HomeMy WebLinkAboutAnchor QEA, LLC - 2015-07-20&-n r Dept ID PW 15-032 Page 1 of 2 Meeting Date 7/20/2015 CITY OF HUNTINGTON BEACH REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 7/20/2015 SUBMITTED TO: Honorable Mayor and City Council Members SUBMITTED BY: Fred A Wilson, City Manager PREPARED BY: Travis K Hopkins, PE, Director of Public Works SUBJECT: Approve and authorize execution of three Professional Services Contracts for On -Call Civil (Ocean) Engineering Services with Anchor QEA, LLC , Moffatt & Nichol, and Noble Consultants, Inc, each in the amount of $350,000 Statement of Issue The Public Works Department requires professional civil engineering services on an on -call or as needed basis to support staff for the design and construction of the capital improvement projects related to ocean engineering services Financial Impact The City's FY 2014/15 Capital Improvement Program (CIP) Budget was adopted on September 2, 2014 and totals $42 8 million (All Funds) for approved projects citywide Each approved CIP project has a budget containing sufficient funding for design, environmental, engineering, construction, project management and other required costs The three (3) recommended civil engineering contracts, totaling $1 05 million, will be funded within each project's individual CIP budget, as needed As such, no additional funding is required by this action Recommended Action A) Approve and authorize the Mayor and City Clerk to execute "Professional Services Contract Between The City of Huntington Beach and Anchor QEA, LLC for On -Call Civil Engineering Services" in the amount of $350,000, and, B) Approve and authorize the Mayor and City Clerk to execute "Professional Services Contract Between The City of Huntington Beach and Moffatt & Nichol for On -Call Civil Engineering Services" in the amount of $350,000, and, S C) Approve and authorize the Mayor and City Clerk to execute "Professional Services Contract Between The City of Huntington Beach and Noble Consultants, Inc for On -Call Civil Engineering Services" in the amount of $350,000 Alternative Action(s) Do not authorize the contracts and direct staff with an alternate action Budgeted Capital Projects could be delayed until new contracts are approved Analysis On January 26, 2015 the City advertised a Request for Qualifications ("RFQ") for On -Call Engineering & Professional Consulting Services Proposals were requested and submitted in compliance with Chapter 3 03 of the Huntington Beach Municipal Code Seventy eight (78) HB -167- Item 11. - 1 Dept ID PW 15-032 Page 2 of 2 Meeting Date 7/20/2015 proposals were received for the following eight categories of Civil Engineering services, Water Engineering, Development Plan Checking and Entitlement Review Services, Civil/Sewer Engineering, Geotechnical and Materials Testing, Traffic Engineering, Survey, Ocean Engineering, and Architectural Services In accordance with qualifications based selected procurement per the Federal "Brooks Act", State SB 419 and the City of Huntington Beach Municipal Code Section 3 03 "Professional Services" the Public Works Department established a review board Each firm stated their engineering category of expertise with their proposal, and proposals were then evaluated and ranked by eight (8) review boards established by the Public Works Department At a minimum the top three (3) firms were selected for each category to increase opportunity for competitive proposals for future projects from qualified on -call consultants The three (3) contracts recommended in this request for council action (RCA) are for support staff for the design and construction of the capital improvement projects related to coastal features such as beaches and sea walls These services have historically been utilized to supplement City staff to meet annual CIP goals, as an extension of staff and/or to provide required expertise for unique projects It is anticipated that these services will be required based on past years Each project is evaluated on a case by case basis to determine if these as -needed contract services are necessary Other categories and groupings of On -Call consulting services will be brought to the City Council separately for approval The City's Capital Improvement Program ("CIP") is approximately $42 8 million in Fiscal Year 2014/15, and exceeds $52 million with continuing of funds for projects approved from previous years Typical design and construction support cost from use of consultants on a CIP project can vary between ten (10) to twenty (20) percent of total costs for a CIP project Therefore, it is practical to conservatively assume minimum annual consultant costs would be around $5 million to the City for total CIP projects, or approximately $15 million over the next three (3) years Some of the typical projects for ocean on -call design services include, • Bluff top erosion and stabilization • City Beach and harbor beaches sand replenishment • Harbor Dredging analysis and general support • Coastal Commission expertise • Pier design and maintenance With the City bordered by the Pacific Ocean, local residents and tourists are drawn to the beaches during all seasons The City is responsible for the preservation and enhancement of our existing beaches to continue beneficial use by the public This preservation work is a joint effort between the County of Orange and all coastal cities and is a specialty service Therefore, three (3) consultants were selected to meet projected workload over the next 3 years The anticipated need for ocean engineering services is $1,050,000 over the term of the contract, or an annual average of $350,000 Public Works Commission Action: Not required Environmental Status Not applicable Strategic Plan Goal Enhance and maintain infrastructure ment s rofessiona Services Contract between the City of Huntington Beach and Anchor QEA, LLC for On -Call Civil Engineering Services 2 Professional Services Contract between the City of Huntington Beach and Moffatt & Nichol Sao s e3 Professional Services Contract between the City of Huntington Beach and Noble 0 Consultants, Inc for On -Call Civil Engineering Services Item 11. - 2 xB -168- PROFESSIONAL SERVICES CONTRACT BETWEEN THE CITY OF HUNTINGTON BEACH AND ANCHOR QEA, LLC FOR ON CALL CIVIL ENGINEERING SERVICES THIS AGREEMENT ("Agreement") is made and entered into by and between the City of Huntington Beach, a municipal corporation of the State of California, hereinafter referred to as "CITY," and Anchor QEA, LLC, a California Limited Liability Partnership, hereinafter referred to as "CONSULTANT " WHEREAS, CITY desires to engage the services of a consultant to provide on call civil engineering services, and Pursuant to documentation on file in the office of the City Clerk, the provisions of the Huntington Beach Municipal Code, Chapter 3 03, relating to procurement of professional service contracts have been complied with, and CONSULTANT has been selected to perform these services, NOW, THEREFORE, it is agreed by CITY and CONSULTANT as follows 1 SCOPE OF SERVICES CONSULTANT shall provide all services as described in Exhibit "A," which is attached hereto and incorporated into this Agreement by this reference These services shall sometimes hereinafter be referred to as the "PROJECT " CONSULTANT hereby designates Randy Mason, who shall represent it and be its sole contact and agent in all consultations with CITY during the performance of this Agreement 2 CITY STAFF ASSISTANCE CITY shall assign a staff coordinator to work directly with CONSULTANT in the performance of this Agreement agree/ surfnet/professional sves mayor I of 11 10/12 3 TERM, TIME OF PERFORMANCE Time is of the essence of this Agreement The services of CONSULTANT are to commence on !GLL_,y /� 20 �� (the "Commencement Date") This Agreement shall automatically terminate three (3) years from the Commencement Date, unless extended or sooner terminated as provided herein All tasks specified in Exhibit "A" shall be completed no later than three (3) years from the Commencement Date The time for performance of the tasks identified in Exhibit "A" are generally to be shown in Exhibit "A." This schedule may be amended to benefit the PROJECT if mutually agreed to in writing by CITY and CONSULTANT In the event the Commencement Date precedes the Effective Date, CONSULTANT shall be bound by all terms and conditions as provided herein. 4. COMPENSATION In consideration of the performance of the services described herein, CITY agrees to pay CONSULTANT on a time and materials basis at the rates specified in Exhibit "B," which is attached hereto and incorporated by reference into this Agreement, a fee, including all costs and expenses, not to exceed Three Hundred and Fifty Thousand Dollars ($ 350,000 ) 5 EXTRA WORK In the event CITY requires additional services not included in Exhibit "A" or changes in the scope of services described in Exhibit "A," CONSULTANT will undertake such work only after receiving written authorization from CITY Additional compensation for such extra work shall be allowed only if the prior written approval of CITY is obtained 6. METHOD OF PAYMENT CONSULTANT shall be paid pursuant to the terms of Exhibit "B." agree/ surfnet/professional svcs mayor 2 of 11 10/12 7 DISPOSITION OF PLANS, ESTIMATES AND OTHER DOCUMENTS CONSULTANT agrees that title to all materials prepared hereunder, including, without limitation, all original drawings, designs, reports, both field and office notices, calculations, computer code, language, data or programs, maps, memoranda, letters and other documents, shall belong to CITY, and CONSULTANT shall turn these materials over to CITY upon expiration or termination of this Agreement or upon PROJECT completion, whichever shall occur first These materials may be used by CITY as it sees fit 8 HOLD HARMLESS CONSULTANT hereby agrees to protect, defend, indemnify and hold harmless CITY, its officers, elected or appointed officials, employees, agents and volunteers from and against any and all claims, damages, losses, expenses, judgments, demands and defense costs (including, without limitation, costs and fees of litigation of every nature or liability of any kind or nature) ansmg out of or in connection with CONSULTANT's (or CONSULTANT's subcontractors, if any) negligent (or alleged negligent) performance of tlus Agreement or its failure to comply with any of its obligations contained in this Agreement by CONSULTANT, its officers, agents or employees except such loss or damage which was caused by the sole negligence or willful misconduct of CITY CONSULTANT will conduct all defense at its sole cost and expense and CITY shall approve selection of CONSULTANT's counsel This indemnity shall apply to all claims and liability regardless of whether any insurance policies are applicable The policy limits do not act as limitation upon the amount of indemnification to be provided by CONSULTANT 9 PROFESSIONAL LIABILITY INSURANCE CONSULTANT shall obtain and furnish to CITY a professional liability insurance policy covering the work performed by it hereunder This policy shall provide coverage for CONSULTANT's professional liability in an amount not less than One Million Dollars agree/ surfaet/professional secs mayor 3 of 11 10/12 ($1,000,000 00) per occurrence and in the aggregate The above -mentioned insurance shall not contain a self -insured retention without the express written consent of CITY, however an insurance policy "deductible" of Ten Thousand Dollars ($10,000 00) or less is permitted A claims -made policy shall be acceptable if the policy further provides that A The policy retroactive date coincides with or precedes the initiation of the scope of work (including subsequent policies purchased as renewals or replacements) B CONSULTANT shall notify CITY of circumstances or incidents that might give rise to future claims CONSULTANT will make every effort to maintain similar insurance during the required extended period of coverage following PROJECT completion If insurance is terminated for any reason, CONSULTANT agrees to purchase an extended reporting provision of at least two (2) years to report claims ansing from work performed in connection with this Agreement If CONSULTANT fails or refuses to produce or maintain the insurance required by this section or fails or refuses to furnish the CITY with required proof that insurance has been procured and is in force and paid for, the CITY shall have the right, at the CITY's election, to forthwith terminate this Agreement Such termination shall not effect Consultant's right to be paid for its time and materials expended prior to notification of termination CONSULTANT waives the right to receive compensation and agrees to indemnify the CITY for any work performed prior to approval of insurance by the CITY 10 CERTIFICATE OF INSURANCE Prior to commencing performance of the work hereunder, CONSULTANT shall furnish to CITY a certificate of insurance subject to approval of the City Attorney evidencing the foregoing insurance coverage as required by this Agreement, the certificate shall agree/ sur&iet/professional svcs mayor 4 of 11 10/12 A provide the name and policy number of each carrier and policy, B state that the policy is currently in force, and C shall promise that such policy shall not be suspended, voided or canceled by either party, reduced in coverage or in limits except after thirty (30) days' prior written notice, however, ten (10) days' prior written notice in the event of cancellation for nonpayment of premium CONSULTANT shall maintain the foregoing insurance coverage in force until the work under this Agreement is fully completed and accepted by CITY The requirement for carrying the foregoing insurance coverage shall not derogate from CONSULTANT's defense, hold harmless and mdemmfication obligations as set forth in this Agreement CITY or its representative shall at all tines have the right to demand the original or a copy of the policy of insurance CONSULTANT shall pay, in a prompt and timely manner, the premiums on the insurance hereinabove required 11 INDEPENDENT CONTRACTOR CONSULTANT is, and shall be, acting at all tunes in the performance of this Agreement as an independent contractor herein and not as an employee of CITY CONSULTANT shall secure at its own cost and expense, and be responsible for any and all payment of all taxes, social security, state disability insurance compensation, unemployment compensation and other payroll deductions for CONSULTANT and its officers, agents and employees and all business licenses, if any, in connection with the PROJECT and/or the services to be performed hereunder 12 TERMINATION OF AGREEMENT All work required hereunder shall be performed in a good and workmanlike manner CITY may terminate CONSULTANT's services hereunder at any time with or without cause, and whether or not the PROJECT is fully complete Any termination of this Agreement by CITY shall agree/ surfnet/professional svcs mayor 5 of 11 10/12 be made in writing, notice of which shall be delivered to CONSULTANT as provided herein In the event of termination, all finished and unfinished documents, exhibits, report, and evidence shall, at the option of CITY, become its property and shall be promptly delivered to it by CONSULTANT 13 ASSIGNMENT AND DELEGATION This Agreement is a personal service contract and the work hereunder shall not be assigned, delegated or subcontracted by CONSULTANT to any other person or entity without the prior express written consent of CITY If an assignment, delegation or subcontract is approved, all approved assignees, delegates and subconsultants must satisfy the insurance requirements as set forth in Sections 9 and 10 heremabove 14 COPYRIGHTS/PATENTS CITY shall own all rights to any patent or copyright on any work, item or material produced as a result of this Agreement 15 CITY EMPLOYEES AND OFFICIALS CONSULTANT shall employ no CITY official nor any regular CITY employee in the work performed pursuant to this Agreement No officer or employee of CITY shall have any financial interest in this Agreement in violation of the applicable provisions of the California Government Code 16 NOTICES Any notices, certificates, or other communications hereunder shall be given either by personal delivery to CONSULTANT's agent (as designated in Section 1 heremabove) or to CITY as the situation shall warrant, or by enclosing the same in a sealed envelope, postage prepaid, and depositing the same in the United States Postal Service, to the addresses specified below CITY and CONSULTANT may designate different addresses to which subsequent notices, certificates or agree/ surfiiet/professional svcs mayor 6 of 11 10/12 other communications will be sent by notifying the other party via personal delivery, a reputable overnight deemed to be a consent/approval to any subsequent occurrence of the same or any other transaction or event 18. MODIFICATION No waiver or modification of any language in this Agreement shall be valid unless in writing and duly executed by both parties 19 SECTION HEADINGS The titles, captions, section, paragraph and subject headings, and descriptive phrases at the beginning of the various sections in this Agreement are merely descriptive and are included solely for convenience of reference only and are not representative of matters included or excluded from such provisions, and do not interpret, define, limit or describe, or construe the intent of the parties or affect the construction or interpretation of any provision of this Agreement 20 INTERPRETATION OF THIS AGREEMENT The language of all parts of this Agreement shall in all cases be construed as a whole, according to its fair meaning, and not strictly for or against any of the parties If any provision of this Agreement is held by an arbitrator or court of competent jurisdiction to be unenforceable, void, illegal or invalid, such holding shall not invalidate or affect the remaining agree/ surfnet/professional svcs mayor 7 of 11 10/12 covenants and provisions of this Agreement No covenant or provision shall be deemed dependent upon any other unless so expressly provided here As used in this Agreement, the masculine or neuter gender and singular or plural number shall be deemed to include the other whenever the context so indicates or requires Nothing contained herein shall be construed so as to require the commission of any act contrary to law, and wherever there is any conflict between any provision contained herein and any present or future statute, law, ordinance or regulation contrary to which the parties have no right to contract, then the latter shall prevail, and the provision of this Agreement which is hereby affected shall be curtailed and limited only to the extent necessary to bring it within the requirements of the law 21 DUPLICATE ORIGINAL The original of this Agreement and one or more copies hereto have been prepared and signed in counterparts as duplicate originals, each of which so executed shall, irrespective of the date of its execution and delivery, be deemed an original Each duplicate original shall be deemed an original instrument as against any party who has signed it 22 IMMIGRATION CONSULTANT shall be responsible for full compliance with the immigration and naturalization laws of the United States and shall, in particular, comply with the provisions of the United States Code regarding employment verification 23 LEGAL SERVICES SUBCONTRACTING PROHIBITED CONSULTANT and CITY agree that CITY is not liable for payment of any subcontractor work involving legal services, and that such legal services are expressly outside the scope of services contemplated hereunder CONSULTANT the nonprevailing parry 25 SURVIVAL Terms and conditions of this Agreement, which by their sense and context survive the expiration or termination of this Agreement, shall so survive 26 GOVERNING LAW This Agreement shall be governed and construed in accordance with the laws of the State of California 27 SIGNATORIES Each undersigned represents and warrants that its signature herembelow has the power, authority and right to bind their respective parties to each of the terms of this Agreement, and shall indemnify CITY fully for any injuries or damages to CITY in the event that such authority or power is not, in fact, held by the signatory or is withdrawn 28 ENTIRETY The parties acknowledge and agree that they are entering into this Agreement freely and voluntarily following extensive arm's length negotiation, and that each has had the opportunity to consult with legal counsel prior to executing this Agreement The parties also acknowledge and agree that no representations, inducements, promises, agreements or warranties, oral or otherwise, have been made by that party or anyone acting on that party's behalf, which are not embodied in this agree/ surfnet/professional svcs mayor 9 of 11 10/12 Agreement, and that that party has not executed this Agreement in reliance on any representation, inducement, promise, agreement, warranty, fact or circumstance not expressly set forth in this Agreement This Agreement, and the attached exhibits, contain the entire agreement between the parties respecting the subject matter of this Agreement, and supersede all prior understandings and agreements whether oral or in writing between the parties respecting the subject matter hereof 29 EFFECTIVE DATE This Agreement shall be effective on the date of its approval by the Bolsa Chica Ecological Reserve Pedestrian Bridge I California Department of Fish and Wildlife Huntington Beach, California Mr. Mason was the project manager for the design and installation of a 145-foot-long bridge composed of mat foundations and a steel truss frame bridge with ADA-compliant approaches. The design was developed in conjunction with the California Wildlife Foundation and focused on minimizing negative impacts to the sensitive habitat. Center bridge support was eliminated, so the structure did not encroach in the waterway, and the bridge was fabricated off site to minimize on -site construction. Involvement took place over several years while funding was obtained. Belmont Veterans Memorial Pier Assessment I City of Long Beach I Tidelands Capital Improvement Division I Long Beach, California ' Mr. Mason was the project director for topside, under -pier, and underwater structural inspections to assess the condition of a 1,800-foot-long by 24-foot-wide concrete pier supported on concrete 152 piles, originally constructed in 1966. The focus of the inspection was to identify any unsafe ' conditions for public use and determine if the pier was repairable, and if repaired, if it could support additional loads from new amenities. The project scope included dredging and slope re -contouring to maximize usable water space and installation of a new rock revetment to improve water/land interface. Dredged material and rock salvaged from an existing revetment were used to create a near -site mudflats habitat. Dana Point Harbor Marina I Orange County I Dana Point, California Mr. Mason was the project manager for master planning and design to rebuild the 2,400-slip Dana Point Marina. The project scope included a condition survey and stability analysis of the harbor's 5,100-foot-long seawall to determine its capability to resist anticipated soil pressures from the static and seismic loads and an evaluation of harbor dredging requirements and nearshore shoaling quantification. 1 Steve Cappellino Principal Scientist ' Education: Western Washington University, B.S., Ecotoxicology, 1990 Steve Cappellino is a partner and senior project manager based in Anchor QEA's Mission Viejo office. Mr. Cappellino has more than 25 years of experience managing waterfront redevelopment, ' dredging, and sediment remediation projects at ports and harbors throughout the United States. Many of these assignments have included all aspects of the project from initial site characterization and risk assessment, all the way through alternative development, feasibility evaluation, permitting, ' design, and eventually construction implementation. He actively oversees Anchor QEA's waterfront work with the cities of Newport Beach and Long Beach and the ports of Long Beach, Los Angeles, ' and Hueneme. Mr. Cappellino has been an active member of ASTM's sediment subcommittee since 1992 and has participated in the preparation and review of methods for the collection and testing of sediments for ' use in risk assessments and dredge material evaluations. He has also led the development of several regional long-term sediment management strategy documents for the U.S. Army Corps of Engineers (USACE) and the State of California, including the Los Angeles Contaminated Sediments Task Force Long -Term Management Strategy, the Los Angeles Regional Dredged Material Management Plan, and the San Francisco Bay Delta Long -Term Management Strategy. ' Project Experience West Basin (IR Site /) Sediment Rernediation I Port of Long Beach, California ' Mr. Cappellino was retained by the Port of Long Beach to manage a multi -year sediment remediation/facility redevelopment project at the former Long Beach Naval Shipyard facility. The area is a former Naval Installation Restoration study site. As such, all work was conducted according to Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) guidelines and included full California Environmental Quality Act (CEQA) compliance. Anchor QEA completed CEQA documents for the project, led the remedial design, and completed field construction management, where more than 500,000 cubic yards of contaminated sediments were dredged and placed inside a confined disposal facility. Dredge monitoring included 24-hours, 7-days-a-week ' oversight, as well as hundreds of sediment samples, to verify successful removal. Mr. Cappellino also led the development of the post -construction compliance reports for submittal to the State of California, the U.S. Navy, and the U.S. Environmental Protection Agency. ' Rhine Channel Contaminated Sediment Cleanup I City of Newport Beach, California Mr. Cappellino managed a multi -disciplinary project for the City of Newport Beach to remediate contaminated sediments from the Rhine Channel in Lower Newport Bay. The Rhine Channel was contaminated with metals, polychlorinated biphenyls (PCBs), and DDT from past industrial use and stormwater runoff. Since 2005, Anchor QEA conducted studies that included surface and subsurface ' sediment sampling, bathymetry surveys, debris field mapping, and structural engineering surveys of the existing shoreline structures, as well as an RI/FS, a CEQA Mitigated Negative Declaration, engineering design, and permit acquisition. The construction portion of the project was completed iSteve Cappellino ' in fall 2011, and Anchor QEA managed all construction activities, field (water quality and sediment) monitoring, and post -construction compliance monitoring. Colorado Lagoon Restoration I City of I ong Beach, California Mr. Cappellino is managing the design and permitting of this ecosystem restoration project in the City of Long Beach that includes dredging and grading the lagoon shoreline to create an eelgrass and habitat mitigation bank for future development needs. Project elements include coastal engineering and modeling to simulate future tidal exchange and water quality conditions. ' Middle Harbor Fill Site Third -party Dredge Material Management I Port of Long Beach, California Mr. Cappellino assisted in the management of all third -party disposal activities within the Middle Harbor fill site as part of the ongoing construction management effort. In total, almost 1 million cubic yards of material were transferred to the fill site from various locations around Southern California and placed in designated areas within the fill site. Anchor QEA's role on the project was to oversee the disposal activities and coordinate schedules for the construction contractors. This included ensuring that the proper paperwork was in place and assisting Port staff in selecting the best location for each disposal event. ' Port of Hueneme Maintenance Dredging and CAD Site Construction I Oxnard Harbor District Oxnard, California ' Mr. Cappellino led a project to design, permit, and construct a multi-user confined aquatic disposal (CAD) site for contaminated sediments within Port of Hueneme. The project comprised three distinct phases: 1) excavating a large pit in the middle of the harbor and placing the clean sand onto an ' adjacent beach; 2) dredging contaminated sediment from the USACE Federal Channel, Oxnard Harbor District wharves, and U.S. Navy berths and placing the material into the CAD cell; and 3) constructing a clean cap of sand on top of the contaminated layer to seal the cell and prevent ' chemical migration. Specific elements of this project included CEQA/National Environmental Policy Act permitting, engineering design, environmental characterization, construction management, field construction monitoring, and long-term monitoring and maintenance. The total volume of material managed during this project was approximately 1 million cubic yards. Mr. Gale is the project manager and has successfully managed preparation of a combination Initial Study/Environmental Assessment in accordance with NEPA, CEQA, and other applicable laws. Additionally, he is the environmental permitting lead and has obtained all project approvals from the U.S. Army Corps of Engineers (USACE), California Coastal Commission (CCC), California State Lands Commission, and San Diego Regional Water Quality Control Board (RWQCB). Anchor QEA is currently managing the environmental compliance during ' construction, with a focus on construction noise and vibration monitoring, permit and regulatory compliance, and biological survey and reporting. The USN is the federal lead agency for this project and co -applicant on many of the required regulatory approvals. Marina Park I City of Newport Beach I Newport Beach, California The Marina Park project is currently under construction with an anticipated completion date of ' December 2015. Once completed, the site will feature a 24,000-square-foot sailing and community center, a 23-slip marina for visiting boaters, a new Girl Scout House, and revamped tennis and basketball courts. Mr. Gale is the environmental compliance manager during all phases of ' construction and is responsible for negotiating with state and federal agencies compliance responsibilities prior to, during, and post -construction. This includes obtaining notice to proceed and agency pre -construction authorizations, preparing and implementing water quality monitoring ' during dredging operations, overseeing biological and archeological monitoring during site grading operations, and preparing post -dredging reporting commitments. Mr. Gale will continue to play a ' key role through the remainder of construction. ' Adam Gale Managing Environmental Planner ' Regional General Permit 54 1 City of Newport Beach, Harbor Resources Department I Newport Beach, California ' The City of Newport Beach is in the process of obtaining a new Regional General Permit 54 (RGP). The RGP would allow individual residential and commercial property owners a more streamlined mechanism to conduct maintenance dredging in specified areas of the harbor that have met state ' and federal sediment quality standards for ocean disposal, beach replenishment, or upland disposal, as well as minor dock repair or replacement. Mr. Gale is the project manager responsible for overseeing all aspects of the project, including obtaining approval from USACE, the RWQCB, and the ' CCC. To compliment this effort, Anchor QEA is assisting the City in establishing a city -specific eelgrass mitigation plan that would allow property owners to mitigate for eelgrass impacts through a bay -wide approach as opposed to site -specific mitigation requirements. The eelgrass mitigation plan is an innovative approach that has been developed in close coordination with the USACE, CCC, RWQCB, and the National Marine Fisheries Service. ' Back Bay Landing Development Plan I Terra Vista Management I Newport Beach, California Anchor QEA provides comprehensive marina planning services for the Back Bay Landing Marina development project. The project involves rebuilding a commercial marina in Upper Newport Bay, ' with removal and replacement of existing floats, gangways, and piles; maintenance dredging; enhancement/mitigation of habitat; upgrade and/or construction of seawalls; construction of a dry -stack boat storage facility; and construction of visitor and public amenities. Mr. Gale has been ' involved in several aspects of the project; he most recently provided technical review of the draft Environmental Impact Report (EIR) prepared by the City of Newport Beach. Mr. Gale previously ' conducted a wetland delineation of the project area to facilitate early design considerations for the proposed project. The delineation focused on the marine component of the project, documenting the landward extents of waters of the United States subject to the regulatory authority of the USACE and wetlands as defined by the CCC. Shellmaker Island Rowing Center Dock Replacement I University of California, Irvine I Newport Beach, California ' The University of California Irvine (UCI) is currently undertaking a renovation project at its Shellmaker Island Rowing Center in Newport Beach. Renovations include in -kind replacement of a ' 2,240-square-foot upland concrete deck adjacent to a fixed overwater dock and upland boat house. The CCC is reviewing UCI's Coastal Development Permit application and has requested that a coastal hazards analysis be conducted for the proposed deck replacement. Anchor QEA completed the ' analysis that evaluated the current and potential coastal hazards at the site, based on local predicted sea -level rise estimates, in addition to an evaluation of minimization of impacts from coastal hazards, both existing and future (potential). Snohomish County Nearshore Restoration I Snohomish County I Snohomish County, Washington As coastal engineer, Ms. Cannon was responsible for evaluating coastal processes along 4 miles of shoreline between Mukilteo and Everett in Puget Sound. The project including evaluating multiple alternatives and development of a 35%design for two preferred alternatives. Additional work for the preferred alternatives is currently in progress and involves developing final design drawings and specifications. Seahurst Park I City of Burien Parks and Recreation I Burien, Washington As coastal engineer, Ms. Cannon was responsible for completing wind -wave evaluation and project design tasks. The work included wind -wave hindcasting and shoreline change modeling using models developed by the U.S. Army Corps of Engineers (STWAVE and GENESIS). The modeling efforts were used to evaluate proposed alternatives and inform performance and maintenance costs for the preferred alternative. The project included significant bulkhead removal and soft shoreline restoration with public access on Puget Sound. The project received a national 'Best Restored Beach Award" from the American Shore and Preservation Association in 2010. Project Experience tDeer Lagoon Restoration Project I Wild Fish Conservancy I Whidbey Island, Washington As lead GIS Analyst, Mr. Pipkin acquired, synchronized, and analyzed topographic and bathymetric ' data. He pre- and post -processed GIS data for incorporation into hydraulic models and assessment of alternatives for improving tidal transfer and fish habitat within a man-made lagoon. Analyses were conducted to evaluate the impacts to adjacent uplands and habitat improvements. tRiparian Inventory and Function Assessment I Whatcom County I Bellingham, Washington Mr. Pipkin used GIS to complete an inventory and functional assessment of riparian conditions in ' eight creek systems and more than 100 miles of associated marine shoreline. Riparian vegetation conditions were inventoried using a variety of aerial imagery sources, LiDAR, and available GIS. The inventory collected conditions for large woody debris potential, wildlife corridors, and water quality. ' GIS was used to store and analyze the data to determine the current conditions and restoration need. A project geodatabase and metadata were created and transferred to the client. ' Colorado Lagoon Phase 2B Design Project I City of Long Beach I Long Beach, California Mr. Pipkin is the lead CAD designer for this restoration and park design project that involves substantial upland regrading, dredging and filling of a tidal lagoon, storm drainage, and public ' access. Mr. Pipkin has used both GIS and CAD to develop products to assist the design and convey restoration and engineering concepts. ' Development Support (Restoration) at Whiteman Cove I South Puget Sound Salmon Enhancement Group I Key Peninsula, Washington Mr. Pipkin was the lead GIS/CAD Analyst on this project. He developed multiple topographic and bathymetric surface models for use in hydraulic models to assess restoration alternatives. Analyses were conducted to assess the proposed restoration design and identify potential flooding impacts within the cove. Project Experience Keyport Lagoon Restoration I U.S. Navy I USNB Kitsap Keyport, Washington As project manager and senior coastal engineer, Dr. Ketteridge was responsible for developing 2-D tidal circulation and wave models to evaluate the performance of proposed restoration alternatives (new tidal inlet) and provide design criteria for a proposed new bridge to be built across the new inlet. Work included wind -wave hindcasting, an evaluation of design storm parameters and associated wave loads, and shoreline protection requirements for the various project elements. Scour analysis in the nearshore area and in the Lagoon post project were also evaluated. Cabo Riviera Wave and Tidal Hydrodynamic Modeling I La Riviera, Mexico As senior coastal engineer, Dr. Ketteridge was responsible for development and implementation of a coupled 2-D tidal circulation and nearshore wave model (DELFT3D and SWAN) to evaluate the performance of the entrance channel to the Cabo Riviera marina, currently under construction. Project work included model development and validation, development of the offshore wave climate used to drive the nearshore wave model, and implementation of the model to evaluate wave heights within the entrance channel for a variety of wave directions. Results of the modeling were used to inform an evaluation of sedimentation in the navigation channel as well as impacts to nearshore coastal processes. Leeway Sailing Center Coastal Hazards Analysis I City of Long Beach I Long Beach, California Dr. Ketteridge was the senior coastal engineer responsible for conducting an existing and future coastal hazards analysis for the Leeway Sailing Center in Long Beach, California, in support of proposed renovations to the buildings and fixed pier at that project site. The work included developing estimates of winds, waves, and water levels at the site to evaluate present day and future coastal hazards that could impact the facility. Impacts due to sea level rise estimates for the years 2050 and 2064 (the end of the design life for the structures) were evaluated following guidance developed by the California Coastal Commission. 1 Matthew R. ' Project Experience Dredged Material Disposal Modeling I US Army Corps of Engineers I Monterey Bay, California ' While at another firm, Mr. Henderson served as a Senior Engineer involved with dredged material disposal modeling supporting a risk -based evaluation of dredged material placement from Moss Landing Harbor. Fate and transport of DDT -containing dredged material from a submerged 1 nearshore disposal pipeline was evaluated to predict impacts on exposure levels in Monterey Canyon. The BANG1 D turbidity current model was used to determine the distance down -canyon that a turbidity current could transport DDT -containing dredged material. Water column suspended sediment concentrations during dredged material placement were estimated using the Suspended Sediment Fate (SSFATE) model. Ambient and time -series water column and sediment ' concentrations were computed for each exposure area. Model results were used to establish exposure areas for receptors within canyon and on canyon shelf. Port of Gulfport Storm Surge Analysis and Shoreline Protection Design I Mississippi State Port ' Authority I Gulfport, Mississippi Mr. Henderson was the senior coastal engineer responsible for hydrodynamic and wave modeling to ' develop coastal engineering design parameters for the site. His responsibilities include determining overall volume of impacted sediments, developing cost-effective and technically feasible methods for removing or managing sediments, and reviewing structural ' conditions of existing seawalls and facilities in the channel. Mr. Whelan's engineering findings and conclusions have been documented in a Draft Feasibility Study and Alternatives Evaluation. Port of Hueneme Maintenance Dredging and CAD Site Construction I Oxnard Harbor District ' Oxnard, California Mr. Whelan was the lead civil and environmental engineer and project manager for this project involving development of a multi-user confined aquatic disposal (CAD) site for contaminated sediments within Port Hueneme. The project comprised three phases: excavating a large pit in the middle of the harbor and placing clean sand onto an adjacent beach; dredging contaminated sediment from the Federal ' Channel, Oxnard Harbor District docks, and Navy docks and placing the material into the CAD cell; and constructing a clean cap of sand on top of the contaminated layer to seal the cell and prevent chemical migration. Design elements included dredging design, resistance to erosion, modeling of chemical ' breakthrough and water quality impacts, and consolidation of materials placed in the CAD. Mr. Whelan continues to act as the lead engineer for post -construction monitoring surveys. ' Holly Street Landfill Cleanup/Whatcom Creek Estuary Restoration I City of Bellingham Parks Department I Bellingham, Washington Mr. Whelan was the lead design engineer for this project that included excavating and capping both ' sides of the creek shoreline with materials configured to stabilize the banks, isolate chemical contaminants in the underlying refuse and soil, and withstand a 100-year flow event. Mr. Whelan incorporated habitat restoration elements into the design, including anchored and unanchored large ' woody debris and a rock berm to create an intertidal side channel. These efforts were conducted in support of ongoing dredging and confined disposal facility construction projects. Campbell Shipyard Remediation, Habitat Restoration, and Site Redevelopment I Port of San Diego, California Mr. Wang was the project manager for this complex cleanup project conducted under a Cleanup and Abatement Order. The site was redeveloped for Hilton Hotel use.
