If no gym is desired, no action is necessary at this time. ANALYSIS: 1. Background The provision -of a recreation facility at the Bushard ,School was first proposed for Housing and Community Development fund- ing in 1975.(see Proposal attached). Under this proposal, the Boys' Club was to lease property, provide construction of the Building with HCD fundQ at a cost of,$12/square foot, operate the program. This approach proved impossible because: (1) HUD required that the City build the building and maii.tain title to it, and (2) the anticipated cost of $12/squire foot was infeasible. Subsequently, the City negotiated its own lease agreement with the Fountain Valley School District and hired an architect to design .the facility. Increased costs mandated that the size of the facility be reduced and the gym be eliminated. The City's investigation of soil conditions on the site revealed the peat soils that subsequently required a redesign of the building foundation and further increased costs. The process of State and local approvals of the final design brought the project to ;:he receipt -of bids and to the Council's at4ention. 2. Current Situation In anticipation of the increased costs and likely infeasibility of the Bushard Community Center, the Boys' Club of Huntington Beach, on its own initiative, entered into a lease agreement with the Fountain Valley School District for surplus school buildings. This Agreement will permit the Boys' Club to operate a juvenile recreation/diversion program essentially the same as that planned for the Bushard Center. Both the Boys' Club and the Bushard neighborhood have voiced a c?esire that the City provide a gym at a location adjacent to the Boys' Club lease- hold in lieu of the Bushard Center. Although no written proposal has been received from the Boys' Club, there have been verbal offers to operate a gym on behalf of the City, and the Fountain Valley School District has provided a map of the preferred lo- cation (see attached). The Fountain Valley School District has stated a desire for use of such a gym, if the City provides one, and has stated a will- ingness tc renegotiate a lease of real property at the subject location. The amount of Housing and Community Development Funds remaining for such a purpose is approximately $279,000. The architect for the Bushard Community Center suggests the following budget for a gym: • Age 3 $248,900 Construction at $46/square foot 28,000 10% architectural and processing fees $276,400 This budget would provide: - 60' x 90' building shell (5,400 square foot) - water and sewer connection - heating -- acoustics - lighting - wood gym floor The architect, however, emphasizes that these figures are reliable only if the project is bid by June 1980. 3. Necessary Additional Actions If the City Council wishes to authorize expenditure of funds to construct a gym at the Bushard School, the following addi- tional actions are necessary and a tentative time schedule is attached. a. Define Community Development Program to include provision of a gymnasium at the Bushard School siter and authorize by minute action expenditure of HCD funds for that purpose. b. Direct the City Attorney and staff to commence negotiation of a lease agreement for real property with the Fountain Valley School District. c. Direct the City Attorney and staff to commence negotiation of a management agreement with the Boys' Club of Huntington Beach. d.
