Statement of Issue: The City's Supplemental Retirement and Retiree Medical Subsidy
Plans require actuarial studies as part of the City's annual audit.
Funding Source: For the first year of the contract, funds are budgeted in the fiscal year
2001-02 Supplemental Retirement Account (business unit #70335203).
Recommended Action: Approve the contract with Aon Consulting, Inc. for actuarial study
services and authorize the Mayor and City Clerk to execute.
Alternative Actions : Solicit new proposals through the RFP process.
Analysis: The Government Accounting Standards Board (GASB) requires detailed
disclosures for pension plans and other post -employment benefit plans. The City of
Huntington Beach maintains two self administered post -employment plans; a supplemental
retirement plan and a post -retirement medical plan. The City contracts with an actuary to
conduct the required studies.
The actuarial studies must be performed at least once every two years and updated on the
off years. The years 2000-01 and 2002-03 will require full studies and 2001-02 and 2003-04
will only require updates.
The requirements for contracting for professional services, as outlined in Chapter 3.03 of the
City Municipal Code have been met. On June 29, 2001, a request for proposal was sent to
nine actuarial firms, three companies submitted proposals. A committee of three staff
members reviewed the proposals and Aon Consulting was selected as the company who
could best meets the City's need for actuarial services.

PROFESSIONAL SERVICES CONTRACT BETWEEN
THE CITY OF HUNTINGTON BEACH AND
AON CONSULTING, INCORPORATED FOR ACTUARIAL STUDIES SERVICES
THIS Agreement is made and entered into this 15th day of October
2001, by and between the City of Huntington Beach, a municipal corporation of the State of
California, hereinafter referred to as "CITY," and Aon Consulting, a California corporation
hereinafter referred to as "CONSULTANT."
WHEREAS, CITY desires to engage the services of an independent firm to conduct
actuarial studies for its Supplemental Retirement Plan and Retiree Medical Plan ("Plans") to
obtain all required financial statement disclosure information for the Plans as required by the
Government Accounting Standards Board ("GASB"); and
Pursuant to documentation on file in the office of the City Clerk, the provisions of
the Huntington Beach Municipal Code, Chapter 3.03, relating to procurement of professional
service contracts have been complied with; and
CONSULTANT has been selected to perform said services,
NOW, THEREFORE, it is agreed by CITY and CONSULTANT as follows:
I. SCOPE OF SERVICES
CONSULTANT agrees to provide CITY with biannual studies of the Plans for CITY's
Fiscal Year ("FY") 2000l01 and FY2002/03 and complete actuarial update studies of the Plans
for FY2001/02 and FY 2003/04 ("PROJECT"). The biannual and actuarial update studies will
include contribution rates and GASB required disclosures and CONSULTANT agrees to provide
all services as described in CITY's Request for Proposal dated June 26, 2001, and
CONSULTANT's proposal dated July 16, 2001, attached hereto as Exhibit "A" and incorporated
into this Agreement by this reference. CONSULTANT will prepare the biannual and actuarial

update studies on the basis of a July I" to June 30`h fiscal year. CITY will provide information
to perform the biannual and actuarial update studies to CONSULTANT on a timely basis so that
CONSULTANT can complete the biannual and actuarial update studies by December 31" of
each year during the term of this Agreement.
CONSULTANT shall be entitled to progress payments following completion of the
biannual or actuarial update study for each fiscal year during the term of this Agreement, in
accordance with the following progress and payment schedule:

2. DESIGNATED CONTACTS
CITY hereby designates Sharon Hennegen Senior Department Analyst, to work
directly with CONSULTANT in the performance of this Agreement.
CONSULTANT hereby designates Brad Au, Vice President, who shall represent
it and be its sole contact and agent in all consultations with CITY during the performance of this
Agreement.
3. TIME OF PERFORMANCE
Time is of the essence of this Agreement. The services of CONSULTANT are to
commence as soon as practible after the execution of this Agreement and all tasks specified in
Section 1 shall be completed no later than CONSULTAN T's submittal of the actuarial update
study for FY 2003/04.

4. COMPENSATION
In consideration of the performance of the services described herein, CITY agrees
to pay CONSULTANT a fee not to exceed fifty eight thousand five hundred Dollars
($58,500.00) ("Fixed Fee")
5. EXTRA WORK
In the event CITY requires additional services not included in Section 1, or
changes in the scope of services described in Section 1, CONSULTANT will undertake such
work only after receiving written authorization from CITY. Additional compensation for such
extra work shall be allowed only if the prior written approval of CITY is obtained.
6. METHOD OF PAYMENT
A. CONSULTANT shall be entitled to progress payments toward the Fixed Fee in
accordance with the progress and payment schedules set forth in Section 1.
B. Delivery of work product: A copy of every memorandum, letter, report,
calculation and other documentation prepared by CONSULTANT shall be submitted to CITY to
demonstrate progress toward completion of tasks. In the event CITY rejects or has comments on
any such product, CITY shall identify specific requirements for satisfactory completion. Any
such product which has not been formally accepted or rejected by CITY shall be deemed
accepted.
C. CONSULTANT shall submit to CITY an invoice for each progress payment due.
Such invoice shall:
1) Reference this Agreement;
2) Describe the services performed;
3) Show the total amount of the payment due;

4) Include a certification by a principal member of CONSULTANT's
firm that the work has been performed in accordance with the
provisions of this Agreement; and
5) For all payments include an estimate of the percentage of work
completed.
Upon submission of any such invoice, if CITY is satisfied that CONSULTANT is
making satisfactory progress toward completion of tasks in accordance with this
Agreement, CITY shall promptly approve the invoice, in which event payment shall be
made within thirty (30) days of receipt of the invoice by CITY. Such approval shall not
be unreasonably withheld. If CITY does not approve an invoice, CITY shall notify
CONSULTANT in writing of the reasons for non -approval within seven (7) calendar
days of receipt of the invoice, and the schedule of performance set forth in Section 1 shall
be suspended until the parties agree that past performance by CONSULTANT is in, or
has been brought into compliance, or until this Agreement is terminated as provided
herein.
D. Any billings for extra work or additional services authorized by CITY
shall be invoiced separately to CITY. Such invoice shall contain all of the information
required above, and in addition shall list the hours expended and hourly rate charged for
such time. Such invoices shall be approved by CITY if the work performed is in
accordance with the extra work or additional services requested, and if CITY is satisfied
that the statement of hours worked and costs incurred is accurate. Such approval shall
not be unreasonably withheld. Any dispute between the parties concerning payment of

such an invoice shall be treated as separate and apart from the ongoing performance of
the remainder of this Agreement.
7. DISPOSITION OF PLANS, ESTIMATES AND OTHER DOCUMENTS
CONSULTANT agrees that all materials prepared hereunder, including all
original drawings, designs, reports, both field and office notices, calculations, maps, memoranda,
letters and other documents, shall be turned over to CITY upon termination of this Agreement or
upon PROJECT completion, whichever shall occur first. In the event this Agreement is
terminated, said materials may be used by CITY in the completion of the PROJECT or as it
otherwise sees fit. Title to said materials shall pass to CITY upon payment of fees determined to
be earned by CONSULTANT to the point of termination or completion of the PROJECT,
whichever is applicable. CONSULTANT shall be entitled to retain copies of all data prepared
hereunder.
8. HOLD HARMLESS
CONSULTANT shall protect, defend, indemnify and save hold harmless CITY,
its officers, officials, employees, and agents from and against any and all liability, loss, damage,
expenses, costs (including without limitation, costs and fees of litigation of every nature) arising
out of or in connection with CONSULTANT's performance of this Agreement or its failure to
comply with any of its obligations contained in this Agreement by CONSULTANT, its officers,
agents or employees except such loss or damage which was caused by the sole negligence or
willful misconduct of CITY. CITY shall be reimbursed by CONSULTANT for all costs and
attorney's fees incurred by CITY in enforcing this obligation.

9. WORKERS' COMPENSATION INSURANCE
Pursuant to California Labor Code Section 1861, CONSULTANT acknowledges
awareness of Section 3700 et seq. of said Code, which requires every employer to be insured
against liability for workers' compensation; CONSULTANT covenants that it will comply with
such provisions prior to commencing performance of the work hereunder; and shall indemnify,
defend and hold harmless CITY from and against all claims, demands, payments, suit, actions,
proceedings, and judgments of every nature and description, including attorney's fees and costs
presented, brought or recovered against the CITY, for or on account of any liability under any of
said acts which may be incurred by reason of any work to be performed by CONSULTANT
under this Agreement.
CONSULTANT shall maintain workers' compensation insurance in an amount of
not less than One Hundred Thousand Dollars ($100,000) bodily injury by accident, each
occurrence, One Hundred Thousand Dollars ($100,000) bodily injury by disease, each employee,
Two Hundred Fifty Thousand Dollars (S250,000) bodily injury by disease, policy limit.
CONSULTANT shall require all subcontractors to provide such workers'
compensation insurance for all of the subcontractors' employees. CONSULTANT shall furnish
to CITY a certificate of waiver of subrogation under the terms of the workers' compensation
insurance and CONSULTANT shall similarly require all subcontractors to waive subrogation.
10. GENERAL LIABILITY INSURANCE
In addition to the workers' compensation insurance and CONSULTANT's
covenant to indemnify CITY, CONSULTANT shall obtain and furnish to CITY, a policy of
general public liability insurance, including motor vehicle coverage covering the PROJECT.
The policy shall indemnify CONSULTANT, its officers, agents and employees, while acting

within the scope of their duties, against any and all claims arising out of or in connection with
the PROJECT, and shall provide coverage in not less than the following amount: combined
single limit bodily injury and property damage, including products/completed operations liability
and blanket contractual liability, of $1,000,000 per occurrence. If coverage is provided under a
form that includes a designated general aggregate limit, the aggregate limit must be no less than
$1,000,000 for this PROJECT. The policy shall name CITY, its agents, its officers, employees
and volunteers as Additional Insureds, and shall specifically provide that any other insurance
coverage which may be applicable to the PROJECT shall be deemed excess coverage and that
CONSULTANT's insurance shall be primary.
Under no circumstances shall the above -mentioned insurance contain a self -
insured retention, or a "deductible" or any other similar form of limitation on the required
coverage.
11. PROFESSIONAL LIABILITY INSURANCE
CONSULTANT shall furnish a professional liability insurance policy covering
the work performed by it hereunder. Said policy shall provide coverage for CONSULTANT's
professional liability in an amount not less than S1,000,000 per occurrence and in the aggregate.
A claims -made policy shall be acceptable if the policy further provides that:
A. The policy retroactive date coincides with or precedes the initiation of the
scope of work (including subsequent policies purchased as renewals or
replacements).
B. CONSULTANT shall notify CITY of the reporting of any circumstances
or incidents that might give rise to future claims.

CONSULTANT will make every effort to maintain similar insurance during the required
extended period of coverage following project completion, including the requirement of adding
all additional insureds.
If insurance is terminated for any reason, CONSULTANT agrees to purchase an
extended reporting provision of at least two (2) years to report claims arising from work
performed in connection with this Agreement.
12. CERTIFICATES OF INSURANCE
Prior to commencing performance of the work hereunder, CONSULTANT shall
furnish to CITY certificates of insurance subject to approval of the City Attorney evidencing the
foregoing insurance coverages as required by this Agreement; the certificates shall:
A. provide the name and policy number of each carrier and policy,
B. state that the policy is currently in force; and
C. shall promise that such policies shall not be suspended, voided or canceled
by either party, reduced in coverage or in limits except after thirty (30)
days' prior written notice; however, ten (10) days' prior written notice in
the event of cancellation for nonpayment of premium.
CONSULTANT shall maintain the foregoing insurance coverages in force until
the work under this Agreement is fully completed and accepted by CITY.
The requirement for carrying the foregoing insurance coverages shall not derogate
from the provisions for indemnification of CITY by CONSULTANT under the Agreement.
CITY or its representative shall at all times have the right to demand the original or a copy of all
said policies of insurance. CONSULTANT shall pay, in a prompt and timely manner, the
premiums on all insurance hereinabove required.

13. ItiTDEPENDENT CONTRACTOR
CONSULTANT is, and shall be, acting at all times in the performance of this
Agreement as an independent contractor herein and not as an employee of the CITY.
CONSULTANT shall secure at its expense, and be responsible for any and all payment of all
taxes, social security, state disability insurance compensation, unemployment compensation and
other payroll deductions for CONSULTANT and its officers, agents and employees and all
business licenses, if any, in connection with the services to be performed hereunder.
14. TERMINATION OF AGREEMENT
All work required hereunder shall be performed in a good and workmanlike
manner. CITY may terminate CONSULTANT's services hereunder at any time with or without
cause, and whether or not PROJECT is fully complete. Any termination of this Agreement by
CITY shall be made in writing, notice of which shall be delivered to CONSULTANT as
provided herein. In the event of termination, all finished and unfinished documents, exhibits,
report, and evidence shall, at the option of the CITY, become its property and shall be delivered
to it by CONSULTANT.
15. ASSIGNMENT AND SUBCONTRACTING
This Agreement is a personal service contract and the supervisory work hereunder
shall not be delegated by CONSULTANT to any other person or entity without the express
written consent of CITY.
lb. COPYRIGHTS/PATENTS
CITY shall own all rights to any patent or copyright on any work, item or material
produced as a result of this Agreement.

17. CITY EMPLOYEES AND OFFICIALS
CONSULTANT shall employ no CITY official nor any regular CITY employee
in the work performed pursuant to this Agreement. No officer or employee of CITY shall have
any financial interest in this Agreement in violation of the applicable provisions of the California
Government Code.
18. NOTICES
Any notice or special instructions required to be given in writing under this
Agreement shall be given either by personal delivery to CONSULTANT's agent (as designated
in Section 2 hereinabove) or to CITY's Director of Administrative Services as the situation shall
warrant, or by enclosing the same in a sealed envelope, postage prepaid, and depositing the same
in the United States Postal Service, addressed as follows:

19. MODIFICATION

No waiver or modification of any language in this Agreement shall be valid
unless in writing and duly executed by both parties.
20. SECTION HEADINGS.
The titles, captions, section, paragraph, subject headings and descriptive phrases
at the beginning of the various sections in this Agreement are merely descriptive and are
included solely for convenience of reference only and are not representative of matters included
or excluded from such provisions, and do not interpret, define, limit or describe, or construe the

intent of the parties or affect the construction or interpretation of any provision of this
Agreement.
21. INTERPRETATION OF THIS AGREEMENT
The language of all parts of this Agreement shall in all cases be construed as a
whole, according to its fair meaning, and not strictly for or against any of the parties. If any
provision of this Agreement is held by an arbitrator or court of competent jurisdiction to be
unenforceable, void, illegal or invalid, such holding shall not affect the remaining covenants and
provisions of this Agreement. No covenant or provision shall be deemed dependent upon any
other unless so expressly provided here. As used in this Agreement, the masculine or neuter
gender and singular or plural number shall be deemed to include the other whenever the context
so indicates or requires. Nothing contained herein shall be construed so as to require the
commission of any act contrary to law, and wherever there is any conflict between any provision
contained herein and any present or future statute, law, ordinance or regulation contrary to which
the parties have no right to contract, then the latter shall prevail, and the provision of this
Agreement which is hereby affected shall be curtailed and limited only to the extent necessary to
bring it within the requirements of the law.
22. DUPLICATE ORIGINAL
The original of this Agreement and one or more copies hereto have been prepared
and signed in counterparts as duplicate originals, each of which so executed shall, irrespective of
the date of its execution and delivery, be deemed an original. Each of the parties hereto shall
retain an originally signed copy hereof. Each duplicate original shall be deemed an original
instrument as against any party who has signed it.

23. IMMIGRATION
CONSULTANT shall be responsible for full compliance with the immigration
and naturalization laws of the United States and shall, in particular, comply with the provisions
of the United States Code regarding employment verification.
24. LEGAL SERVICES SUBCONTRACTING PROHIBITED
CONSULTANT and CITY agree that CITY is not liable for payment of any
subcontractor work involving legal services, and that such legal services are expressly outside
the scope of services contemplated hereunder. CONSULTANT understands that pursuant to
Huntington Beach City Charter Section 309, the City Attorney is the exclusive legal counsel for
CITY; and CITY shall not be liable for payment of any legal services expenses incurred by
CONSULTANT.
25. ATTORNEY'S FEES
In the event suit is brought by either party to enforce the terms and provisions of
this Agreement or to secure the performance hereof, each party shall bear its own attorney's fees.
26. ENTIRETY
The Agreement contains the entire agreement between the parties respecting the
subject matter of this Agreement and supercedes all prior understanding and agreements whether
oral or in writing. The foregoing sets forth the entire Agreement between the parties.

Dear Mr. Au:
The City of Huntington Beach is requesting proposals for an actuarial study on the City's
retirement supplement and retiree medical subsidy. The studies should provide all of the
required information of the Government Accounting Standards Board (GASB)
pronouncements for pensions and post -employment benefits other than pension
obligations. Note that the retirement supplement is available only to employees hired
prior to December 27, 1997.
A description of the plans can be found in the attached copies of the notes to the City's
Comprehensive Annual Financial Report for the fiscal year ending September 30, 2000.
The City is now funding the Retiree Medical Subsidy on an actuarial basis so there will
be additional required disclosures for this plan. These disclosures can be found in
GASB Statements 12, 14, and 26. For Fiscal Year 2000/01, the City must comply with
GASB Pronouncements 24, 25, 26, and 27 for pension disclosures. To enhance your
understanding of these plans, I have attached copies of 'a memorandum of
understanding with an employee association for these plans. All associations have the
same information for these plans.
The City is requesting a four-year proposal for the studies. According to GASB
pronouncements, the City is required to have a biannual study with an actuarial update
performed on the off years. For Fiscal Year 2000/01 a.full study will be required, so the
proposal should be for a full study in 2000/01, an update in 2001 /02, a full study in
2002/03, and an update in 2003/04.
The City is on an October 1st to September 300 fiscal year. CALPERS is on a July 1" to
June 30t' fiscal year. In order to be consistent with all other pension information, the
City would like the actuarial study to be performed on a July 1st to June 30t" fiscal year.
Information to perform the study should be available around September 3& of each
year. The desired completion date of the study is December 31't of each year.

5. Demonstrate a capability to comply with the City's insurance requirements.

Timelines for Selection
Below is a tentative calendar for the selection process:
July 160 -- Interested firms will submit five copies of their proposal to Richard

July 16'� to July 23`" L- City staff reviews proposals and may decide to interview
selected firms.

WHY AON CONSULTING?
The City. of Huntington Beach is selecting an actuary and consultant for the Retirement
Supplement Plan and Retiree Medical Subsidy Plan. To best serve the City= and plan
participants and to properly design and fund the Plan requires the best advice. As the
current plan actuaries and consultants, Aon Consulting has a firm understanding of the
City's plans and continues to be the right actuary and consultant to provide that advice.

communicate with you, City management. We give technical advice, but only where
relevant. We listen to you, we understand your objectives and we take complex actuarial
concepts and communicate them clearly to the management with responsibility for the plans.

the world. We bring all the resources of a large national firm.
The actuarial and consulting services will be performed by the staff in Aon's Los Angeles
office. You will be an important client to us. The City is very typical of the size of our
California office clients. While we are a national firm, we are also small enough to assure
each client personal attention.

Consulting for government agency plans is one of our areas of expertise. The Aon team,
which will be assigned to your Plans, has extensive California public sector consulting
experience, particularly with municipalities. Our benefits consulting experience with
numerous corporate plans gives us additional insight and a breadth of experience that only
add to our government expertise.

We believe the City of Huntington Beach should select the actuary and consultant for its
Plans based on who will do the best job. We believe that is Aon. At the same time, Aon's
fees and hourly rates for professional services are reasonable and the same or lower than
other major firms. The fees quoted in the proposal are based on our best, realistic estimate
for Plans of this size, and our understanding of the scope of the work and our experience
with the Plans.

UNDERSTANDII`G OF THE RETIREMFWf SUPPLEMENT PLAN
•
The City of Huntington Beach provides pension benefits to its retired employees through
the California Public Employees Retirement System (Ca1PERS). , Currently, there are
approximately 1,000 active employees and 300 retired employees covered under this System.
•
The benefits payable under the System are determined based on the employee's final average

earnings, the employee's service under CAPERS, and the employee's age at retirement. The
•
normal force of benefit under the plan formula is paid for the employee's lifetime.
CaiPERS retirees may elect to receive monthly benefits in an optional form that also
provides a survivor benefit to the employee's beneficiary. If a survivor benefit form is
.
elected, the employee's monthly benefit amount is actuarially reduced to cover the additional
cost of the death benefit.

In order that the employee receives an unreduced monthly pension benefit under the
•
optional form, the City's Retirement Supplement Plan pays the additional amount by which
the CalPER5 benefit was reduced. This Program covers approximately 800 employees hired
•
by the City prior to 1998 and eligible to participate in CalPERS.
•

UNDERSTANDING OF THE RETIREE MEDICAL SUBSIDY PLAN
•
An employee who retires from the City of Huntington Beach with a minimum of ten years
of service or is granted an industrial disability retirement is eligible to participate in the City's
medical plans. The City contributes a portion of the cost of such coverage in accordance
•
with a schedule of fined benefit amounts that vary by length of service. The subsidy
amounts have increased from their initial level in 1987 but are frozen at their current levels.
Benefits are provided for employees and eligible dependents. The benefit for employees
•
after attaining age 65 is the lesser of the allowable subsidy or the premium for Medicare Part
•
A
ENGAGEMENT TO BE PERFORMED
•
Aon Consulting will perform actuarial valuations for the Retirement Supplement Plan and
the Retiree Medical Subsidy Plan. The following specific items are part of our valuation
process and are summarized in the detailed report:

♦ Determination of the annual required contribution (ARC) under GASB accounting
rules and for budgeting purposes. This will be shown both as an annual amount and
as a percentage of payroll_ The ARC will be broken down by normal cost rate and
unfunded service liability rates. Additionally, liabilities will be provided based on
employee group (fire, police, lifeguard and miscellaneous).
♦ Determination of the annual pension cost and benefit obligations and provide
disclosure information necessary under GASB, including reporting for purposes of
Statements 12, 25, 26 and 27.
♦ Projection of cash flow requirements for both plans.
♦ Recommendations regarding actuarial methods and assumptions.
Full valuation reports will be provided in the fiist and third years of the contract with
updates in the second and fourth years. The update valuations will include contribution
rates and required GASB disclosures based on certain limited additional data.
While not requested nor included in the scope of this proposal, we suggest the City review
the Supplemental Plan as it relates to available benefits under CalPERS. It is possible, if not
likely, these benefits can be provided more cost effectively through CalPERS rather than as a
supplemental plan. Additionally, it may be possible to transfer the assets set aside for this
plan to Ca]PERS. These issues should be studied and reviewed by someone familiar with
both the City's Supplemental and CalPERS programs.
TIMING
We understand the timing issues In in the City's budget and financial reporting
process. As in previous years, we will continue to exceed the City's requirements for
completing the annual valuation prior to December 31" each year with the City's continued
support in providing information on a timely basis. Our timely completion of the work
assumes clean data is provided ten to twelve weeks prior to the required deadline.

EXPERIENCE
As the City of Huntington Beach's current plan actuaries and consultants, Aon Consulting
has a firm understanding of the issues of the Retirement Supplement Plan and the Retiree
Medical Subsidy Plan. Further, we believe we already meet the City's needs with respect to
the plans.
In addition to the City of Huntington Beach, we have considerable experience with public
agencies providing seances identical to those requested. Our client references show a
sample of these agencies for which the personnel assigned to the City of Huntington Beach
provide these or similar services.
Our experience consulting in the public sector is one of the aspects that separate us from
our competitors. For example, John Bartel is an actuary who works with over 70 California
public agencies, including the City of Huntington Beach, helping them understand CaIPERS
issues. More importantly, he is familiar with the City of Huntington Beach's issues related to
Ca1PERS. Additionally, Mr. Bartel is on GASB's healthcare task force. This task force is
charged with establishing a new GASB post -retirement benefit plan other than pensions
reporting and disclosure statement. This statement will replace and significantly modify the
current standard, GASB Statement No. 12.
Aon's actuaries are known for their ability to present complex actuarial concepts in a manner
that helps management understand the plans so they can better take care of business.
STAFFING
We assembled a team of actuaries and consultants who are experienced benefit
professionals. Each has experience not only with the City of Huntington Beach, but a
number of other government agency plans.
♦ Bradley J. Au, Vice President, Los Angeles, will continue to be the primary contact
and have overall responsibility for actuarial and consulting services. He is an actuary
with 12 years consulting experience and has provided these services to the City of
Huntington Beach for four years.
♦ John E. Bartel, Vice President, San Francisco, will consult and provide expertise on
CalPERS, GASB, and other areas affecting public agencies. He is an actuary with 27
years benefits consulting experience and has worked with the City of Huntington
Beach on CaIPERS issues.
♦ Fred N. Heidom, Senior Vice President, Los Angeles, will have responsibility for
review of all actuarial and consulting services. He is an actuary with 30 years
consulting experience and has worked with the City of Huntington Beach for three
years.

The consultants .and actuaries who communicate with the City are the same professionals
who perform the calculations and other technical work for the Plans. Aon professionals are
required to be proficient both at communicating with clients and technically as actuaries and
consultants. This better serves the City, as Aon consultants are able to answer questions
directly and quickly when issues come up.
We have over 20 professional retirement actuaries and consultants in our Los Angeles office,
including 11 enrolled actuaries.

Mr. Au is an actuary and a Vice President in Aon Consulting's Los Angeles office. Overall,
he has 12 years of experience consulting on various employee benefit and retirement
programs.
Mr. Au has experience in actuarial and benefit consulting in the public and private sector.
This includes actuarial valuations of pension, retiree medical, and other benefit plans, studies
analyzing the cost of new benefit programs and changes to existing programs, design and
costing of supplemental retirement programs for executives, actuarial valuations of post
retirement medical programs and costing and funding of health and welfare benefits under
VEBAs.
In addition, Mr. Au has advised clients on employee communications and ongoing
administration. He drafts plan amendments, summary plan descriptions and other employee
communications. Mr. Au's experience with plan terminations includes calculation of
benefits, purchase of annuities, employee communications and government filings. He also
assists with employee benefit issues in mergers, acquisitions and sales, and with benefit
costing in union negotiations. Mr. Au is experienced with the budgeting and financial
statement impact of benefit programs in organizations reporting under FASB as well as
governments reporting under GASB.
Mr. Au joined Aon upon its merger with ASA, following ASA's acquisition of KPMG's
California retirement practice. He has been with Aon Consulting, including predecessor
companies, for his entire career.
Mr. Au received a Bachelor of Science degree in Mathematics/Economics from the

Mr. Heidorn is an actuary and a Senior Vice President at Aon's Los Angeles office. He has

Mr. Heidom's experience includes actuarial studies and design of pension and profit sharing
programs, design, implementation, communication, and administration of 401(k) savings
plans, actuarial valuations for a wide variety of pension plans and studies of medical benefits

and group insurance programs, including negotiations. Mr. Heidorn has performed flexible

of the time on a project is in the $150 to $250 range.

Statement of Issue: The City's Supplemental Retirement and Retiree Medical Subsidy
Plans require actuarial studies as part of the City's annual audit.
Funding Source: For the first year of the contract, funds are budgeted in the fiscal year
2001-02 Supplemental Retirement Account (business unit #70335203).
Recommended Action: Approve the contract with Aon Consulting, Inc. for actuarial study
services and authorize the Mayor and City Clerk to execute.
Alternative Actions : Solicit new proposals through the RFP process.
Analysis: The Government Accounting Standards Board (GASB) requires detailed
disclosures for pension plans and other post -employment benefit plans. The City of
Huntington Beach maintains two self administered post -employment plans; a supplemental
retirement plan and a post -retirement medical plan. The City contracts with an actuary to
conduct the required studies.
The actuarial studies must be performed at least once every two years and updated on the
off years. The years 2000-01 and 2002-03 will require full studies and 2001-02 and 2003-04
will only require updates.
The requirements for contracting for professional services, as outlined in Chapter 3.03 of the
City Municipal Code have been met_ On June 29, 2001, a request for proposal was sent to
nine actuarial firms, three companies submitted proposals. A committee of three staff
members reviewed the proposals and Aon Consulting was selected as the company who
could best meets the City's need for actuarial services.
