Both sewer lift stations were bid as a single contract. Bids received for the project exceeded the budgeted amount. Authorization is requested to reject all bids and to re -advertise the project. Funding Source: Funds for this project are available in the Sewer Service Charge Fund, Sewer Lift Stations CIP, Account 51189001.82600. The engineer's estimate for construction of Sewer Lift Station #26 is $600,000 and for Sewer Lift Station #28 is $400,000 for a combined estimate of $1,000,000. Recommended Action: Motion to: 1. Reject all bids received for the Sewer Lift Station #26 and #28 Replacements, CC-1240 and CC-1241 and direct the City Clerk to return all bid bonds; and 2. Authorize the Director of Public Works to re -advertise the project. Alternative Actions : Provide staff with alternative direction. REQUEST FOR ACTION MEETING DATE: 8/15/2005 DEPARTMENT ID NUMBER:PW 05-055 Analysis: Sewer Lift Station #26 was originally constructed in the early 1970s. The existing station is located on the southwest corner of Santa Barbara Lane and Edinger Avenue. Sewer Lift Station #28, located within the street right-of-way at the intersection of Coral Cay Lane and Bluewater Lane, was also constructed in the 1970s. The station is located within a landscaped area, behind the existing sidewalk, near the access gate to the private community of Coral Cay. Both sewer lift stations are demonstrating signs of deterioration, due to age and proximity to the marine environment, as evidenced by corrosion within the stations. These projects will abandon the existing sewer lift stations and replace them with new stations. On July 26, 2005, bids were received and publicly opened by the City Clerk. Denboer Engineering & Construction, Inc. submitted the lowest responsive bid of $2,265,000, however, the bid was $1,265,000 over the project budget. Only one bid was received. Bidding Contractor Bid Amount Denboer En ineerin &Construction, Inc. $2,265,000.00 The design is currently being reviewed with the City's design consultant, as well as with the other plan holders, in an effort to clarify the bid documents to help ensure a uniform understanding of the bid requirements. Based on this analysis and available funding, one or both of these projects will be advertised again. The recommendation is that all bids be rejected and that the Director of Public Works be authorized to re -advertise the projects. Public Works Commission Action: The Public Works Commission recommended the project on May 18, 2005, by a vote of 6- 0-1. (Commissioner Engquist absent). Environmental Status: Both sewer lift station replacements are exempt from a Coastal Development Permit (per Section 245.08.17 of the Huntington Beach Zoning and Subdivision Ordinance) and categorically exempt from the California Environmental Quality Act (CEQA) per Section 15302 (c). Project Description(Station #28): The Work generally includes; conversion of the existing drywell to a wet -well by pouring all new 8-inch thick cast -in -place walls, using the existing walls as forms and adding a 72-inch diameter access ring with access hatch, modification of the existing access vault into valve vault; construction of two new precast vaults to house the activated carbon odor control system and the pump discharge flow meter; removal of existing electrical panels and conduit, installation of new sanitary sewer lines, installation of new submersible pumps, replacement of force main, asphalt paving and removal, restoration of existing public and private improvements, and related appurtenant work not mentioned above but required in accordance with the Contract Documents.
