown's marketing and communication efforts include a strong emphasis
on gaining a presence in social media. Alongside the regular e-newsletters, now
reaching over 6,000 email subscribers, we also spread the word about Huntington
x Beach through several Facebook, Instagram,
and Twitter accounts. We also actively "like"
TO BE �� �� and "share" the promotions from our downtown
DRWWM businesses, so we can all reach a wider
audience.
In addition to emails and social media, we use
our hbdowntown.com website to promote our
businesses and downtown events. We loop the
business advertisement on our home page and
include the advertisement on our "What's
Happening" page. One of the key features of
our website is the online directory with direct links
to each business website.
For communicating with our member businesses,
we use Constant Contact email tool and hand-
walked flyers. Our Ambassadors are also very
helpful in checking in with our businesses and
reporting back any more concerns and
g suggestions to the office.
New this year: we are preparing to launch a new HBDowntown App for smart
phones which will give visitors everything they need to know about downtown
right at their fingertips. This technology will allow businesses to use the opt-in push
notification for even greater reach directly to our visitors.

Marketing & Advertising
4 Other marketing efforts include print advertising in local
newspapers and magazines, visible placement of
posters in high-traffic areas, and postcard distribution at
downtown businesses, Surf City Nights, and to visitors
exiting the parking garage. Throughout the year, we
take advantage of the free advertising opportunity
extended to us from the Beach Boulevard of Cars
electronic reader board on the 405 freeway.

Public Safety
After the success of our pilot

summer of 2014, the HBDBID , . f

partnered with Visit HB to make
the Ambassador program a
permanent asset in HB Downtown.
This program is designed to have a
designated, highly visible
person(s) to engage the public to provide information, directions or a
friendly greeting. The Ambassadors are responsible for dealing with quality
of life and reporting issues to ensure that any public safety concerns are
addressed. In addition to assisting our visitors, the Ambassadors network
with business owners, other security personnel, and the Huntington Beach
Police Department.
The BID has established a strong partnership with law enforcement and
continues to advocate for appropriate police coverage for downtown.
We are involved in the planning stages of city and community events such
as the Surf City Marathon, 4rh of July, and US Open of Surfing to insure
downtown business interests and concerns are represented and
addressed.

Maintenance
CLEAN TEAM
Undoubtedly one of the most significant
benefits of the HBDBID organization is the
oversight of our street maintenance program.
Administered by BID staff, the sidewalks are
beautifully maintained by our contracted ?
services provider, Malco Maintenance, Inc.
Day porters maintain cleanliness in most
downtown areas except for buildings that
provide their own cleaning service. Porters are , _
responsible for litter, trash removal, spot
mopping of sidewalks, minor graffiti removal,
dusting storefront sills and gum removal.
POWER WASHING
The power washing program includes steam cleaning of sidewalks on Main
Street twice a week in peak periods and once a week in off-peak periods.
Maintenance service also includes steam cleaning of sidewalks on 5th Street
in addition to increasing service during peak summer months and special
events. Alleys are steam cleaned quarterly.
COORDINATION WITH PUBLIC WORKS
The BID Manager interfaces with the City Public Works Department to insure
a safe environment regarding tree trimming, sidewalk replacement and
report of major graffiti clean-up. This maintenance partnership with the City
is credited for providing a cleaner, more beautiful downtown district. In
conjunction with the Beautification Committee, the BID is working with
Public Works to plan for the best landscaping and other visual
improvements for the downtown destination.

Tourism
As a Southern California coastal destination, Huntington Beach
continues to grow as a preferred tourist destination. Visit HBO
reports increased demand for our destination, with hotels
reaching an 88% occupancy with a $237.00 average daily rate
from Oct-Apr. Our current three big downtown hotels: Hyatt "
Regency Huntington Beach Resort and Spa, Waterfront Beach
Resort, a Hilton Hotel, and Kimpton's Shorebreak Hotel, R
consistently exceed customer expectations by providing the ,
highest quality service and amenities. Looking forward,we are ,ae. �w,
very excited for the Spring 2016 opening of our fourth upscale �
hotel, Pasea.

ways to help the hotel staff be familiar
with the choices available for visitors in
downtown. New this year: we created
welcome rack cards for the front desk R
staff to present on arrival. Another new effort we made in
2014 was to create and distribute special "welcome" signs
to display in our businesses for a
large group staying at the Hyatt, 1
so when the visitors came to our
downtown destination, they
would see the extra special
welcome from our merchants.

destination. Throughout 2014 we
supported Visit HB's "100 Years of Surfing" Campaign and
in 2015 we are cross promoting our events on June 20tn
Chili at the Beach and the Epic Big Board Ride. We work
hand in hand to facilitate the Ambassador program and
.,, work to keep the Visit HB staff up to date with all that is new
in HB Downtown.
Our downtown destination benefits immensely from business generated by both
overnight guests and day trip tourists. During the winter, we advertise in two
popular visitor magazines: Where OC and 101 Things To Do in Orange County,
distributed in welcome centers, OC hotels, and the John Wayne Airport.

Parking
The HBDBID understands that parking accessibility, availability,
and overall cleanliness of both the parking lot and restroom
facilities is a key component of the visitor experience to HB
Downtown. Specific issues such as effective signage, better
lighting and improved daily maintenance service of the Main
Promenade parking structure in downtown are currently being
addressed with City staff and the HBDBID is excited for proposed
improvements. BID Board leadership feels strongly about this issue
as a required area of improvement.

Surf City Nights
The Tuesday night weekly Street Fair and Certified Farmers'
Market is a thriving, popular event for locals, visitors, and
hotel guests. A combination of wonderful year-round
weather, unique vendors and free entertainment made
for another very successful year of Surf City Nights. Surf
City Nights is overwhelmingly one of the best-loved
signature events in HB Downtown.

In September 2014, the HBDBID expanded
Surf City Nights to the first block of 5th Street

2014, Veteran's Day was on a Tuesday and so special events
were coordinated in conjunction with this important day.
Surf City Nights continues to provide a number of booth
spaces every week for the benefit of City services and local
non-profit charity groups all year round. Surf City Nights
provides revenue necessary for the HBDBID to do more for
business improvement and also gives the residents a place

to gather and experience something special in their
hometown while providing visitors to Huntington Beach the
opportunity to experience our Surf City USA like a local.

Art Walk
The mission of the HB Art Walk is to celebrate creativity, innovation, !0
and community "Surf City Style" by showcasing both established and
emerging local artists, creating memorable and meaningful
experiences for our local families and visitors to HB Downtown. This HB
self-guided tour is presented by the businesses of downtown as a way
to offer guests an entertaining evening of exploring art and the
ambiance of our beautiful downtown.
During the 2014-2015 fiscal year, our Third Thursday Art Walk
enjoyed steady growth within both the local artist community and
the public. This monthly event (March - November) brings
between 35 - 55 artists monthly to the downtown destination. The
International Surfing Museum continues as our headquarters for
registration, and the perfect center hub of activity with
entertainment, live art, and artist gatherings.
The HB Art Center is an important partner in hosting
HBAC° and promoting arts and culture while building
community. We are very excited to welcome anew
Art Gallery to town, Rainwater Gallery. While artists
will continue to fill Main Street and the Strand, we
look forward to the opportunity of adding unique "micro shows" at
the Rainwater Gallery in addition other business locations, who are
excited to participate such as Sancho's
Tacos, 2nd Floor, and The Design Livery Group.

CHILI AT THE BEACH, June 20, 2015 y
The 8th Annual Chili at Beach is a community favorite. Starting
with the spectacular backdrop of our pier and sparkling sea, we
take 500 gallons of chili, 50,000 sampling cups, and invite 1500
people to stop by for a taste. Then, to add to the memories, we
scheduled entertainment all day long on two stages, with a special
appearance from "Forever Young" featuring Sid Hallburn, our 91-year old ,
Tap Dancer discovered during Surf City's Got Talent. k`
While the 2015 Chili at the Beach enjoyed record-
breaking attendance, the energy of the day was
magnified by Visit HB's hugely successful Epic Big
w Board Ride-where 66 riders crushed the world record,
catching a wave on the worlds largest surfboard. This
event brought extensive media coverage to HB
Downtown and introduced Chili at the Beach to a wider audience. The event has
raised nearly $30,000 for the Boys and Girls Clubs of Huntington Valley over the past
four years.
SURF CITY DAYS

Ts fun not just for the participants but also
nonstop action to entertain thousands of spectators.
Surf City Days is planned around the HB City Annual
Locals Only Surfing Competition which has been part
of our city for over four decades and enjoys multi-
generational participation. In 2014, two days of Stand
Up Paddle Board contests happened beachside and
the CBVA Volleyball Tournament hosted nearly 200 teams between Saturday and
Sunday, with a number of teams visiting from Northern California. Enlarge Media
Group hosted the Old Skool Skate Session with both the Youth Skaters,
and local professionals and the Chamber of Commerce filled the plaza SW co
with the latest and greatest product and services at their annual Green `
Expo. HSS Demo Days, where visitors get to try out all the latest surfing AR
gear and boards, registered over 600 people and our new event, the
Cross Fit Civil War Challenge was a great success for both participants 2K4
and spectators.
We are currently in the planning process for our 2015 Surf City Days, happening on
September 19 & 20, 2015.

2014 HALLOWEENFEST
HalloweenFest is one of the events presented by the businesses in I ' "
HB Downtown that is most loved in the community. The first three
blocks of Main Street are closed and filled with fun and FREE
activities for kids. Inflatables, jump houses, games, pony rides and
a petting zoo are enjoyed by thousands of young children, making " "
memories to last a lifetime. At The Strand,we qa,
held our annual kids' and canines' costume
contest. To top it off, the HBDBID supplied
downtown businesses with over 40,000
pieces of candy to give to the thousands of
excited trick or treaters.
HOLIDAY DECOR & EVENTS
2014 Tree Lighting Ceremony
HB Downtown kicks off the winter holiday season with a magical Tree Lighting
Celebration. Creating a center of pride for our community, the HBDBID funds the
holiday decor, including an 18 foot tree with rotating light display, custom pine
garland on the street poles, and custom hanging streamers with wreaths. Building
on the success from 2013, the 2014 Tree Lighting
celebration started with entertainment by Tuba
Christmas, the Sunshine Generation, Huntington
Beach HS APA Surf City Singers and the world famous
All-American Boys Chorus. Complimentary
refreshments were provided by our BID businesses
and sponsor partners. A mini holiday
craft fair complete with an Ugly Sweater booth added to the fun for
all the visitors as they waited for Santa to arrive and light the tree.
Miracle on Main Street +,�I
Thousands of visitors stopped by the center of
Main Street to take memorable pictures in
front of our tree during the holiday season. The
HBDBID arranges for Santa Claus to visit for five
consecutive weeks, giving our HB families and
friends the chance to visit with Santa for no

HOURS works with the HB Youth Shelter to promote their annual "Light
FREE a Light of Love" parade.

------ — We recognize that paying for parking can be a perceived
challenge for visitors to HB Downtown and appreciate this partnership with the City
of HB as we strive to increase visits to HB Downtown from our local community during
the winter months:

Partners / Outreach
A key responsibility for BID board members and the BID Manager is to actively
reach out to all sectors of the community. Board members and the BID Manager
attend key City Council meetings and study sessions, weekly specific events
committee meetings and quarterly "All BID" Meetings with the City's Office of
Business Development, Visit HB, the Chamber of Commerce and Auto Dealers
BID. Through these regular meetings, opportunities to collaborate are explored.
For instance, in January we partnered with the Auto BID to advertise in the water
bill mailed to 60,000 HB households.

The HBDBID partners with the City of HB on many
different levels. Importantly, the BID supports the
Community Services Department with a $10,000 q
annual commitment to advertising in the SANDS
magazine.
Additional community outreach happens throughout
the year as the BID Manager and board members
participate in various Chamber of Commerce events such
as the June HB Open for Business Expo.
Another partner highlight for 2015 is the excitement of
participating in welcoming the Australian Special
Olympics team and their coaches during Surf City Nights
in July and making this an extra-special experience for a`
everyone.

District is governed by nine voting Board of Directors and the non-
voting Immediate Past President. The Executive Committee is

BID Renewal Assessment Structure
The City Council will conduct a public hearing and call to approve the BID
renewal, budget and assessment fees for the Huntington Beach Downtown
Business Improve District (HBDBID).
TERM: No changes, the term remains at one year.

Vision
To be a leader in the economic development of Huntington Beach
Downtown by attracting and engaging visitors, generating income,
jobs and tax revenues, which make our community a better place to
live and visit.
Among many other important initiatives for the year, the BID will focus
particular attention to achieving the following critical priorities in 2015-
2016 to advance its mission:
• Collaborate marketing efforts with Visit Huntington Beach
• Develop a downtown vision and brand, with input from Visit
Huntington Beach, the HB Chamber of Commerce, Pacific City
and others
• Develop and implement a strategy to integrate Pacific City, Visit
HB, hotel managers, and the HB Chamber into the leadership
structure of the BID
• Advocate for improvements in public parking and restrooms
• Lead the way for beautification in downtown, including but not
limited to improvements in lighting, landscaping and the ZPark
areas
• Propose and implement one new event and budget for 2016
• Determine business needs for information and training that are of
value to downtown merchants
• Develop and implement a communication strategy with
member businesses, to increase merchant engagement
• Determine the level of resources (human and financial) needed
to implement BID strategic plan priorities

Vision
To be a leader in the economic development of Huntington Beach
Downtown by attracting and engaging visitors, generating income,
jobs and tax revenues, which make our community a better place to
live and visit.
Among many other important initiatives for the year, the BID will focus
particular attention to achieving the following critical priorities in 2015-
2016 to advance its mission:
• Collaborate marketing efforts with Visit Huntington Beach
• Develop a downtown vision and brand, with input from Visit
Huntington Beach, the HB Chamber of Commerce, Pacific City
and others
• Develop and implement a strategy to integrate Pacific City, Visit
HB, hotel managers, and the HB Chamber into the leadership
structure of the B►D
• Advocate for improvements in public parking and restrooms
• Lead the way for beautification in downtown, including but not
limited to improvements in lighting, landscaping and the ZPark
areas
• Propose and implement one new event and budget for 2016
• Determine business needs for information and training that are of
value to downtown merchants
• Develop and implement a communication strategy with
member businesses, to increase merchant engagement
• Determine the level of resources (human and financial) needed
to implement BID strategic plan priorities
