A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF I IUNTINGTON
BEACH AUTHORIZING AN APPLICATION FOR GRANT FUNDS FOR FHE
ENVIRONMENTAL CLEANUP TIER 1 GRANT PROGRAM UNDER
THE ORANGE COUNTY TRANSPORTATION AUTHORITY
ENVIRONMENTAL CLEANUP PROGRAM
WHEREAS, Orange County Local Transportation Ordinance No 3, dated July
24, 2006, known and cited as the Renewed Measure M Transportation Ordinance and
Investment Plan,provides funds through the Environmental Cleanup Tier 1 Grant
Program to help protect Orange County beaches and waterways from transportation-
generated pollution (urban runoff) and improve overall water quality, and
The Environmental Cleanup Tier 1 Grant Program was created in part to provide
funding for catch basins upgrades using best management piactrces, such as screens,
filters, inserts, and other "stieet-scale" low flow diversion projects; and
The Environmental Cleanup Tier 1 Grant Ptogiam also provides funding to
purchase and install large scale catch basin and other water quality improvements, such
as trash collection devices, constructive wetlands, infilitation basins, and low flow
diversion ptojects, and
If awarded the Environmental Cleanup 'Iles 1 Grant Funds ("Giant"), the City of
Huntington Beach will be required to enter into a Grant Agteennent that will be brought
back to Council for approval at a later date
I he City of Huntington Beach has developed a targeted program to reduce
transportation generated pollution and improve water quality However, City funding for
said program is limited, and
The City of Huntington Beach would like to apply to Orange County Transit
Authority("OCTA") for $200,000 in Environmental Cleanup Tier 1 Grant Funds, and
NOW, THEREFORE, the City Council of the City of Huntington Beach does
hereby resolve as follows
1 If awarded a Grant, the City of Huntington Beach will enter into a Grant
Agreement that will require the City to
A. Provide OCTA's representatives access to and the right to examine
all records, books, papers or documents related to the Grant.

B The City of Huntington Beach will cause work on the pioject to be
commenced within a reasonable time after receipt of finds fiom
OCTA and that the pioject will be carved to completion within a
reasonable time as well as providing any additional funding
pursuant to the terms and conditions of the Grant Agreement
C The City of Huntington Beach will agree to comply where
applicable with federal, state, and/or local laws, rules and/or
regulations
2 The City of Huntington Beach hereby authorizes the Directoi of Public Works, as
the official representative of the City of Huntington Beach, to submit a grant application to
OCTA fot the Enviionmental Cleanup Tier l Giant

I, JOAN L FLYNN the duly elected, qualified City Clerk of the City of
Huntington Beach, and ex-officio Clerk of the City Council of said City, do hereby
certify that the whole number of members of the City Council of the City of
Huntington Beach is seven, that the foregoing resolution was passed and adopted
by the affirmative vote of at least a majority of all the members of said City Council
at a Regular meeting thereof held on April 4, 2016 by the following vote
