WHEREAS, the City Council of the City of Huntington Beach, County of Orange, State of California, pursuant to statutes in such cases made and pro- vided, duly and regularly caused a notice to be published, calling for bids for labor, material, tools and equipment for the construction and development of a reverse rotary drilled, gravel envelo a water well on Heil Avenue west of Beach Boulavotd. By my signature hereunder, as Contractor, I cort:ify that I am aware of the provisions of Section 3700 of the Labor Code which require every employer to be insured against liability for workmen's compensation or to undertake self-insurance in accordance with the provisions of that cede, and 1. will romply with such provisions before commencing the performance of the work of Uiis contract. II. Contractor agrees to receive and accept as full compensation for furnishing all materials and for doing all the work contemplated and embraced in this agreement, the total bid amount Contractor submitted in his Proposal which was accepted by the City Council. Contractor further agrees that said payment by City shall include all payments for all loss or damage arising out of the nature of the work aforesaid, or from the action of the elements, or from any unforeseen difficulties or obstructions which may arise or be encountered in the prosecutlin of the work until its acceptance by the City, and for all risks of every description connected with the work; also for all expenses incurred by or in consequence of the suspen:zion or discontinuance of work and for well and faithfully completing the work, and the whole thereof, in the manner and according to the plaiis z►nri specifica- tions, and the requirements of the Engineer under them. The Contractor shall conduct his work so as not to impede unnecessarily any work being done by ethers on or adjacent to the site. SECTION 9. PROTECTION OF THE SITE Excepting its otherwise provided herein, the Contractor shalt, protect all structures, fencing, driveways, streets, walks, pipelines, trees, shrubbery, lawns, etc., during the progress of his work; shall remove from the site all cuttings, drillings, debris and unused matertals, and shall, upon completion of the work, restore the site as nearly as possible to its original condition, including the replacement, at the Contractor's expense, of any facility or landscaping which has been damaged beyond restoration to its original condi- tion. Water pumped from the well shall be conducted to a place where tt will b_- passible to dispose of the water without damage to property and without the creation of a nuisance. DRILLING FLUID When It becomes necessary to add clays or chemicals to the drilling fluid, It must be borne in mind that it is desirable to maintain a mud system containing a minimum of clay and fine sand and to deposit a thin, easily removable filter cake on the face of the Aquifers. If there should be a conflict between the mud requirements for ease in drilling and the mud x•equirements for protection of the aquifers, then the ruling requirement! shall b:i those for aquifer pru- tectlon. The Contractor shall consult with a qualified mud engineer regarding the proposed mud program. The mud shall be pilot Lested and, depending upon the resu:ts of the pilot test, the mud program shall be agreed upon by the Director of Public Works or his Agent. The mud shall have the following properties in acccrdance with API Code RP 29, "Recommended Standard Field Procedure for Testing Drilling Fluid." In the event that the Contractor cannot attain thesc properties the mud shall be replaced. 1. Weight - a maximum of 78 pounds per cubic foot. 2. Funnel viscosity - a maximum of 38 seconds, API. 3. 30-r,.+n,.-i:e water lu. s - a maximum of 20 cc, 4. Filter cake - a maximum of 3/32 inch. 5. Sand content of mud entering the hole - a maximum of 5% by volume. Immediately before the introduction of gravel, the mud shall be thinned until it has the following properties: 1. Weight - a maximum of 68 pounds per cubic foot. 2. Funnel viscosity - a maxims:w of 30 seconds, API. 3. Sand content of mud entering the hole - a maximum of 2% by volume. The above fluid properties are to be maintained through out the time the gravel is being installed. RECORDS 'rhe Contractor shall keel, records providing the folowing informatio,,. 1. A log of the formations drilled from surface to total depth showing; each change in formation. 2. A collection of samples from suifnce to total depth placed in separate bags or containers for each in al, plainly inarked with the well name and depth. Samples shall be t, a each 10 feet l,nd at each change of formation. The method of taking samples shall be approved by the Director of Public Works or his Agent. 3. An electric log shall be nrovided upon completion of the pilot hole. Tile log shall consist of one spontaneous potential curve and three resistivity curves. 'rhe Contractor shall furnish the original and not less than L-hree conies of the log. An interpretation of the log, together with recommenda- tions for location of screen cooing, shall also be furnished. 4. 'rhe final well log shall shot--: diameter, wall thickness, depths and quantities of casings and screens installed; details of reducing sections; type, aperture sire, and pattern of perforations; bore hole diameters; cemented conductor casings; gradation of gravel envelopel quantity of gravel initially installed, quantity of gravel aided during development operations; and all other pertinent details. 5. A record of mud properties at 8-hour intervals. The record shall show wcight, funnel viscosity, 30-minute water loss, filter -cake thickness, and snnd content. 6. Development and test records shall be maintained on an hourly basis, showing Production rate, static water level, pumping level, drawdown, production of sand, and all other pertinent information concerning the method of devrl o[)mc!nt . 7. Two plots of plumbness and alignment in planes oriented at Q0 degrees with respect l:o each other. P. 'rhe Contractor shall file the water well driller's report as required by the California Water Code and shall furnish the City three (3) copies of said report. SECTION 14. CONDUCTOR CASING The conductor casing shall be manufactured in accordance with AS-rM Speci- fication A139-61 Grade B applicable parts with the following additionst 1. Requirements for hydrostatic testing shall be wai%-.!d. 2. The steel, from which the casing is manufactured shall contain not less than 0.201'. copper by ladle analysis. For field assembly by welding, ends of sections shall be furnished with collars in accordance with the following standards. 1. Plain ends fitted with collars. Collars shall be of the same thickness and have the same chemical and physical properties as the corresponding, casing section, shall be five (5) inches in width, shall be rolled to fit the outside diameter, and shall be welded to the casing section. Longitudinal welds on the plain es.d shall be ground to plate surface a sufficient distance from the end. The inside edge of the collars And the outside edge of t!,e adjacent casing length shall be ground or sufficiently scarfed to remove sharp edges or burrs. Section ends shall be machined flat perpendicular to the axis of the casing and shall not vary more than 0,010 inch at any -point from a true plane at right angles to the axis of the casing. Three 1-inch by 3/8 inch alignment holes shall be provided in each collar to insure proper matching of the sections. 2. All joint welding shall be as subsequently specified its Section 18 of these Special Provisions. SECTION 15. DRILLING AND INSTALLING CONDUCTOR CASING The conductor casing shall be set in a hole not less than 36 inches in diameter. It shall be securely anchored at the ground surface to prevent following. It is estimated that the setting will be to the depth of 250 feet. ftwever, the Director of Public Works or his Agent may order the setting to a greater or lesser depth if found advisable after examining the log of this pilot test bore, After the conductor caging has been installed, it shall be sealed by filling the annular space between the reamed bore and the conductor casing, in accordance with the enclosed drawing, with a neat grout slurry weighing approximately 115 pounds per cubic foot with 2% bentonite and 2% CaC' added. The placing of the cement shall be done in a manner such that the con�uctor caring is entirely sealed against infiltration of water. Upon completion of grouting, cement shall be visible above the surface of the ground outside the conductor casing. After cementing operations arr! completed, tM cement shall be left undisturbed for a period of not leas than 12 hours. SECTION 16. WELL CASING The well casing shall be manufactured in accordance with ASTM Specifica- tion A139, as lost revised, applicable parts with the following additions. El 1. The ;feel from which the casing is manufactured shall contain not lesQ than 0.20% copper by ladle analysis. 2. 'rhea wall thickness shall be 5/16 inches. 1. The inside diameter shall be 16 inches from 0 feet to 800 feet. 4. The ca3!ng shall be factory assembled in not less than 20 foot sections and ;;hn11 contain not more than one longitudinal seam parallel to the axis of the casing and not more than one circumferential seam in 10 feet. 'Three 1-inch by 3/8 inch aligtument holes shall be provided in each collar to Insure proper matching of the sections. 4, All -Joint welding shall be as subsequently specified in Section 18 of these Special provisions. SECTION P . WELL SCREEN The well screen shall be manufactured in accordance with the aforementioned caging requirements. The openings in the orreen casing shall be machine made horizontal to the axis of the caning and of a louver form with the aperture facing downward in accordance with the enclosed drawing. The aperture size shall be 3/32 inch with 60 openings per lineal fool.. The Director of Public Works shall reserve the right to alter the aperture and number of openings, maintaining the 13 square inches per toot area, after the pilot bore has been made and the samples reviewed. SECTIOU 18. DRILLING AND INSTALLING WELL CASING AND SCREEN From the base of the conductor casing the pilot bore shall be opened to a diameter of 27� inches. After the hole has been opened, the mud shall be condittoned and treated until it conforms to the requirements of Section 12, Drilling Fluid. Thehole shall then be reamed with a blade or roller -type reamer. The Contractor sh&11 not begin the reaming run until he has ascertained that the mud can be maintained within specification limits and that there will be no waiting on casing or gravel after the hole has been reamed. A caliper survey shall be run immediately before installing the well casing and screen in order to determine the final diameter and vnlume of the reamed hole. Casing installation shell be by approved damage to casing or the bore hole. The casing bottom of the hole at a sufficient distance to will be supported from the bottom. TESTING FOR YIELD AND DRAWDOWN Following development operations the Contractor shall perform it complete pumping test of the well. The test pumping equipment shall have a capacity o' not less than 4000 CPH against a total head of 2.00 feet with a bowl setting of 200 feet. The Contractor shall make a test of the well pumping at a sufficent number of rates to determine the shape of the drawdow, curve from zero gallons per minute to 4000 gallons per minute or the maximum capacity of the well, whichever is less. Pumping shall continue at each rate for a sufficient length of time to bring about a relatively steady water level in the well. The Contractor will, upon completion of testing, deliver a certified copy of the development and testing records .-o the Director of Public Works or his Agent. At the completion of test pumping all sand and debris shall be removed from the hot tom of the well. Upon completion of All work in connection with development and test pumping the well shall be capped by welding a 1/4 inch steel plate over Ole t o0 of the .--as ing. SECrim 24. PLUMBNESS AND ALIGNMENT The Contractor shall guarautee that the welt. when completed shall be sufficiently straight and plumb to permit the free installation and operation of a turbine pump regularly built for 16 inch casing with bowls sct at 200 feet below ground surface. To demonstrate compliance with this requirement the Contractor shall furnish all labor, tools, and equipment and make a caging • r� test to the satisfaction of the Director of Public Works or his Agent. Tests for plumbness and alignment shall be inade after completion of ;he well construction and before its accep'.ance. The well shall be drilled in such vertical alignment that a line drawn from the center of the well casing at the ground surface to the center of the well casing 200 feet below the ground surface shall not deviate from the vertical more than 6 inches In 100 feet of length and that- any bends shall be no closer to the inside wall of the casing than 5 inches as shown on the enclosed drawing. SECTION 25. DISINFECTION The well shall be disin£reted in accordance with AWWA Standards A100-58. The proper amount of disinfectant per cac h 100 feet of this size casing is considered to be a minimum of 10 ounces of 70% HTH, 1-3/1s pounds of 25% Chloride of lime, or l gallon of 5,25% PUREX or CLOROX. SECTION 26. WORKING HOURS kl,L(YdkBLE Notice is hereby furnished that there is a residential section of the city within 100 feet of this proposed well location, and to clarify our interpretation of. Section 10 of these special provisions the following will be required: 1. Gravel installation and washing may be a :=tinuous 24 hour per day operation until completed, however, the contractor shall take provisions to reduce noise to a minimum either by shielding or directional piping the exhausts to prevent reverberations or a combination of. both. 2. All other operatbns shalt be performed within the period of time between 6:00 A.M. and 10:00 P.M. which period will allow two 8'hour ;shifts of crews. 3. A bid from Baylik Drilling, Inc. in the amount of $49, 226.00 was opened. A bid frcn Roscoe Moss Company was received after the 10:00 A.M. dead- line and was returned unopened. The Moss Company says that their bid was for $53, 000 .00 . The engineers estimate of $35,000 was based primarily on a $31,673.45 cost for Water Well No. 5 in May 1969. A Change order for soundproofing the drilling operation increased the estimated cost an additional $5,000.00. The difference between this total estimate of $40,000 and the bid of $49,226 is due to rn accelerated •incroase in the cast of construction since 1969. Due to unforeseen complications, the City does not have title to the lot for the water well, however, this matter should be cleared up before the next Council meeting.
