III. City agrees with the said Contractor to employ, and does hereby
employ, the acid Contractor to provide the materials and to dci the work
according to the terms and conditions herein contained and referred to, for
the prices aforesaid, and hereby contracts to pay the same at the time, in
the manner and urn the conditions as get forth to the goneral requirements
and the said lnrtiee for themselves, their heirs, executors , administrators,

A".TICLE I. GENERAL CLAUSES
SECTION 1-01 GENERAL
All materials furnished by the contractor unless otherwise provided, shall be
new and unused, of standard quality and approved by the Water Superintendent. All
material not covered by these specifications mist be- a-eprov d by the rater
Superintendent.
The Water Sri erintendent shall be the sole JUU'e as to the sulrabil.ity of the
proposed material for the purpose for which it gill be used.
It shall be understood that all material called out in the specifications by
trade names or catalog number, shall mean that iratteri,al, or an approved equal,
SECTION 1-02 SPECIAL QUALIleICATIONS
For the sulety of the water supply of the City of Huntington B,sach it is impera-
tive and essential that the City of Huntington Beach take no risi i%i awarding the
contract to any contractor or person, thaL is not emintntly qualified, through past
performance in similar work and reputation to accomplish the intent of the plans and
specifications.
ARTICLE 11, MATERIAL
SECTION 2-01 PIPE
Pipe shall be asbestos cement conforming to than standard specifications for
asbestos cement water pipe, Class 130 (unlecs otherwise shown on the plans) of the
American Water Works Association No. C 400.53 T or its latest revision. Pipe ends
shall be step macwinad so as to provide automatic and separation without the use of
mechanical spacers. Pipe couplings small be "RING TITS" or approved equal. Rubber
sealing rings shall be solid in cross section and furnished by the pipe manufacturer.
Maximum compression of the rubber ring shall not exceed 507E of the thickness of the
rubber ring nor shall it be less than 20% of the diametrically apposed side.
SSCT10N 2-02 SPECIALS AND FITT100S
Shall be either A.W.W,A. Class D or short body Class 250, with ands to accomo-
datR type of piping used. Fittings for use with asbestos cement pipe shall have
machine fir..ished end connections with both the ring groove and the interior of the
bell machine finished to the tolerance specified by the pipe ranufacturer. All `ast
iron fittings shill be count lined in accordance with American Standard Spoe.ific ation
A 21.4-1939, The lining shall have a minimum thickness of one-eighth inch.
Fittings shall be free of blow holes and coatings shall ba smooth and clean.

Wedge blocks and hooks shall be solid bronze and be so designed as to allow
the gates to function properly when water pressure is exerted from either or both
directions. All valves 12" and smaller shall be suitable for working pressure of
200 P.S.I. All valves shall have manufacturers name, working pressure and date, cast
In plain letters on the body of the valve.
SECTION 2-04 FIRE HYDRANTS
Shall be Rich, East Bay Hydrant Greenberg, Jones or approved equal. Hydrant
stems are to be of "G" metal, "NI-VEE"c "EVERDUR" or proven equal. Nozzle caps shall
be furnished with rubber washers. Installation to be as per City of Huntington Beach
Water Gepartanent Plan No. 605. Hydrant burys shall be cement lined In accordance with
American Standard Speciticatiun A21. 4-1939.

Shall be Red Brass i. e. , Copper 85%, 'din 5%, Lead 5% and Zinc 5%. Installation

CONSTRUCTION DETAILS
SECTION 3-01 INSPECTIONS
1. Ocneral
City inspec ticin ,shall be provided for each job, It shall be the duty of the
Inspector to see that the contractor complies with all city plans, specifications,
rules and regulations. The contractor shall call the Water Department not later than
noon of the day prior to the day that inspection is desired.
Z. field Inspection
All pipe and accessories shall be laid, jointed, tested for defects and for
leakage with pressure and chlorinated in the manner herein specified i.r. the presence
of the Water Superintendent or his authorized agents , and subject to their approval.
3. Disposition of Defective Material
All material found during the progress of work to have cracks, flaws, or other
deL:cts vi.11 be rejected by the Water Superintendent, and the contractor shall
promptly remove from the site of work such defective material.
SECTION 3-02 CONTRACTOR'S RESPONSIBILITY FOR MATERIAL
1. Responsibility for Material Furnished� by _ er
The contractor' s responsibility for material furnished by the owner shall begin
at the pot .,'t of delivery by the manufacturer, or owner, and upon acceptance of the
material bythe contractor. The contractor shall examine all material furnished by
the owner at the time and plane of delivery, and shall reject all defective material.
Any defective material furnished by the owner and not rejected by the contractor, and
discovered prior to f itia l acceptance of the vonk, will be- replaced with sound material
by the owner and the owner will furnish .such additional material and supplies as may
be necessary to install such replaced material; the contractor, however, shall remove
the defective material and install the replaced material at his o%Jn expense, furni-
shing all of the labor and facilities necessary to complete the work to the satis-
faction of the Water. Superintendent.

SECTIONS 3-03 HANDLING PIPE AND ACCSSSQRIES
1... . Care
Cast iron pipe, fittings, valves, hydrants, asbestos-cement pipe, dnd other
accessories shall , unlesA otherwise directed, be unloaded at the point of delivery,
hauled to and distributed at the si 4e of the project by the contractor; they shall at
ell times be handled wit11 care to avoid damage.
2. At Site of Work
In distributing the material at the site of the work, each piece shall b- un-
loaded opposite or near the place wrhare it is to be laid in the trench.
3. Pipe Kent Clean
The interior of all pipe, fittings, and other accessories shall be kept free
from dirt and foreign mat:tee at all times.
SECTION 1,04 ALIGNMENT AND GRADE
1 . General
kII pipe shall be laid and maintained to the required lines and grades; with

and spigots home; and with all valves and hydrant stems plumb.
2 . Pro tectini.Underground and Surface Structures
Temporary support, adequate protection and mAinteaance of all tinders round and
surface utility structures, drains, sewers, and other: obstructions encountered in
the programs of the work shall. be furnis:ed by the contr4c for at his own expense
under the direction of the Water Superintendent.
3. Deviations Occasioned by other Utilit Structures

Wherever existing utility structures or branch cotinections leading to again sever
or to main drains or other conduits, ducts, pipes, or structures pr-!tseat obstructions
to the grade and alignment of the pipe, they shall be permanently supported, remoysd,
relocated, sr reconstructed by the contractor through cooperation with the owner of
the utility, structure, or obstruction involved. In those instance-s Where the re-
location or reconstruction Is impracticable, a devistion from line ,and grade will be
ordered, and the change shall be made ft. the manner directed.
4 Deviation with Water Superintandent's Consent
No deviation shall be suede from the required line or grade exc•spc with the

5. Subsurface Explorations
The City shal'. have examined available records for the location of existing
pipes, valves, or other underground structures, which locations are indicated on the
plans. The contractor Mhall have the responsibility to verify these locations and
protect these -structures and any other structures found in progress of work whether
of record or not. Should the City require subsurface explorations other than r.hose
pertinent to t' , execution of the contract; the contractor: upon written order of then
Water SuperintL..ident. shall make all explorations and excavations for such purposes;
anJ the Water Supeeriatendent will tallow e;xt:a compensation therefore.
6. Depth of Pipe Cover
All p1pe shall be laid to the followinS minimum depthst For pipe diar_teters of
4" to Ste - a depth of 36 inches of pipe cover; for pipe diameter of 10" - a depth of
42 inches of pipe cover; for pipe diameter of 121' a depth of 48" inches of pipe
cover; and for pipe diameter of 14" anti greater - a depth as designated on the ;Mans
but not to be less thsin 48 inches of pipe cover. The depth shall bc measured from
established street grade or the surface of the propr-sed permanent improvement to the
trp of the barrels of the pipe.
SECTION 3-05 EXCAVATION AND PREPARATION OF TRENCH
1. Trench
The trench shall be dug to the alignment and depth required and only so far in
advance of pipe laying. as the Water Superintendent shall permit. The trench shall be
so braced and drained that wurknien may work therein safely and efficiently. It is
essential that the di.echarge from pumps be led to natural drainage channeli, or to
storm drains.
2. Width
The trench width may vary with and depend upon the depth ci trench and the
nature of the excavated material encountered; but in any case shall be of ample width
to permit the pipe to be laid and ,jointed properly and the backfili to be placed and
exupacted properly. The minimum width of unshetted trench shall be 24 inches; and
for pipe 10 inches or larger, at least one foot greater but not more than two feet
greater than the tnomina:l diameter of the pipe. Variations in these specified trench
widtha shall be allowed only conment. of the Water Superintendent.
3. Pipe Foundation
The tr*nth, unless otherwise specified, shall have a fiat bottom conforming to
the grade to which the pipe is to be laid. Any part: of the trench excavated below
grade, as a result of nagligencet of the contractor, shall be corracced with approved
materiel, placed and compacted in layers under the direction of the Water Superinterd-
ant. When the bottom uncovered to sub-grade is soft and in the opinion of the Water
Superintendent, cannot support: the pipe, a further depth and/or width shall be Guava-
ttd and refilled to pipe foundation grade as requiredl or other means, as directed by
the Water Suparintendent, shall be adopted to assure t firm foundation for the pies and
extra compensation shall be a11,n and therefore. Wherever necessary to prevent caving,
excavation in instable material shall be adequately sheeted and braced. Where sheeting

manufacturers installation guide.

Proper Implements, tools, and facilities satisfactory to the Water Superiutenoent
shall be provided and used by the contractor for the safe and efficient execution of
the work. All pipe, fittings, valve., hydrae to and &ccessoriis shall be carefully
lowered i,to the trench by means of derrick, ropes, or other nuitable equipmcnt in

SECTION 3-08 HYDROSTATIC TESTS

2. Pressure- Duda& Test:
Unless otherwise specified by thr water Superintendent an average hydrostatic
pressure of 150 pcuncls per squnrf! inch for a period of three hours shall be used in
the following manner.
The line :hall be completely filled with water at least 24 hours before testing.
The pressure shall be built up by means of a pump to 160 pounds per square inch. The
pressure shall be n1l.owed to drep to 1 -4C Pounds per square. inch before being pumped
back to 160 pounds per square inch. The pressure At the start, and end of the t:e. t
shall be 160 poinids per square inch. The: pump, pipe connection and all necessary
apparatus shall be furnished by --he contractor.

pipe. To accomplish this , taps shall he made, if necessary, at points of highest
elevation, and afte.t-ward tightly plugged.
4. Examination Under Pressure
Any cracked or defective pipe, fittings, valves or hydrants discovered in,
consequence of this pressure test shell be removed and replaced by the contractor
with sound material.
55. Permissible _Leakage
No pipe installation will be accepted until the leakage for individual joints
shall be . 020 gallons per joint, per. 3 hours, per inch of pipe diameter at 150 pounds
p.r square inch. Tests shall be made only after completion of partial backfill. Ths
pipe joints shall remain exposed until completion or' than hydroetotIc test. Test shall
include all services to property line. Should any test of a section of pipe line
discloses joint leakage gresatar than that permitted, the contractor shall at his own
•xpownse locate and repair the defective joints until the leskallee :Is whitthitt parmitted
allowance.
Leaksge is defined as the quantity of water pumped into the section of pips, being

Road or blade mixing of asphalt surfacing material will not by permitted.
The temporary asphalt surfacing, one ( 1) inch in thickness will remain in place
for a period of t!jenty (20) calendar nays. The contractor shall immediately repair
any settlement or chuckholes that develop in the temporary pAtching.
4. At the end of the twenty (20) day period the temporary asphalt surfacing will
be replaced with permanent asphalt concrete paving as specified below:
a. Streets or highways with a cross-section conforming to the
ultimate standards shall be replaced with ar. equal cross-
section of aggregate base and asphalt concrete.

5. Cleanup
Surplus pipe line material , i-ols. temporary structures, earth front excavations,
tend debris shall be removed by the contractor and the fob site shall be left clean and
to the satisfaction of the Water Superintendent.
SECTION 3-1) CHLORINATION OF COMPLETED PIPE LINE
Before being placed in service, a),l new wn to* distribution systems, or extension
to existing systems, or eny valved section of such extension or any replacement in the
existing water distribution system shall be chlorinated with Dry Hypochlorite or
approved alternative method.
The minimum dosage of calcium hypochlorite powder containing 70 percent Available
chlorine shall be one pound for each 19680 gallons of water pipe capacity treated;
chlorine-yielding comnour,,ts other than calcium hypochlorite powder may, on approval of
the Water Superintendent, oe used in amounts proportional to their available chlorine
content. For any method used the minimum residual chlorine content after 24 hours
shall be 50 parts per million in all parts of the systi-in.
2. Points of Application
A oredetermined dose shall be shaken into she suction well, the standpipe or
elevated tank, or into the pipe at the first joint attached to the existing water
pipe, and the dosage shall be repeated at frequent predotermined intervals, pre-
ferably at each pipe joint as the pipe laying progresses, or as may be directed by
the Water Sttperintandent.

lines by the Orange County health Department for a bacterial analysis,, in accordance

SECTION 3-12 WCRX ON RAILROAD HIGH i' OF WAY
Where Applicable, the City will apply fox the permit or casement to cross or
parallel the tracks within a railroad right cf wavy . The contractor shall pay for
any frispectiotts by the railroad and shall furnish any bonds r,,qui.red by the railroad.
Work shall be done in conformance with the dii.ect.ions from the: railroad permit and
job inspector. If s base is required the casing shall L�, of the si:.e and type as
called for on the plans and the pipe sh.-Al be insrnlied in accordance with the pipe
manufacturers installation guide.
SECTION 3-1.3 WORK ON STATE HICHWAY RIGHT OF WAY
Where applicable, the City of Huntington Beach will secure the permit fo;.-
a maintenance of the Water System from the State of California,, Division • f Highways.
The contractor will be required t.o apply foe the actual. permit to construe l.,
The contractor. , shall submit to the Division of Highways, (along with the applic-
cation) c a duplicate copy of his performance bend to the City and duplicate certificates
of insurance. The contractor will be held responsible: to pay for any And all tents
or Inspections required by the State. The requirements of the permit will be available
to all bidding contractors and a duplicate of the permic will be furnished to the
successful contractor. The contractor shall be field responsible to follow each of the
direc tivea of the permit and any :instructions by the local State Inspec tcr. The: local
office of the State Division of Highways shall be Notified by the cont: . r.tor at least
24 hours prior to any construction. The contractor may expect the following to be
requiredt
a. Earth shoulders and ditches to be returned to prior condition
and compacted to 90%, and soil and compaction tests wil; be
required.
b. Existing paved private driveways to be ;,aw cut and replaced
witl. 4" asphalt concrete paving over compacted native soil
as the existing paving material directs.
c. Existing paved street intersections and paved shoulders to
be saw cut and replaced over 95% compacted soil , with 401 asphalt
concrete over g" untreated rack base.
The report of the Director of Public Works to the City Council regarding final
completion will be dependent upon the contractors performance cf the State requirements
as well as those of the City contract.
