Staff again solicited bids on May 20, 1987, receiving only one bid (5520,000). Staff at that time found that the reason for the inflated hid and low turr out was because of the high construction activities during that period. Staff reca-anended rejecting the bid. RECOMMENDATION: Reject the bid submitte6 by Pentaco Inc., A.M. Galbreath, a Joint Venture, and direct staff' to re -bid at a future date. ANALYSIS: On December 1, 1986, the Ci.ty Council approved the plans and speci- ficiAtions for CC-649 and authorized staff to solicit construction bids. The bid as summarized below, was received on May 20, 1987. Contractor Base Did Additive Bid Total Pentaco, Inc., A.M. Galbreath, 454, 101.00 $65,313.00 $519,416.00 a Joint 'Denture Staff contacted the contractors who purchased plans and they responded, stating that they were too busy to bid on this project. We also spoke to the consultant who prepared the estimate and he was confident that his $240,000 estimate was accurate. The one bid received is more than double the estimated contract cost, therefore in staff's opinion it was only a token bid. The Department of Public Works recommends the bid be rejected and the project re -advertised at a future date. FUNDING SOURCE: N/A ALTERNATIVE ACTION: 1. Abandon the! project. Anal�s is : On September 17, 1984, Council selected the firm of Boyle Engineering Cbrporatien to prepare final design, plans and specifications for the Heil Avenue Flood Control Inprovenmts. Phase I of this construction consists of the construction of a rein- 5orced box culvert .miler Heil Avenue for the CS--SC2 Cannel and the installation of 113' lineal feet of new 36" RCP storm drain.
